Job Description: The Facility Planner shall provide support services to satisfy the overall operational objectives of the various Business Lines at NAVFAC Pacific. The primary objective is to provide services and deliverables through performance of on-site Planner duties.


Duties and Responsibilities:
Provide master and facilities planning consultation to include providing guidance on master plans and classification of work on facilities projects. Prepare/update/validate Property Records (PRs) via Asset Evaluations. Prepare/update/validate Facility Requirements Plans, which include Basic Facility Requirement (BFR) justifications and Facility Planning Documents (FPDs). Prepare/update/validate project documents (i.e., DD1391s, Form 22s, Form 42s), location/site maps, economic analyses, site approval requests, and cost estimates. Formulate project proposals to satisfy verified deficiencies and surpluses. Formulate/validate land use plans for an installation in accordance with prudent land use compatibility by functional categories (i.e., operations, warehousing, administrative, family housing, community support,
recreation, etc.) Identify/document development constraints and potential encroachment issues. Formulate/validate Installation and Area Development Plans, which identify sites for future facilities and/or existing facilities for reuse, within the framework of an established land use plan. Assist the Facilities Inventory Program Manager with all Class II Real Property issues to include providing direction, oversight, and guidance to activities on all facets of the inventory program, making recommendations for improvement, providing advice and consultation regarding facilities inventory management, and reconciling Property Records. Review work done by others for technical adequacy and conformance with established criteria/policy/guidance. Provide all review comments in writing. Assist in developing training material for master and facility planning and facility inventory management, as well as, planning, organizing, and conducting training sessions. Other duties as assigned.


Certifications, License and Physical Requirements:
A Bachelor's degree from accredited university. A minimum 5 years of experience in Department of Defense planning and/or facility inventory. Experience with Navy planning and/or facility inventory is not required but highly desirable.

The candidate shall be responsible for assisting civilian facilities planners with real property inventory management, in support of the NIWC Pacific mission.

The candidate shall develop and/or update NIWC Pacific Basic Facility Requirements (BFR) documents for validation by civilian facilities planning staff, prior to submittal to the host base for review and approval. The BFR must provide supporting documentation to gain approval of maintenance and repair Special Projects, Minor Construction projects, Military Construction (MILCON) projects, and regional space allocation requests. To perform updates and/or develop BFR documents, the candidate shall use NIWC Pacific human resources data sources and internal space management data. The candidate shall validate current and projected staffing levels, laboratory equipment required for the RDT&E mission, and visit facilities to assess and document current space utilization in the NIWC Pacific internal space management database. NIWC Pacific currently uses Archibus and the Internet Naval Facilities Assets Data Store (iNFADS) to track space usage.

The candidate shall conduct annual real property Asset Evaluations, and coordinate requested updates needed to real property records with host base staff. To complete evaluations, the candidate may be required to assist with floor plan and space function validation through in-person site visits. Candidate may be required to develop supporting Computer-Aided Design and Drafting (CADD) drawings.

The candidate shall routinely review real property records for all NIWC Pacific occupied facilities, and process any required updates through cognizant host base staff. This includes maintaining the currency of Mission Dependency Index (MDI) data associated with individual real property records. The candidate shall also coordinate any updates with NIWC Pacific financial staff to ensure reconciliation with financial records and databases.

The candidate shall manage the command's inventory of shipping containers in coordination with the NIWC Pacific Accountable Property Office, to ensure correct association with applicable real property records. Managing the inventory requires site visits to laydown areas and occasionally inspecting contents of the containers.
