*REPORTING RELATIONSHIP: *

*Reports directly to: *Senior Shift Leader, Residential Facility

The Residential Treatment Facility CCF Security Monitor within the Facility serves at the facility staff level and is selected by the Security Supervisor and administrative panel after having met the requisite education, training, and experience criteria set out in this job description. The individual is not responsible for the supervision of employees. Applicant is hired under the legal doctrine of employment at will.

*SUMMARY JOB DESCRIPTION*:

Under general supervision, the primary duties of this position are to provide surveillance and direct supervision, security, control and care of assigned residents in accordance with established policies, regulations, and procedures at the assigned residential treatment facility. Applicant will be working on 12 hour shifts. Work schedule runs a 3-4-4-3 (on/off) twice every 28 days. Applicant will work 168 hours over the 28 day cycle. Performs other related duties as required.

*ESSENTIAL DUTIES AND RESPONSIBILITIES: *

* Provide surveillance and direct supervision, security, control and care of assigned residents in accordance with established policies, regulations, and procedures;
* Monitor all residents leaving and returning to the CCF from authorized or unauthorized leave; all non-staff personnel entering the CCF premises; all residents in-house for compliance with program rules, regulations and assignments, and inspect all assigned work areas;
* Monitor and observe residents' general conduct and behavior to prevent disturbances and/or absconding;
* Transport and/or escort residents to and from designated areas and/or locations;
* Dispense and record all medication(s) or non-prescription drugs for residents;
* Maintain direct contact with residents in order to provide resolution to their problems and/or intercede, including using force to the extent necessary, to maintain control and order;
* Collect urine specimens for urinalysis and/or administer the Alco-Scan drug test for any resident suspected of substance abuse;
* Monitor all areas of the facility for safety hazards, maintenance problems, property damage and prevention of criminal activity; Monitor operations of equipment and report malfunctions;
* Supervise and maintain housekeeping procedures established by facility policies and procedures;
* Write detailed reports of incidents and/or events within the facility.
* Conduct lights out and wake up.

* Thirty (30) hours of college in the Social Science majors or related field of human relations is preferred;
* Six (6) months experience in Law Enforcement Corrections, Detention, Residential Treatment Services, or Security is preferred;
* Required to complete the Residential Staff Certification Course within one (1) year of assignment to a residential facility.
* Required to complete and maintain TDCJ-CJAD training class courses and hours to prescribed standards every year.

*PHYSICAL REQUIREMENTS: *

Includes lifting/carrying 10 to 30 lbs. frequently; visual acuity, speech and hearing; hand an eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Duties require moderate physical exercise including sustained periods of walking and standing in the supervision and control of contained/assigned criminal probation offenders/residents. Subject to sitting, walking, standing, reaching, twisting and handling to perform the essential job functions.

* Applicant must be 21 years of age.

* Applicant must possess a valid Texas Driver's license; have reliable transportation, and a good driving record.

*WORK CONDITIONS: *

Working conditions are primarily inside a residential facility environment. Individual may be exposed to temperature variations, cramped areas, and frequent exposure to dusty conditions. Applicant may work some outdoors with some travel required. Individual may have daily contact with the public and outside agencies concerning services available to residents. Individuals will work in the proximity of some residents who could be dangerous.

Residential security staff work straight twelve (12) hour shifts with the work week beginning at 00:01 a.m. Sunday through 12:00 a.m. midnight Saturday and they work under a 28 day work period. These schedules have a rotation of 3-4-4-3 (on/off) twice every 28 days. Shifts are straight twelve (12) hours. Under FLSA regulations overtime hours will be compensated if worked over 168 hours in a 28 day work period at a rate of one and one-half hours for each hour actually worked.

Individual may be required to be on call 24 hours a day, 7 days a week in case of emergency. Individual may be required to work a flexible schedule and more than 36/48 hours during the workweek.

Applicant will be exposed to a controlled correctional environment; will work in the proximity of some residents who could be considered dangerous; potential risk of bodily injury and/or hazardous conditions may exist.

Applicant may work some outdoors with some travel required. Applicant will be required to drive department vehicles to transport residents.

The Alarm Monitor operates and monitors communication equipment to include multiple landline, radio frequencies, and encrypted secure communications. Summary

This position maintains continuous state of alertness and awareness to control and secure the facility and residents. Operates within legal constraints and contract agency stipulations.

This is a part time role. Shift/Schedule will primary be the "swing shift"

Primary Duties and Responsibilities
  • Ensures that the equipment necessary for each watch is operational including radios, flashlights, and keys prior to relieving the watch. Prepares shift documentation including shift reports, work orders, security reports, and unusual incidents that are legible, concise and that meet facility's standards and contracting agency requirements.
  • Receives necessary information from previous shift personnel pertaining to events that transpired during the shift such as resident medical problems, disciplinary problems, or new arrivals and any special instructions. Relieves the watch and informs necessary personnel that the watch has been relieved. Makes entries into the security log showing the time the watch was relieved noting name and title.
  • Conducts radio checks documenting results in the security log. Conducts facility counts at the prescribed times and ensures the logbooks in the buildings are accurate as to count.
  • Frequently patrols building to observe and listen to individual residents and groups of residents and monitors the state of the building. Examples of activities include smelling for marijuana, listening to conversations, or ensuring doors and windows are properly secured.
  • Ensures that the building picture board has a picture of all residents assigned to the building and that the picture is in the proper bed slot.
  • Organizes and supervises resident work details to assist in maintaining facility cleanliness to ensure that facility meets facility's and contracting agency requirements.
  • Performs activities on both a scheduled and random basis including urinalysis testing, pat downs, shakedowns, counts, or breath tests, to maintain control and security of the residents and facility.
  • Documents disciplinary action for rule violations according to procedure to comply with contracting agency requirements and log accordingly.
  • Conducts scheduled and impromptu cleanliness checks of the facility and resident's personal belonging to maintain it in an orderly and clean fashion to meet health and environmental requirements. This includes all rooms within the facility and residents' personal belongings.
  • Welcomes visitors and verifies their identity while maintaining professionalism and courtesy at all times.
  • Communicates with residents and staff in a professional manner to affirm and enhance self-esteem, dignity, and to maintain positive resident and staff relations.
