Our Organization and Mission:
The Florida Division of Alcoholic Beverages and Tobacco licenses the manufacture, distribution, sale, and service of alcoholic beverage and tobacco products in Florida, including receipt and processing of license applications; collection and auditing of taxes and fees paid by licensees; and enforcement of the laws and regulation of the alcoholic beverage and tobacco industries, pursuant to Chapters 210, 561-565, 567-569, Florida Statutes. The division's three bureaus - Licensing, Auditing and Enforcement - comprise a team of approximately 325 personnel fulfilling the regulatory obligations of the division throughout the state.
The Work You Will Do:
This is an opportunity to serve as a state law enforcement officer in Florida. Employees demonstrating advanced investigative and critical thinking skills normally excel within this Bureau. Employees are challenged with shifting seamlessly from regulatory investigators to law enforcement officers during their investigative activities. The Bureau seeks applicants interested in investigating complex crimes while deterring underage access to alcoholic beverages, tobacco and nicotine products. These positions require team members to work some nights and weekends as necessary.
Your Specific Responsibilities:
Selected candidates will plan, conduct, and complete criminal, administrative and civil investigations for which the Division of Alcoholic Beverages & Tobacco has jurisdiction, as described:
* Plans, conducts and completes all or portions of criminal, administrative, and civil investigations.
* Conducts minimum age compliance surveys (alcohol and tobacco), prepares work plan involving the public and other government agencies to reduce or eliminate non-compliance, and completes planned activities making adjustments as needed.
* Independently conducts investigations of stolen or counterfeit cigarette tax stamps; unlawful shipments of deliveries of alcoholic beverages or tobacco products into the State; non-tax paid alcoholic beverages, tobacco products and fraudulent applications, tax returns, and records; and unlawful ties between manufacturers or distributors and retailers of alcoholic beverages.
* Prepares well-composed, accurate reports and submits documentation within specified timeframes.
* Conducts interviews, testifies in official legal proceedings, and participates in cooperative investigations with other agencies.
* Provides training regarding State laws and rules which the Division of Alcoholic Beverages and Tobacco is responsible for enforcing. Participates in community prevention and education events.
* Enforces final orders, settlement agreements, and court orders, makes arrests, serves warrants, recruits and documents informants, and accounts for investigative expenses.
* Plans, conducts and completes inspections of businesses licensed to sell or serve alcoholic beverages and tobacco products, to promote compliance.
* Participates in training as required or assigned and properly maintains issued equipment.
* Maintains familiarity with the division's written policies and procedures, departmental legal opinions, statutory changes, rules, agency directives, and court decisions.
* Performs other related duties and participates in state declared emergency operations as assigned which may involve extended travel outside of the assigned area in the event of activation.
* Maintains proper physical conditioning to perform the duties of a sworn law enforcement officer.

Minimum Requirements:
* Must hold a current active Florida Law Enforcement Officer certification (currently possessing a State of Florida Law Enforcement Certification pursuant to Section 943.13, Florida Statutes) or have passed the Florida Criminal Justice Standards and Training Commission (CJSTC) law enforcement examination. *Note: Corrections and Correctional Probation certifications do not meet this qualification.
* Must have a minimum of 2 years of sworn law enforcement experience.
* Must currently possess and maintain a valid State of Florida Driver's License or if selected, must possess and maintain a valid State of Florida Driver's License by the date of appointment.
* Must reside within 70 air miles of the Tampa District Office at the time of employment by the time of hire.
* Must pass a law enforcement level 2 background screening.
* Must successfully complete an internal training program.
* Must have a safe driving history.
Preferred:
* Preference will be awarded to applicants who demonstrate proficiency in technology and writing skills.

Job Purpose & Scope
Responsible for performing fraud incident investigations and case management, including collaboration with internal and external stakeholders, to mitigate and recover loss to the Bank.

+ Performs fraud incident management for instances described within the Bank's Fraud Risk Management Program.

POSITION SUMMARY
Outside Plant Damage (OPD) costs our clients over 30 million annually. Field investigators are needed to collect, access, and report these damages. This is a part-time, on-call contract job to help support our clients with damage recovery. For our field investigators, each day and every investigation is different. We need inquisitive, self-driven individuals who are comfortable rolling up their sleeves and working in a constantly changing, dynamic environment.
Duties
Conduct on-site field investigations
Write detailed but concise investigation reports using diverse sources of information, types of evidence, witness statements, and costing estimates
Develop and maintain comprehensive knowledge of local and state statutes, laws, and regulations for underground and aerial cables and utility service lines
Remain prepared and willing to respond to damage calls within a timely manner
Complete damage investigations within 7 days and then work with and support our claims managers to complete the investigation and begin the recovery process
Respond to damages same day if received during business hours (if not, first response following day)
Accurately record all time, mileage, and other associated specific items
Requirements
Interpersonal skills to gather information and conduct field interviews with involved parties including contractors and technicians, witnesses, law enforcement, and possible damagers
Smartphone to gather photos, videos, and other information while conducting investigations
Computer, with high-speed internet access, to upload and download reports, research cases, and to interact with our claims system and other databases and portals
Exceptional attention to detail and strong written and verbal communication skills
Proven ability to operate independently and prioritize while adhering to timelines
Strong and objective analytical skills
Valid driver's license, current insurance, and reliable vehicle with ability to respond to damages at any time
Safety vest, work boots, and hard-hat
Preferred Qualifications and Skills
Current or previous telecommunication or utility experience
Knowledge of underground utility locating procedures and systems
Investigation, inspection, or claims/field adjusting
Criminal justice, legal, or military training or work experience
Engineering, infrastructure construction, or maintenance background
Remote location determined at discretion of investigations manager

Qualifications:- Four (4) year undergraduate degree or higher in criminal justice, finance, project management, or other related field.- Minimum three (3) years of professional work experience in healthcare, fraud, or other related investigative field of work.- Proficiency in Microsoft Office applications including Outlook, Word, Excel, PowerPoint, etc.- Proficiency in analyzing data that would assist in providing specific case support to the Government in civil HCF matters (E.g., Medicare data, Medicaid data, outlier data).- Communication skills: Ability to interact professionally and effectively with all levels of staff including AUSAs, support staff, client agencies, debtors, debtor attorneys and their staff, court personnel, business executives, witnesses, and the public.
