As the
Senior Proposal Manager
, you will have full responsibility for the preparation and compliance for Proposals.


Essential Job Functions:


Organize complete proposal schedule for the initial submission, follow-on orals presentations, questions and answers discussions, amendments or change pages, modifications, and Final Proposal Revisions (FPRs). Develop compliant outlines for proposal volumes that incorporate Section L and M specifications (or other Solicitation instructions to Offerors) and the overall proposal strategy Develop cross-reference matrixes and roadmaps for proposals; identifies specific tasks to be performed and identifies areas of responsibility and schedules. Aid in the development of RFP/Bid requirements against the proposal outline to ensure both compliance and responsiveness to the customer's issues/needs. Translate Capture intelligence, data, and information into themes, discriminators, bidding strategies, performance and cost innovations for the entire Proposal Team's use in text, graphics, oral presentations, video tapes, estimating, staffing, organizational structures, outsourcing, subcontracting, or lease/purchase cost analyses for the proposal/bid effort. Reviews and approves recommendations submitted by other proposal team members. Collaborate with the Capture Manager to conduct strategy development sessions that typically include senior executives/Vice- Presidents/Directors/Managers. Support Capture Manager in preparing for corporate Gate Reviews. Coordinate Corporate staff assistance needed to complete the bid with inputs, data, text, or writing support from HR, IT, Finance, Safety, Security, Internal Audit, Service Centers, Contracts, Small Business, Legal, Quality, or other staff functions as needed. Ensure accuracy and adequacy of final work product, including in-process and final reviews, editing for compliance with applicable standards, validation, and change verification, and ensures acceptable style layout. Ensures that there are no inconsistencies between cost and technical volumes. Develop/Coordinate Color Team reviews (as necessary) and prepares proposal team for the review and internal evaluation of the proposal. Ensures appropriate Color Team comments are incorporated in the final proposal. Coordinate with Proposal Production to complete final production/packaging/delivery of proposal documentation. Mentor and train Senior Proposal Specialist and Proposal Specialist on Proposal Process. Responsible for overall compliance of Proposal Products.



Education & Experience:


Bachelor's degree, in lieu of degree years of experience will be considered. 8 years Proposal Management experience working on preparing Government proposals.



License & Certifications:


APMP Foundation Level certification. APMP Practitioner Level, preferred.



Knowledge & Skills:


Effective interpersonal, supervisory, oral, and written communication skills. Intermediate skill using Microsoft WORD, EXCEL, ACCESS, and PowerPoint. Thorough knowledge of Federal Acquisition Regulations (FAR). Able to follow directions and verbal orders with minimal supervision. Must display leadership skills.



Travel:
Potential for 20% travel to accommodate proposal coordination efforts to IAP operational and client locations as required.


Security Clearance:
Active Secret, or ability to obtain clearance.

This is a great opportunity to join our dynamic Proposal Team!

CACI needs an accomplished Senior Proposal Manager with a Top Secret Clearance to work on a wide range of Proposals, from large strategic classified bids to proposals for niche products and services for Intelligence Community (IC) customers. We are looking for someone who has been working in this industry for at least 7 years and have an ACTIVE TOP SECRET clearance with eligibility for TS/SCI.

What You'll Do:

Work closely with the Capture Manager, Solution Architect, and Executive Line Managers to plan, strategize, and position the proposal, including supporting pre-RFP capture and solution development efforts, supporting proposal readiness reviews, developing win themes, best value propositions, discriminators, and graphics. Analyze the government solicitation, identify all requirements and criteria for evaluation, and prepare and distribute the detailed proposal schedule, outline and guidelines. Maintain focus on the win strategy throughout the proposal process and infuse that strategy and its resultant tactics effectively throughout the entire proposal. Respond rapidly to RFP amendments and implement required changes to proposal. Develop and manage the proposal team, working with the Capture Manager and the line to identify and assign key proposal personnel (technical, management, security, resumes, past performance, etc.) and allocate resources. Work with line organization management to identify cost volume lead and pricing volume lead; ensure cross-pollination and consistency of pricing with other volumes. Identify roles and responsibilities to the detail level; communicates tasks and objectives clearly and unambiguously and ensures accountability on all requirements. Prepare status reports and briefings for management; prepares, presents, conducts, and participates in reviews at all stages in the proposal. Define, document, implement, and support continual proposal process improvement. Assist line managers and staff in understanding and implementing capture management and proposal development best practices; provides on the job and just in time training accordingly to line staff, proposal writers and reviewers as needed Act as a liaison with functional contributors as proposal support is needed. Maintain appropriate records and documentation using CACI tools and templates to track, monitor, and report proposal development. Establish short and long-term proposal objectives consistent with organizational strategy. Participate in planning and process development issues. Assist in preparing and monitoring proposal budget. For assigned proposals, Responsible for providing direction, training, motivation and performance evaluation of personnel assigned to support proposal effort.

Bachelor's degree or equivalent 7+ years of related proposal preparation experience in a government contracting environment; experience with a broad range of proposals, from $10M - $500M, including proposals offering niche products and services Must have experience managing proposals in a cleared environment preferably with Intel Community customers. Opportunity Scope
Join BAE Systems as a Proposal Manager responsible for the management of activities and staff associated with the development of proposals typically valued at greater than $300M in response to Government solicitations being pursued by one of our Business Areas within the Intelligence and Security (I&S) Sector. As a Proposal Manager you will operate independently to develop proposal outlines, compliance matrices, proposal schedules, and provide leadership and direction to cross-functional teams assigned to work proposal efforts; ensure proposal response is compliant, compelling, and completed on schedule; partner with Capture Managers to ensure opportunity strategies, solutions,themes, and discriminators are woven into proposal response; and ensure proposal is completed and delivered to Government within prescribed time periods.

Responsibilities & Objectives
  • Independently manage highly complex proposals (typically valued at greater than $300M) involving the design, engineering, implementation, deployment, and sustainment of complex solutions across the Intelligence, Defense, and Civilian markets.
  • Develop all proposal development materials including but not limited to proposal outline, compliance matrix, proposal management plan, proposal kick-off meeting materials, storyboard and writing plans.
  • Review proposal sections developed by members of proposal teams providing guidance and recommendations and editing sections as appropriate.
  • Review and analyze solicitation and related documents ensuring final proposal product is compliant and delivered on schedule.
  • Participate in peer reviews of proposal materials developed by other Proposal Managers for compliance and proposal readiness to submit.
  • Support Vice President of Proposal Operations and Proposal Director in process improvement activities by serving as participant on tasks assigned.
  • Guides and mentors Junior Proposal Managers teaching them good proposal management techniques and ensuring they adhere to I&S processes and procedures.

Required Education, Experience, & Skills
  • Bachelors degree and a minimum eight years proposal management experience in Department of Defense (DoD)
  • United States Department of Defense (DoD) Secret or higher security clearance
  • Microsoft Office advanced skills
  • SharePoint experience
