RECRUITMENT/POSITION INFORMATION
This recruitment is being held to establish an Open Eligible List to fill future vacancies in this class until the next recruitment. The eligible list established may also be used to fill positions in similar and/or lower classifications through the County of Orange.
Incumbents will be periodically rotated through assignments and shifts, including nights, weekends, holidays, and correctional/court facilities.
A Deputy Sheriff Trainee will be required to attend and satisfactorily complete the 28-week P.O.S.T. Certified Orange County Sheriff's Regional Training Academy. Upon successful completion of the academy, the Deputy Sheriff Trainee will be promoted to the position of Deputy Sheriff I.

OCSD Deputy Sheriff Trainee Mentoring Program
The Mentoring Program is a voluntary, but highly recommended academy preparation program. This program is open to candidates who are currently in the background process with the Orange County Sheriff's Department and receive a referral from their background investigator. Any County of Orange employee who voluntarily participates shall do so off duty; no County employee may participate during their scheduled working hours. The Mentoring Program is designed to introduce candidates to academy protocol, memory work and physical training. Mentoring staff may evaluate and record participant performance and this information may be used for individual assessments and selection by the Professional Standards Division; meaning, an individual's performance / behavior at mentoring sessions may be evaluated prior to being selected for hire as a Deputy Sheriff Trainee.

* Be legally authorized to work in United States under federal law.

* Not have been convicted of a felony and not to be otherwise subject to disqualification under California Government Code Section 1029.
* Found to be free from any physical, emotional or mental condition, including bias against race or ethnicity, gender, nationality, religion, disability, or sexual orientation, which might adversely affect exercise of peace officer powers, as determined by a licensed examining authority in accordance with California Government Code Section 1031.

TESTING PROCESS/SELECTION PROCEDURE
Sheriff Human Resources screens all applications and supplemental information to identify qualified candidates. After screening, qualified candidates will be referred to the next step in the recruitment process.
Written Exam (Pass/Fail): Applicants who meet the minimum qualifications will be invited to the written exam via email. The written exam consists of job-related, multiple choice questions. Applicants who pass the written exam will be referred to the pre-investigative interview the same day.

Pre-Investigative Interview Questionnaire (Refer/Non-Refer): Candidates must print out and complete the Pre-Investigative Interview Questionnaire prior to exam date. The questionnaire will be collected and reviewed by Backgrounds Unit staff members upon arrival to the exam. You may be referred to a follow-up Pre-Investigative interview with a Background Investigator immediately following the written exam.
Physical Agility Test (Pass/Fail):Applicants must be dressed in physical training attire to participate.The physical agility test consists of three components.
* 30 Push-Ups: Complete 30 push-ups within 2 minutes.
* 30 Sit-Ups: Complete 30 sit-ups within 2 minutes.
* 1.5 Mile Run: Complete one and a half (1.5) miles on a flat surface within 14 minutes.
Applicants who pass the physical agility test will be referred to the structured oral interview, commencing the following weeks.
Structured Oral Interview (Refer/Non-Refer): Candidates will be interviewed and rated by a panel comprised of subject matter experts and civilian personnel. Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the position. Those who score high enough on the structured oral interview will be scheduled for a background interview with a Background Investigator.
Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.

OC OPERATIONS AND MAINTENANCE
OC Operations and Maintenance is a section of OC Public Works whose goal is to serve the citizens of Orange County by providing a safe environment and enhanced quality of life through improvements to and maintenance of public infrastructure. Operations and Maintenance provides a wide range of planning, design, project management, construction, and maintenance services to Orange County's unincorporated areas, 380 miles of flood control channels, 4 dams, 8 pumping stations, 320 road miles, and other infrastructure. O&M provides public works services for the contracted cities of Lake Forest, Mission Viejo, Dana Point, and the Foothill/Eastern and San Joaquin Hills Transportation Corridor Agencies. O&M also plays a crucial role in responding to the needs of the public in the aftermath of devastating fire and storm events and other general emergencies.
THE OPPORTUNITY
The EquipmentOperator is responsible for operating ten-wheel haul trucks and various types of small equipment. The Equipment Operator hauls materials to support the maintenance and repair of activities associated with flood control facilities, channels, parks, beaches, and unincorporated roads in the County of Orange. The Equipment Operator also has supporting roles such as proper installation of Best Management Practices (BMP's), traffic control during the storm or fire season, water truck operations for dust control, and wild land fire assistance. In addition, the equipment operator may lead crews of various sizes to accomplish projects; and performs other manual intensive labor duties as required.
The immediate vacancies are within the following areas:
General Maintenance Unit - The incumbent will work a9/80 shift, Monday to Friday with every other Friday off.
Equipment Operations Unit - The incumbent will work a 4/10shift, Monday to Thursday with every Friday off ORTuesday to Fridaywith every Monday off.
An employee within this classification may be designated as a "key responder" and as such shall be required to respond to non-normal working hour emergency operational conditions.
LICENSE REQUIREMENT
Possession of a valid California Driver License, Class A, withair brakes, tanker, and combination vehicle endorsements, is required before the date of appointment and must be maintained while employed in this series. Please attach a copy (FRONT & BACK) of license when applying.
In accordance with the Federal Omnibus Transportation Employee Testing Act of 1991, incumbents will be subject to random, reasonable suspicion and post-accident drug and alcohol testing.
MINIMUM QUALIFICATIONS AND CORE COMPETENCIES
The successful candidate will demonstrate completion of probation as an Equipment Operator Trainee within the County of Orange, or one (1) year or more of experience which demonstrates the ability to operate single unit trucks, wheel and track-laying tractors, rollers and other light equipment safely to accomplish a task and knowledge of single unit trucks, dump trucks, wheel and track laying tractors, rollers and other specialized light equipment

Under the general direction of the Human Resources Director, the Senior Human Resources Staff Analyst plays a pivotal leadership role within the department. This position assists with leading the HR team and assists with the management of the daily operations of the Human Resources Department.
Responsibilities include overseeing key HR functions such as employee and labor relations, classification and compensation, benefits and leave administration, recruiting, and policy development. The Senior HR Staff Analyst is instrumental in implementing strategic initiatives, improving operational effectiveness, and supporting workforce planning and succession efforts. and
* Four (4) years of progressively responsible human resources experience, including supervising staff and performing advanced-level work in one or more core HR disciplines such as executive-level recruitment, classification and compensation, labor relations, or benefits administration.
Education/Experience Substitution:
* A professional HR certificate (e.g., PHR, SHRM-CP) may substitute for one (1) year of experience.
* A master's degree in a qualifying field may substitute for one (1) year of experience.
Special Requirements:
* A complete background investigation is required; a felony or misdemeanor conviction may be cause for disqualification.
* This position requires the selected individual to complete a Human Resources certificate through an accredited program (such as SHRM or a university HR program) within 18 months of hire. This requirement may be waived with a valid HR certification.

The Mental Health Specialist (MHS) provides services focused on linking individuals to needed resources and services. This is accomplished through establishing and maintaining trusting relationships with the homeless community and collaborating with other service providers. The services are conducted in the community and include outreach, education, crisis management coordination, case management, skill-building workshops, referral and linkage to resources, and transportation support. The Crisis Stabilization Unit (CSU), within the Crisis & Acute Care Services Function Area of MHRS, has a need to fill a Mental Health Specialist who is a Licensed Psychiatric Technician or Licensed Vocational Nurse to perform the following:
* Evaluating adults experiencing psychiatric symptoms over a duration of less than 23.5 hours
* Providing crisis stabilization
* Providing telephone consultations, as needed
* Assessing adults experiencing psychiatric symptoms and recommend treatment services
* Administering medication as needed for adult psychiatric clients
* Referring adult psychiatric clients to the appropriate facilities in order to obtain proper care and treatment
* Providing counseling services, as needed, to adult psychiatric clients
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidates will have a Bachelor's degree from an accredited college in a behavioral science field such as psychology, counseling, or social work and/or at least three (3) years of field experience providing participant-related services to persons experiencing mental health and/or substance use disorders. The ideal candidate for the Outreach and Engagement position will also possess two (2) years of experience working with the homeless or those at risk of homelessness and have a strong desire to work with this population. Bilingual skills in the following languages are also desirable: Spanish, Vietnamese, Korean, and Farsi. The ideal candidate must also possess a valid driver's license and reliable transportation as they will need to be able to drive to various sites in the community to provide services and attend appointments with participants.

ABOUT THE POSITION
The Community Engagement Specialist (Field Representative), Election Representative/ Extra Helppositions will fulfill staffing needs in our Community Outreach Department. As an Extra Help in this team, the job duties will include:

DIVISION
The newly reformed Planning and Development Division oversees and delivers the airport's $700 million Capital Improvement Program (CIP), which includes airside, landside, and terminal renovations, as well as major utility projects and long-term infrastructure planning. The Division is also a key partner in the implementation of the General Aviation Improvement Program and the Terminal Tenant Concession Redevelopment Program. This team has 28 professionals in a variety of roles. THE OPPORTUNITY
John Wayne Airport (JWA) is seeking a qualified and experienced Capital Projects Managerto lead the planning and execution of the Airport's Capital Improvement Program (CIP). This position reports directly to the Planning and Development Business Services Deputy Director and will oversee the development, programming and planning of the Airport Capital Projects of JWA's7-year CIP, valued at over $700 million. The program includes key improvements to airport infrastructure such as the Airfield, Terminal Facilities, Parking Structures, Energy, and other related infrastructure. This role requires strong leadership, coordination, and technical skills to ensure projects are properly funded, budgeted, prioritized, and scoped to be delivered on time, within budget, and in alignment with airport goals.
Responsibilities include:
* Develop and manage the airport's multi-year Capital Improvement Program (CIP), including budget creation, program approval, and project prioritization to meet short and long term infrastructure needs
* Plan and oversee major capital projects to enhance airport safety, reliability, and resilience, and updated FAA Airport Capital Improvement Program plans totaling over $700 million
* Review project studies, scopes, and specifications for inclusion in the CIP, ACIP and the 5 year Strategic Financial Plan relating to scope, funding, cost, and airport priorities
* Recommend project prioritization and scheduling to meet infrastructure needs, applying changes, FFA guidance, future projects and aviation best practices
* Prepare complex reports, cost estimates, and planning studies in support of Airport Project Planning, forecasting, budgeting, and scheduling for future improvements

Must include at least one (1) year of supervisory experience. Extensive experience in the development, programming, and management of infrastructure Capital improvement Programs. Must include at least three (3) years of experience in an airport setting.
A master's or a bachelor's degree in civil engineering, construction, aviation management, architecture or related field is highly desirable.

THE OPPORTUNITY:
This position will assume specialized tasks within the Plan Check Section. The Environmental Health Specialist II will be assigned the tasks of reviewing and approving construction plans and conducting field inspections for food and pool facilities for compliance with sanitation and public health laws. THE DIVISION
The Sheriff-Coroner/Technology Division consists of approximately 150 personnel organized in six areas that specialize in specific operational and technical units, including Administration/Operations, Special Projects, Radio Communications, Applications, Infrastructure, and Security. Each section maintains a staff of Managers, Engineers, Technicians, and support staff to provide a high level of operational and technical expertise to various public safety functions including Law Enforcement, Fire Services, Emergency Medical Services, Lifeguard, Park Rangers, Public Works, Local Government, Courts, County and City jails, and Probation facilities. The Division provides centralized countywide coordinated communications systems for all local public safety agencies; installation and maintenance of communications and electronic equipment (microwave equipment, 9-1-1 dispatch equipment, mobile and portable radios, closed circuit television, surveillance, security electronic systems within the jail system, sound and video systems); operational and maintenance support to the coordinated communications systems; engineering and frequency management; and serves as the central coordinator/program manager for the operation and maintenance of the 800 MHz Countywide Coordinated Communications System (CCCS) and 900 MHz paging system. The Division is also responsible for all Information Technology operations across the entire Sheriff's Department. This includes application development and support, help desk support, desktop support, mobile and MDC support, storage and server support, network and CCTV support, and network security operations.
THE OPPORTUNITY
This is a journey level class in the Communications Technician series that is located at Sheriff's Technical Services Unit (Radio Communications). Incumbents in this class install, maintain and repair complex electronic equipment, and work with minimal supervision.
GENERAL DUTIES
Troubleshooting and repair of electronics; perform preventative maintenance on radio communications equipment, program radios and design radio channel layout (template); install electronics in public safety vehicles, motorcycles, marine vessels, and buildings; service calls, customer service, ambulance certifications, configure, maintain, and provide media for video recording systems (in-car video, body warn cameras); self-development training; miscellaneous related tasks.
DESIRABLE QUALIFICATIONS
Ideal candidate will possess two (2) years of experience of troubleshooting, maintaining and repairing electronic equipment; ability to install, maintain, repair, modify a variety of communications and electronic equipment and systems. THE OPPORTUNITY
OCWR's Renewable Energy, Technology and Engineering Planning (RETEP) unit is seeking a Geographic Information System (GIS) Analyst. The GIS Analyst will support the development and maintenance of an ArcGIS database of infrastructure (Facility Atlas), including data collection, creation of As-Built drawings, and development of user training programs. The position will also provide limited AutoCAD support to produce landfill-related drawings such as cell development and sequencing plans, single line diagrams and P&ID's.
In addition, the GIS Analyst will assist internal and external customers with the development, management, and analysis of GIS data. Responsibilities include designing, compiling, analyzing and preparing geographic data; evaluating and integrating data from multiple sources into GIS base maps; and presenting the results of geographic analysis to users. Duties also include leading the development of Facility Atlas procedures and supporting mobile data collection initiatives.

THE OPPORTUNITIES
The immediate vacancies are within CYS and the Forensics and Justice Involved divisions.
CYS offers a range of vital services to children and adolescents in Orange County, including case management, assessment, individual and family therapy, group therapy, psychological testing, psychiatric evaluations, medication support, and peer support. This role will be based in either the Clinical Evaluation and Guidance Unit (CEGU) Orangewood or CEGU Probation, focusing on justice involved youth or youth involved in the child welfare system. In this position, you'll work directly with children, teens, and their families, providing support through these diverse services. Your goal will be to help these young individuals develop essential skills for thriving in their communities while addressing the challenges they face.
The Clinical Psychologist position withing the SB317 program in the Forensics and Justice Involved division conducts placement evaluation for Misdemeanor Incompetent to Stand Trial (IST). The county provides placement evaluations to determine appropriateness for Diversion, Assisted Outpatient Treatment (AOT), CARE, Conservatorship, or a Modified Treatment plan. This role includes interfacing with C58, attending court meetings, and following up with Misdemeanor IST individuals when applicable. The position requires court testimony as well as participation in treatment team meeting with the court.
The Clinical Psychologist position in Care Court program in the Forensics and Justice Involveddivision provides Expert Witness testimony to Superior Courts on mental health and grave disability issues brought to the court on behalf of the County of Orange. This LPS Psychologist role specifically involves evaluating individuals for Murphy Conservatorships, with evaluations typically conducted at correctional or state hospital facilities. The Psychologist must be knowledgeable in court protocols, case development and strategy, and must be able to explain psychotropic medications in layman's terms. They will need to testify in both bench and jury trials and collaborate closely with the Public Guardian's Office of the County of Orange. An understanding of risk and dangerousness assessments, mental health law, and expert court testimony experience is preferred. Additionally, the Psychologist will need to produce reports that integrate developmental and clinical factors, using evidence-based assessment tools for evaluating competence to stand trial and assess dangerousness.

Civil Engineer - Prima Deshecha Landfill (South Region)
These positions are based out of the Prima Deshecha Landfill located in San Juan Capistrano and provide civil engineering support to the open South Region landfill and the three closed landfills in Irvine and Newport Beach.
Other job duties include but are not limited to:
* Design, review, and construction management of landfill grading plans and landfill gas collection systems.
* Utility design and review including storm drain facilities, sewer lines, and water lines.
* Hydrologic/Hydraulic analysis and Water Quality Engineering for future projects and landfill operations.
* Monitoring of Environmental Control Systems including leachate recovery collections systems, groundwater monitoring systems, water/wastewater treatment systems, and landfill gas collection systems.
* Regulatory Permit compliance and application processing.
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
The ideal candidate will possess two (2) years of civil engineering experience. A master's degree in civil engineering may be substituted for one year of the required experience. In addition to the minimum qualifications, the ideal candidates will demonstrate the experience and core competencies as described below.

TTC provides high quality STD and HIV services including medical care, case management, HIV Pre-Exposure Prophylaxis (PrEP), HIV Post Exposure Prophylaxis (PEP), Rapid Antiretroviral Therapy (Rapid ART), AIDS Drug Assistance Program (ADAP), information & education on STD and HIV care, Ryan White eligibility screening, HIV partner services and treatment adherence.
THE OPPORTUNITY
The Medical Assistant provides integral support to clinic operations within the TTC Clinic. Under the direct supervision of a clinician, nurse practitioner, or registered nurse, the Medical Assistant is responsible for performing a variety of clinical and administrative duties, including but not limited to:
* Performing venipuncture for blood specimen collection; administering subcutaneous or intramuscular injections and medications; and providing medications orally, sublingually, topically, vaginally, rectally, or as a single dose to patient for immediate self-administration.
* Conducting urine pregnancy tests and micro urinalysis dipstick testing.
* Scheduling and preparing patients for examination by recording vital signs, height, weight, and demographic information (name, age, sex, and date of birth). Completing basic patient history, including the history of present illness or complaint, and past medical, family, and social history.
* Explaining procedures and obtaining necessary consents and authorizations. Preparing, providing and maintaining medical records/charts for clinician, nurse practitioner, or nurse.

Role Summary
The
Director of Leadership & Legacy Giving
serves as a key member of the Advancement team, responsible for cultivating and stewarding relationships with current and prospective donors who have the capacity to make significant annual, capital, and planned gifts. THE OPPORTUNITY
OC Parks Maintenance Inspector provides crucial maintenance inspection of regional riding & hiking trails, bikeways, regional and wilderness parks, and community service parks. The position will be responsible for Regional Trails and other OC Parks facilities inspections; managing contracts; maintenance services (i.e., landscaping, trash removal, trail sweeping); investigating and responding to internal and public service requests; coordinating with other agencies including cities, utility districts and homeowners' associations and determining jurisdictions and property boundaries with maps, deeds and survey records. The position also requires physical stamina to stand, stoop, walk, work in all weather conditions, perform maintenance tasks, schedule athletic events and respond to emergencies after normal business hours and on weekends/holidays.
Additional duties and responsibilities include, but are not limited to the following:
* Review and understand maintenance management reports.
* Utilize report data to make efficient and effective maintenance management
decisions.
* Communicate and share ideas that can improve maintenance operations.
* Identify, document and recommend repairs and improvements.
* Research and determine ownership and/or jurisdiction.
* Research and compile data to address liability claims against County.
* Investigate citizen complaints, agency and department requests, and reports of
deficiencies.
* Provide input and inspection for permits such as encroachments or special events.
* Develop and participate in project scoping and plan review to provide support to project managers.

* Requires occasional off-road 4x4, bikeway and shared use of path driving abilities utilizing hazard warning lights.

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate should possess at least one (1) year of experience in one of the following areas: government contracts, project planning, parks management, and public works construction, beyond the Minimum Qualifications.
They should be able to work with considerable independence and will be afforded reasonable latitude for technical decision making, discretion, and judgement.

Positions are assigned to both office environments and outdoor settings. Ability to walk, climb, stand, sit, stoop, lift, reach, bend, push, raise objects, twist at the waist and frequently turn the neck up and down and side to side and occasionally performs strenuous physical/manual labor. Ability to walk up and down uneven terrain, irregular surfaces, or hills. Ability and awareness to work safely in high traffic volume area and in and around flood control channels. BEHAVIORAL HEALTH SERVICES
The Behavioral Health Services (BHS) Division consists of the following service areas Adult and Older Adult Behavioral Health, Children and Youth Services, Quality Management Services, Mental Health Services Act Office, Data Analytics and Evaluation, Crisis and Acute Care Services, Substance Use Services, BHS Navigation, and Forensics and Justice Involved. These service areas provide a culturally competent and client-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug abuse and mental health care.
THE PROGRAM
In Children and Youth Services (CYS),there are a variety of direct client care opportunities to serve Orange County children, youth, transitional age youth, and their families impacted by mental illness and substance use disorders. CYS has three (3) major areas of service: 1) Regional outpatient clinics, (including intensive community-based recovery-oriented services) 2) programs serving youth in the juvenile justice system, and 3) programs serving foster youth. All programs strive to provide high quality, evidence-based services in a system that addresses the specific and unique needs of the individual and their support systems. Those served by CYS come from a variety of cultures and diverse backgrounds. The population served consists of children, youth, and transitional age youth ages 0 through 25.
THE OPPORTUNITY
This position is necessary to provide psychiatric services to children and youth in CYS outpatient clinics. The Psychiatrist will collaborate with a team of professionals both within the HCA, and with other County agencies with whom the programs partner with to ensure comprehensive care is provided. Additional job duties include, but are not limited to: conducting psychiatric evaluations on a scheduled or in a crisis situation, ordering lab tests, gathering medical, psychiatric, and social information from various sources, and creating treatment plans involving medication or other therapeutic approach.
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES:
The ideal candidate will be certified in child and adolescent psychiatry by the American Board of Psychiatry and Neurology and have completed a two (2) year fellowship in child and adolescent psychiatry.Bilingual skills are highly desirable but not required.
In addition, the ideal candidate must demonstrate substantial knowledge and practical experience directly related to the following competencies below:

* Perform prevention, diagnosis, and treatment of seriously mentally ill (SMI) patients
