SURVEY PROJECT MANAGER (RPLS)

Westwood Professional Services, Inc. is seeking a Survey Project Manager to join our team. The Survey Project Manager will be responsible for supporting the overall direction, coordination, implementation, execution, quality assurance/quality control and completion of professional survey services. Additionally, the role includes training and mentoring of junior staff, client satisfaction, and business development under the direction of the Survey and Market Leaders within the Region and Division.
Duties and Responsibilities
• Manages project tasks, schedule, and resource requirements.
• Manages project budget and analyzes project profitability, revenue, margins, billing rates, and utilization.
• Conduct team meetings with project team to evaluate and coordinate the project.
• Stay current on service-specific trends, technology, software, hardware, and equipment.
• Drive value based on innovation.
• Work with the Survey Service Leader to establish, implement, monitor, and maintain procedures and quality standards for the survey group.
• Ensure that survey work products have a consistent appearance across the local land survey team and are delivered efficiently.
• Work with Survey Service Leader and Market Leaders on staffing, utilization and workload as it relates to survey.
• Work with the division Survey Leaders, and Market Leaders to grow Westwood's local and national land survey presence with a focus on developing strategic pursuits of large survey projects.
• Support office and market-based business development by providing technical expertise and generating revenue.
• Build, maintain and grow a strong culture for survey that aligns with the division's goals, objectives and strategies, and Westwood's core values.
• Ensures division, regional, and company, values, policies and practices are consistently followed within the survey service.
• Lead by example - display solid judgment, good values, trust, honesty, openness, and professionalism.
Required Experience
• Professional Survey License required. Non-Licensed individuals will be evaluated based on relevant experience.
• Strong understanding of all aspects of the Land Surveying profession and experience supporting civil engineering projects
• 5+ years' experience in the land surveying industry.
• Must have a strong background in project management.
• Effective verbal communication is necessary and independent judgment is essential.

Required Skills
Demonstrates competence in fundamental civil engineering design principles for land development projects.
Experienced in cost estimating, bid phase assistance construction administration, and general construction methods.
Demonstrates proficiency with current computer aided design (CAD/Civil 3D) and production software and ability to learn new versions or new technology.
Required Experience
Minimum of eight (8) years of total experience, with four (4) as a Project Manager (or equivalent).
Graduate from an accredited university or college with a Bachelor's Degree in Civil Engineering (Experience or degrees in other disciplines may be substituted at Management's discretion).
Preferred Experience
Licensed Professional Engineer in the state of Texas (or eligible for licensure in the state of Texas).

Computer-Aided Design and Drafting: Create and draft all engineering products and deliverables using CAD software, specifically for substation projects.
Collaboration: Work closely with engineers and other drafters to identify and correct discrepancies in drawings and designs related to substations.
Drafting Tasks: Produce various types of drawings specific to substations, including:
General Arrangements of substation layouts
Plan Views and Elevation Views of substation structures
Grounding Plans and Details for substation grounding systems

Performs manpower projections and staffing management for multiple tasks or projects.
Maintains multiple project deadline schedules for allocation of resources.
Maintains effective communications with multiple design teams, other design consultants, Internal Survey Department (re: schedules, deliverables and billings) and other appropriate parties, both verbal and written.
Serves as a technical expert in a defined area.
Assigns and oversees project assignments;
Reviews work for accuracy and completeness;
Promotes professional development;
Maintains job satisfaction and morale;
Assists with performance evaluations; and
Recommends compensation adjustments and/or promotions.
Required Skills
Demonstrates competence in fundamental civil engineering design principles with a designated area of practice; cost estimating; bid phase assistance; construction administration and general construction methods.
Demonstrates proficiency with current computer aided design and production software and ability to learn new versions or new technology.
Required Experience
Minimum of four (4) years of experience in Land Development Civil Engineering.
Licensed Professional Engineer by the Texas State Board of Professional Engineers or ability to obtain one within 6-12 months.
Graduate from an accredited university or college with a Bachelor's Degree in Civil Engineering (Experience or degrees in other disciplines may be substituted at Management's discretion).

As a Principal Engineer, you will apply NESC, NEC, ASCE and other applicable standards to assist in the development of standards and practices, the engineering review of projects, and the teaching of concepts to our staff.
Duties and Responsibilities
• Serves as an overhead transmission line design technical specialist and has knowledge and skillset to provide consultation and guidance to project teams.
• Review of all aspects of high voltage overhead transmission line projects including but not limited to: Line routing, Structure spotting, Structural analysis and design, Foundation design, Hardware selection, Conductor and shield wire selection, Material specifications, and technical support during construction.
• Develop technical specifications, specifications, QA/QC procedures, deliverable templates, and other means of increasing efficiency in our day-to-day operations.
• Assist clients with bid and evaluation processes, including structure procurement and construction services.
• Review design documents for construction, including plan & profiles, structure load tree drawings, structure framing, bill of materials and foundations design drawings.
• Understand and interpret geotechnical reports and extrapolate information needed for foundation design software including L-PILE and MFAD.
• Leverages experience by mentoring and training lower-level professionals including top graduates entering the field of transmission line design.

Duties and Responsibilities
Supervise technical staff in the preparation of utility engineering designs, cost estimates, and customer billing.
Manage schedules and assign technical staff projects and daily work.
Manage the development of the technical staff through mentoring, instructing on technical engineering principles, and governing electrical and safety codes.
Instruct and teach the technical staff in areas of company policies, safety, terms and conditions under which Westwood provides service.
Instruct and teach the technical staff in the use of computer systems and software, tools and equipment, and company-owned motor vehicles.
Manage and provide guidance and direction for professional communication with internal and external stakeholders.
Coordinate internal/external reviews of designs completed prior to submissions.

Required Experience

Active PE licensure
This is a supervisory level position requiring 10+ years of experience in Power Transmission Design.

Must be able to effectively supervise a team of Engineers & Engineering Technicians while maintaining work product quality, consistency, accuracy, and reliability.
Advanced knowledge of overhead & underground Transmission facilities and understanding of their integration into daily activities.
Experience with NESC, ASCE, IEEE, and other industry-relevant standards
Proficiency in PLS-CADD, MFAD, AutoCAD, and other industry software.
Proficiency in MS Office Software (Word, Excel, PowerPoint & Project)
Preferred Experience
Advanced degree in an associated field

Senior Project Manager/Lead - Traffic

Westwood Professional Services, Inc. is searching for a Traffic, Sr. Project Manager/Lead in Frisco, Houston, Austin, or Dallas, TX. This position will continue to drive and grow our traffic engineering services.
The ideal candidate will have 15+ years of experience and a strong background in traffic impact analysis, traffic operational analysis, traffic signal design and transportation planning for site development, roadway lighting, traffic signal timing, data analytics, and many other traffic engineering services. The candidate will work closely with our public infrastructure project teams to ensure designs meet technical, regulatory, and project standards, supporting safe and effective traffic management infrastructure. The leadership role involves strategic planning, business development, team development, innovation, and collaboration to enhance our market presence and technical excellence. Duties and Responsibilities
Partner with leadership to develop and enact a comprehensive strategic plan, focusing on short and long-term growth.
Lead service-specific proposal efforts, providing technical expertise and driving innovation in our project approaches.
Stay ahead of industry trends, leveraging this insight to enhance our service offerings and project delivery methods.
Lead and assist in preparing the detailed construction drawings for traffic control devices, including traffic signals, illumination, ITS, signs, pavement markings, and similar items using AutoCAD Civil 3D, and/or Bentley Open Roads. Job may also review plans developed by others and markup.
Work with a team in the preparation of traffic engineering studies, including technical analyses and evaluations for projects of various size and complexity.
Prepare clear and concise technical reports, memoranda, and other written communication including all supporting analyses and documents (exhibits, etc.).
Prepare or assist in preparing varous PS&E related to traffic engineering.
Produce high quality work and implement and maintain QA/QC procedures.
Oversee and complete the technical aspects of various traffic engineering projects.
Coordinate with other disciplines, support services, and subconsultants.
Coordinate with government agencies, utility providers or other outside agencies.
Coordinate with Clients depending on project role.
Identify and interpret applicable codes, standards, or other design requirements.
Review plans, technical specifications, and contract documents.
Utilize specialized traffic engineering software to assist with analyses (e.g., Synchro, Vistro, Vissim, Trip Generation web app, etc.).
Research and analyze traffic safety data including crash records.
Perform field observations related to traffic operations and safety for site development and design of traffic control devices.
Effectively participate in public hearings, neighborhood meetings, and Client meetings.
Represent clients and firm in meetings with governmental agencies.
Prepare, maintain, and coordinate schedules of multiple concurrent projects.
Effectively plan and implement project schedules to ensure on-time and on-budget delivery.
Prepare scopes, budgets, and proposals for traffic engineering projects.
Review and approve monthly billings of projects.
Serve as administrative supervisor to one or more production staff.
Required Skills

Ability to manage multiple projects concurrently, including instructing and reviewing production staff, take initiative with prudent client and agency communication, establishing and fulfilling deliverable schedules, and ensuring quality of deliverables.
Diligent organizational and documentation skills.
Proficient in Autodesk Civil3D, Synchro, HCS, VISSIM and Microsoft Office applications.
Proficient in the use and application of national design standards (MUTCD, AASHTO, etc.).
Competency in the design of traffic signals and other traffic control devices.
Competent in the design of roadway lighting.
Competent in understanding, interpreting, and developing traffic signal operations, timing, and modelling.
Proficient in applying ADA/PROWAG criteria in public infrastructure design.
Able to pro-actively suggest and communicate design solutions.
Ability to delegate assignments and determine appropriate methods and procedures.
Ability to develop constructive relationships with peers, clients, and public agencies.
Willingness to integrate with group and company standard practices and procedures.
Ability to view professional perspective of others.
Required Experience
15+ years of progressive experience in design, project management, and client management, with a focus Traffic Engineering Services.
Licensed Professional Engineer (PE) in the State of Texas..

Recommends compensation adjustments and/or promotions.
Required Skills
Demonstrates competence in fundamental civil engineering design principles with a designated area of practice; cost estimating; bid phase assistance; construction administration and general construction methods.
Demonstrates proficiency with current computer aided design and production software and ability to learn new versions or new technology.
Required Experience
Minimum of four (4) years of experience in Land Development Civil Engineering.
Licensed Professional Engineer by the Texas State Board of Professional Engineers or ability to obtain one within 6-12 months.
Graduate from an accredited university or college with a Bachelor's Degree in Civil Engineering (Experience or degrees in other disciplines may be substituted at Management's discretion).
