Duties Description Under the direction and supervision of a licensed professional engineer, incumbents perform a variety of duties depending on assignment. Engineer Trainees/Assistant Engineers are found throughout DOT in a variety of programs.
When assigned to DESIGN, typical duties will include, but are not limited to:
* Prepare 3D plans for highway and bridge projects using CADD;
* Assist with bridge inspections, structural evaluations and load ratings.
* Assist with the preparation of project reports (e.g., project scoping reports, design reports, drainage reports), development of engineer's estimates, project scheduling and gathering and compilation of site data; and
* Develop notes and specifications for specialty work.
When assigned to Construction, typical duties will include, but not limited to:
* Function as Chief Inspector or Engineer-in-Charge on Department construction projects.
* Ensure work performed by Contractors meets contract specifications and engineering standards and are performed safely.
* Review Consultant and Contractor plans and estimates.
* Initiate design changes and orders-on-contract, complete daily work reports and prepare final documents and record plans.
While positions are being filled for specific program areas, ET/AE's may be assigned to various program areas throughout their employment based on operational need. Occasionally, incumbents may also be called upon to support department needs in other locations. This effort could range from participating remotely to occasional travel as necessary to support program operations, capital program delivery, emergency efforts or other critical department initiatives.
Specific duties will be discussed at the interview.
Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:
Engineer Trainee:
Either 1. a bachelor's degree or higher in engineering or engineering technology as listed below; Or 2. proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience as listed below.
As an Engineer Trainee, you will serve a 24-month traineeship that leads to Assistant Engineer, Grade 20. To advance to Assistant Engineer, you must have obtained proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) and successfully completed the requirements of the traineeship to the satisfaction of the
appointing authority. At the discretion of the appointing authority, early advancement to the Assistant Engineer is possible if you have obtained your FE and have successfully completed twelve months of the traineeship. It is your responsibility to notify the appointing authority's personnel office upon obtaining proof of passing the FE. You may receive an increase in salary upon obtaining your FE. Information about this increase will be provided by the appointing authority.
Assistant Engineer:

Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. The starting salary for an Engineer Trainee position is $66,951.
The starting salary for an Assistant Engineer is $81,193. This amount is comprised of the base salary of $74,193 with an additional geographic pay differential of $7,000, specific to this title and location.
The maximum compensation or this position is $101,121. This amount is comprised of the standard job rate of $94,121 with an additional geographic pay differential of $7,000, specific to this title and location. In addition, a Mid-Hudson Adjustment of $1,650 or a Downstate Adjustment of $3,400 may also apply depending on the location of the position.

Work must be completed in accordance with NRCS policies, guides, and the state Field Office Technical Guide (FOTG). The anticipated workload will require working outdoors in the field, in the office, and other business locations and environments.
Duties shall include but not be limited to:
Assisting agency staff with project planning, documentation and implementation both in
the office and in the field.
Inventorying and evaluating potential new project sites to support conservation practice
systems.
Assist and complete required engineering surveys to support future designs and
construction project layout.
Assisting with development of engineering design calculations, drawings, specifications,
cost estimates, asbuilts, etc.
Assist and complete construction inspection of construction projects during construction
and report findings to the appointed government representative or responsible NRCS

similar technical and agency software, and the capability to be trained on such technical
and agency software to improve skills. Actual experience and formal educational training
are desirable when available.
Contractor employee shall with appropriate guidance develop and complete engineering
drawings, modify AutoCAD Civil 3d 2016 drawings to the point of completing many
standardized NRCS drawings, modify and develop new drawings when needed. The
Contractor employee will interpret these and other construction drawings and

material providers, regulatory personnel, local unit of government Sponsors, NRCS
employees, other Construction Inspectors, and various county, district employees and
others.
Contractor employee will, after appropriate training and support on agency equipment, be
able to independently download survey data, and produce contour maps/drawings when
needed. Contractor employee shall be able to analyze data to produce surfaces, profile
views and sections views from the surveyed data.
Contractor employee will review and provide comments to NRCS staff on construction
drawings and specifications developed by NRCS or others when needed to verify
technical adequacy and accuracy of the materials and documents in question.
Contractor employee will have either a working knowledge of or the willingness and
capability to be trained on a variety of surveying equipment. Contractor employee shall
use and troubleshoot setup problems for various forms of surveying equipment, self
levelling levels, total station equipment, data collectors, GPS total stations, etc. Following
initial training on agency specific equipment, the contractor employee shall be able to
independently operate such equipment and will train others on its use.
The Contractor employee will be expected to independently work with agency specific,
TEAMS, SharePoint sites, shared drives and computer systems which may require some

sites with numerous pieces of heavy equipment, along state, county, and city roads where

* Duties shall include but not be limited to:
* Assisting agency staff with project planning, documentation and implementation both in
the office and in the field.
* Inventorying and evaluating potential new project sites to support conservation practice
systems.
* Assist and complete required engineering surveys to support future designs and
construction project layout.

views and sections views from the surveyed data.

drawings and specifications developed by NRCS or others when needed to verify
technical adequacy and accuracy of the materials and documents in question.
* Contractor employee will have either a working knowledge of or the willingness and
capability to be trained on a variety of surveying equipment. Contractor employee shall
use and troubleshoot setup problems for various forms of surveying equipment, self
