ESSENTIAL JOB FUNCTIONS: Assist with reporting to the Federal Transit Administration (FTA) National Transit Database (NTD) for HART modes: bus, paratransit and streetcar. Assist with maintaining the HART bus stop database to track transit stop amenities and geographical information Analyze, update, and maintain scheduling data and make appropriate modifications and recommend changes when appropriate. Conduct field studies for existing or planned routes to determine operating and environmental conditions for recommending service changes and/or new routes. Assist with developing business intelligence tools to aid in the monitoring of key agency KPI's, NTD reporting. Support development of the Transit Development Plan (TDP) and annual updates, including mapping, spatial analysis, document review, comparative route analysis, peer system review, and authoring of some components. Assist in the development of HARTs Title VI Program and Limited English Proficiency (LEP) program. Assists with Title VI analysis related to major service changes. Participate in transportation and land use planning projects led by other agencies, including the Florida Department of Transportation (FDOT) and the Hillsborough TPO. Analyze, evaluate, and prepare written comments on transportation studies, land use studies, Comprehensive Plan Amendments (CPAs), and any documents or reports that are relevant to the Authority's present and future operation. Process and analyze demographic, economic, land use, transportation and spatially referenced data using GIS for use in transportation planning studies. Present data and analysis in a cohesive, consistent format, with thoughtful and clear interpretations and conclusions. Research current transportation related topics, policies, and “best practices” and document/present findings. Support development of FDOT, FTA, and other discretionary grant proposals. Includes tasks such as assisting with authoring grant narratives, analyzing and compiling related data, and estimating costs of new services. Provide assistance in efforts to align HART service with community needs. May include preparation and implementation of route surveys and other data collection to identify needs that may resulting in service modifications. Analyze route performance through the application of qualitative and quantitative performance standards. Develop maps and reports to support analysis. Assists in developing corridor-specific transit service plans including estimation of ridership using FDOT's TBEST program. Provide planning data, including GIS data, to other divisions, departments, and external partners. Assist with amenity related planning projects, including bus stop consolidation and shelter deployment planning. Coordinate with local jurisdictions and other departments on amenities. Assist with local jurisdiction site plan review and development of recommendations on transit improvements for the site. Assist HART's community outreach team with presentations and events. Monitor agency and public comments and policies regarding plan development and integrate as appropriate into HART plans. Represent HART at various local planning agency meetings as assigned. Provide support and analysis for innovative projects (e.g. Microtransit, Scheduling related technology projects, etc.). Attend and present at industry conferences such as Florida Public Transit Association (FPTA), and American Public Transportation Association (APTA), and others as needed. Prepares, supports and conducts various Service Implementation and scheduling related presentations, to include safety, on-time performance (OTP), and markup coordination meetings. Coordinates fleet utilization and needs based on service levels with the Maintenance department. Manages route concept, design, and implementation, including bus stop placement, route tracing, and scheduled timepoints. Develop, review and approve policies and procedures for vehicle technology repairs, ongoing preventative maintenance, maintenance staff training, and related operation activities. Responsible for meeting safety requirements, operational efficiency, and financial and managerial objectives. Establish quality controls and standards to ensure that maintenance practices meet and/or exceed Original Equipment Manufacturer (OEM) and industry standards. Implement and monitor a preventative maintenance program to assure cost effective maintenance, and a scheduled maintenance program to provide maintenance by manufacturers specifications. Oversee maintenance activities, maintain vehicle availability, plan work procedures, inspect, monitor and evaluate work, oversee maintenance and difficult and complex repairs, identify discrepancies, review work orders, identify training needs. Assist staff in maintaining all documents, evaluating subordinates' activities, participating in the hiring and discipline process, maintaining training and technical libraries, coordinating efforts with other departments, and serving on committees. Inspect the work of technicians and evaluate performance through personal quality control checks. The Manager of Scheduling Services serves as a team leader, planner, and specialist for fixed-route bus and streetcar services to modify, evaluate, prepare, improve, coordinate and manage processes in developing a minimum of 3 general transportation bids for bus and streetcar services and schedule changes for fixed-route and streetcar operations. ESSENTIAL JOB FUNCTIONS: * Develops and recommends improvements in public and operator schedules to increase productivity and efficiency of the transit system. * Manages the development of reports for manpower deployment, vehicle assignment, on-time performance, dispatching, and rostering. * Manages the activities of the Transportation Scheduler II in the preparation of a minimum of three annual operator bids per fiscal year. * Projects personnel requirements for Busand Streetcar Divisions and communicates to Human Resources and Training personnel requirements to adequately staff work rosters. * Responsible to assure compliance of minimum three annual operator schedules/rosters with contract provisions, operating budget and Federal/State regulations. * Assists Director of Planning and Scheduling to coordinate activities of other departments involved in the preparation of proposed schedule changes. * Instructs or informs scheduling concepts or service-related items to new and existing personnel. * Responsible for monitoring route run times and intermediate time points through schedule adherence checks from Planning Aides, Automatic Passenger Counters (APC) and automated vehicle locator (AVL) data to determine service adjustments based on analysis of manpower, vehicle considerations and financial limitations * Use Trapeze Scheduling/Operations software, OrbCAD/Clever Automatic Vehicle Locator, and Automated Passenger Counter system to manage bus stops, route traces, analyze and build trip running times, trip frequency, bus block schedules, run cutting, and rostering within the confines of DOT and ATU/Authority agreed upon work rules. * Manages the use of Trapeze FX, Blockbuster, and Ops software for scheduling and rostering of HART's minimum three annual bids on each mode. * Manages all issues relating to directional and announcement sheets (input to annunciator system). * Manages the data exports for Google GFTS transit data used by Google and ITS elements. * Coordinate vehicle fleet allocation plans with Maintenance and Operations based on service levels. * Coordinates with Marketing and Communications to develop public notices and update organizational website regarding service changes. * Act in a planning capacity to analyze transit data for on-time performance, GPS accuracy, and roster efficiency; and to recommend/implement corrective actions. * Liaison for all departments on AVL playback and reporting for internal or external investigations. * Manages planning and scheduling related activities regarding special additional services and coordinates with Operations. * Ensure correct data for exportat into patron available websites, such as Google Trip Planner and Transit App applications.
