POSITION PURPOSE:
The Chief Financial Officer (CFO) develops, manages, supports and guides the fiscal sustainability and strategy efforts of the organization, working collaboratively across all departments to ensure that organizational priorities are funded and that resources are being spent according to plan. The CFO will have an opportunity to build the capacity of the Finance team to effectively manage the finances to deliver initiatives and projects that will have lasting impact on the region's mobility and economic impact. The CFO also serves as the Agency's Disadvantaged Business Enterprise Liaison Officer (DBELO).
ESSENTIAL JOB FUNCTIONS:
* The CFO reports directly to the CEO, acting as a key partner to the CEO and the executive team in the development and execution of HART's strategic and financial plans.
* The CFO will provide the CEO timely financial strategy advice based on changes in the financial environment in sufficient time to implement effective tactics and strategies to ensure sound fiscal management.
* The CFO will plan, develop, and oversee the implementation of long, and short-range strategies and programs in support of the systems goals, objectives, and strategic plans.
* The CFO will have exposure to, and knowledge of, bond/capital markets. CFO shall evaluate financing mechanisms to ensure the financial needs/goals of the organization are achieved.

* The CFO will have overall responsibility over financial performance through the creation of key performance metrics that provide a forward-looking view into trends requiring management decisions and actions and develop a long-range (20 year) financial plan.
* The CFO will ensure timeliness, accuracy, and usefulness of financial and management reporting for federal, state and local funders, grants and contracts.

Education and Experience:
* Bachelor's degree in finance, Accounting, or related field is required. Advanced degree is preferred.

* A minimum of five (5) years of progressive experience at a management level supervising multiple areas of staff.

ESSENTIAL JOB FUNCTIONS:
Develops and recommends improvements in public and operator schedules to increase productivity and efficiency of the transit system.
Manages the development of reports for manpower deployment, vehicle assignment, on-time performance, dispatching, and rostering.
Manages the activities of the Transportation Scheduler II in the preparation of a minimum of three annual operator bids per fiscal year.
Projects personnel requirements for Busand Streetcar Divisions and communicates to Human Resources and Training personnel requirements to adequately staff work rosters.

Manages the use of Trapeze FX, Blockbuster, and Ops software for scheduling and rostering of HART's minimum three annual bids on each mode.
Manages all issues relating to directional and announcement sheets (input to annunciator system).
Manages the data exports for Google GFTS transit data used by Google and ITS elements.
Coordinate vehicle fleet allocation plans with Maintenance and Operations based on service levels.
Coordinates with Marketing and Communications to develop public notices and update organizational website regarding service changes.

POSITION PURPOSE:

This position routinely creates and performs account analysis, reconciliations, and audit schedules; creates and enters journal entries; works with the chart of accounts; and special projects as needed. Work involves problem solving and could include mediating highly conflicting, unexpected, and unusual problems involving multiple groups. Performs all work within generally accepted accounting principles (GAAP), following federal, state and local requirements and guidelines established by HART.
ESSENTIAL JOB FUNCTIONS:
Fixed Assets:
Identifies capital asset purchases and properly documents them. Updates and maintains fixed asset records. Reviews travel request forms and expense reports for accuracy. Coordinates annual fixed asset inventory with other departments. Completes the annual financial National Transit Database reporting.
Completes monthly fuel tax return, related journal entry and reconciliation.
Prepares National Transit Database annual financial reports.
Back-up for Count Room for daily duties and quarterly night audits.
Serves from time to time as Project Manager or project team member on a variety of subject matter expertise organizational projects or stretch assignments as assigned by the Portfolio Steering Committee (PSC) of the agency Project Management Office (PMO). These assignments will implement broad strategic and organizational agency goals.
Accounts Receivable:
Receives and processes incoming fare-card sales orders by walk-ins, telephone or e-mail in an efficient and timely manner. Sets up, maintains and generates invoices for customers on account and handles all billing questions and issues.
Records sales, risk insurance claims, etc. and generates invoices for monthly billing.
Reviews the trial balance for accuracy and makes journal entries in the general journal.
Reports the sales amounts and quantities of various fare-cards to internal users, many of these reports are provided to external users, such as: The Boards of HART and THS, Inc.
Serves from time to time as Project Manager or project team member on a variety of subject matter expertise organizational projects or stretch assignments as assigned by the Portfolio Steering Committee (PSC) of the agency Project Management Office (PMO). These assignments will implement broad strategic and organizational agency goals.
Revenue:
Audits the Authority's revenue streams: GFI fare boxes, count rooms, Retail Sales outlets and petty cash drawers at various Authority locations. Assists as needed to maintain change machines and ticket vending machines (TVMs)
Audits a variety of financial impacting processes such as Accounts Receivable pass inventory, employee travel requests/reimbursements and balance sheet reconciliation processes.
Reports monthly ridership which involves reviewing the data recorded by the Accounting Assistant - GFI and confirming special events has been addressed properly. Administers special events reporting keys and tracking.
Serves as the internal THS streetcar accounting resource which includes billing City of Tampa and attending monthly THS Board meetings.
Serves from time to time as Project Manager or project team member on a variety of subject matter expertise organizational projects or stretch assignments as assigned by the Portfolio Steering Committee (PSC) of the agency Project Management Office (PMO). These assignments will implement broad strategic and organizational agency goals.
Revenue Regional eFares:
Provides input and supports financial back office deliverables for the regional eFares project which includes but is not limited to: developing the financial test plans which would include scenarios and expected outcomes; pulls reports and analyzes the testing results; and troubleshoots issues and proposes resolutions
Identifies reporting needs and defines reporting requirements to perform the financial back office functions for the regional eFares system
Creates and performs processes for performing the financial back office functions for the regional eFares system which will includes pulling reports and performing reconciliations required to support the net settlements with the other participating agencies
Updates and maintains the GP financial reporting system to support the accounting needed for regional eFares transactions and makes journal entries performs other accounting functions related to the regional eFares transactions
Performs other accounting department functions as needed

Grants:
Performs a wide variety of general and specialized accounting functions pertaining to grant funded projects.
Prepares the paperwork for all cash requests (draws) from the Federal Transit Administration's (FTA) Electronic Clearing House Operation System (ECHO-Web).
Examines the financial status of each grant to be drawn and runs a database query report that details the grant's check payments included in a particular draw.
Verifies voucher, requisitions and other financial data for accuracy, completeness and conformance with funding guidelines and accounting procedures.
Develops, prepares and updates regular and specialized financial reports and statements for grants in compliance with Federal, State, local and HART requirements.
Prepares documents supporting monthly accrual amounts for grant expenditures that are based on salary, fringes and route deficits.
Compiles financial data for use in the analyses of grant funded projects.

ESSENTIAL JOB FUNCTIONS:

Under general direction, the Superintendent of Vehicle Technologies provides technical and professional assistance overseeing, maintaining, and acquiring, on-board vehicle information technology systems and components in the Fleet Maintenance Division. This position is responsible for onboard vehicle technology equipment including but is not limited to fare collection systems, surveillance systems, automatic passenger counting systems, electronic destination signs, CAD/AVL/Next Stop Passenger Announcement systems, onboard audio/visual content systems, passenger Wi-Fi systems, in addition to all other forms of technology equipment commonly found/used on public transit buses. The Superintendent of Vehicle Technologies supervises the maintenance and repair operation of HART's on-board transit bus technology equipment to ensure fleet remains in a state of operating excellence and vehicles present no problems or interruptions to the riding public. Other duties include representing the Maintenance Department, observing and analyzing work practices, encouraging positive changes, resolving bus maintenance problems and vehicle operations issues, and coordinating with staff and other departments.
ESSENTIAL JOB FUNCTIONS:
Provide directions and manage the operation and staff of the vehicle technology department by setting goals and objectives, and by establishing performance and financial standards.
Develop, review and approve policies and procedures for vehicle technology repairs, ongoing preventative maintenance, maintenance staff training, and related operation activities. Responsible for meeting safety requirements, operational efficiency, and financial and managerial objectives.
Establish quality controls and standards to ensure that maintenance practices meet and/or exceed Original Equipment Manufacturer (OEM) and industry standards.

This position is responsible for the repair, service and preventative maintenance of the Authority's vehicles. This is a semi-skilled position. ESSENTIAL JOB FUNCTIONS:
Performs maintenance and repair on transit buses, mechanical equipment, and/or automotive vehicles, both gasoline and diesel powered, including but not limited to engine adjustment, braking systems, shock absorbers and suspension systems and electrical and hydraulic parts and components.
Perform routine and preventive maintenance including oil changes and tune-ups, troubleshooting inspections to determine need for repairs, and road test vehicles upon completion of repairs.
Performs some service calls and emergency repairs in the field.
