Seton Education Partners job in New York, NY
Job Description
Special Education Compliance and Billing Manager Bronx, New York
Seton Education Partners seeks a mission-driven, detail-oriented leader to serve as the Special Education Compliance and Billing Manager for the Brilla Public Charter Schools Network. This role provides centralized, network-wide special education compliance, billing, and data systems support across Brilla's K-8 schools, strengthening consistency, accuracy, and coordination in special education service delivery.
About Seton Education Partners
Co-founded in 2009 by KIPP pioneer Scott W. Hamilton and Teach for America alumna Stephanie Saroki de García, Seton Education Partners is a response to the dramatic decline of urban Catholic schools which have historically been the greatest equalizing factor for economically underserved children, families and communities in America for decades.
Specifically, Seton expands opportunities for parents in underserved communities to choose an academically excellent, character rich, and-for those who seek it-vibrantly Catholic education for their children. As a national non-profit, Seton partners with (arch)dioceses and others across the country to implement innovative and sustainable new models that bridge the best of Catholic education's rich tradition with new possibilities. Seton was born of the belief that a tremendous opportunity exists to revitalize urban Catholic schools in America and strengthen the education they provide. The challenges are significant, to be sure, but with an entrepreneurial and innovative spirit, much can and should be done, not only to preserve this national treasure but also to build on its foundation for the benefit of thousands of children in America's most underserved neighborhoods.
Seton has pioneered multiple innovative and high-impact solutions to the shuttering of Catholic schools in underserved communities. Seton is working to take these remarkable achievements to scale by managing a network of schools and programs that ensure that thousands of underserved children whose Catholic schools close-and other local children-have access to an academically excellent, character-building, and, for those who choose it, faith-nurturing education. Seton provides a national model for how other cities facing the shuttering of Catholic schools can continue to serve children and families with limited educational options. About the Brilla Schools Network
Brilla Public Charter Schools is a network of K-8th grade schools that currently serves nearly 1,600 students from Mott Haven, University Heights and Highbridge in the Bronx. The network plans to grow from a current four elementary and two middle schools to four elementary and four middle schools educating some 4,000 students in the Bronx. Core to our mission is that our students become young men and women of good character and spirit and be prepared for excellence in high school, college, and beyond. Brilla combines a classical approach to education -- an emphasis on virtue formation, Truth, Beauty, and Goodness, and direct instruction of a content-rich curriculum that has stood the test of time -- with co-teaching practices and individualized online learning.* We approach the formation of our students holistically and also set high academic expectations. Ours is a joyful community that honors the dignity of each student, family member and staff.
About El Camino Network
El Camino, which means “The Way” in Spanish, is an optional, privately-funded Catholic after-school faith formation program that is closely partnered with Brilla charter schools. El Camino helps children, their families and their catechists to know, love and serve Christ and His Church; develop the habits, dispositions and beliefs that are indispensable to human flourishing and happiness; and live as disciples in this world and saints in the next. El Camino honors the teaching authority of the Catholic Church. Since 2013, over 260 children have been baptized through our program.
El Camino currently serves approximately 40% of Brilla's students for 90 minutes a day, Monday through Thursday. Children receive homework help from experienced teachers, a nutritious snack, and 30 minutes each of catechism and physical fitness. Additionally, children and families have opportunities for shared and personal prayer and character formation. This video provides a snapshot of El Camino. El Camino will grow to serve children through 8th grade, growing a grade level at a time each year.
About the job of Schools Team SPED Compliance and Billing Manager
This role is responsible for ensuring audit-ready special education compliance and billing integrity across Brilla's K-8 schools, with a specific focus on billable service delivery aligned to NYSED and SUNY charter expectations. The Special Education Compliance and Billing Manager files accurate and timely billing submissions related to certification status, staffing configurations, documentation requirements, and professional judgement to determine whether services are eligible for billing and defensible under audit. The Manager works closely with special education supervisors, internal legal counsel, and external partners to oversee the accurate and timely submission of special education billing while maintaining systems that document certified instructional oversight, service delivery verification, and encounter attendance in accordance with SUNY audit standards. This role partners closely with Directors of Student Services, Assistant Principals of Student Services, Talent, and Data teams to monitor compliance risk, flag non-billable conditions, and recommend corrective actions prior to billing.
In addition, the Manager supports campuses by monitoring IEP case management timelines for initials, annuals, and re-evaluations; partnering with the Committee on Special Education to ensure mandated related services are authorized and delivered when vacancies or coverage gaps exist; and maintaining data systems that track academic outcomes for students with disabilities aligned to network assessment cycles. The Manager also provides ongoing training and support to school-based Student Services teams on internal tracking systems, SESIS workflows, and compliance-aligned practices to ensure consistent implementation across campuses. The role requires a high degree of independence, organization, and professional judgment, including a nuanced understanding of both instructional compliance and billing-aligned compliance, how they intersect, and where they differ. The Manager must be able to prioritize time-sensitive workflows, clearly communicate expectations and deadlines to school-based teams, and drive follow-through to ensure compliance requirements are met without requiring constant escalation or oversight.
Main Responsibilities
Submit bi-monthly special education billing claims to the NYC DOE by verifying the accurate implementation of IEP services at Brilla campuses
Implement efficient systems to monitor and support the IEP case management process for initials, annuals, and re-evaluations at K-8 schools, ensuring meetings are held and documented on time
Prepare and submit monthly ATS verification reports in collaboration with the Data Team, ensuring schools are fully compliant with NYC DOE and NYSED reporting requirements

In coordination with Directors of Student Services, collaborate with the Committee on Special Education to support the recruitment, onboarding, and credential tracking of related service providers (e.g., Speech, OT, PT)
Collaborating with Operations, ensure that all new Student Services staff have access to SESIS, internal compliance tools, and shared network folders aligned to Brilla protocols
Create data dashboards and tools to track academic progress of Students with Disabilities, using assessment data such as NWEA, DIBELS, and interim assessment results
Conduct monthly audits of service implementation data and provide feedback to campus-based Assistant Principals of Student Services to improve accuracy and fidelity
Provide targeted compliance training and systems support to K-8 Student Services teams, including training on SESIS and internal tracking tools, and building teams' ability to anticipate how staffing placements, coverage decisions, and role changes impact special education service delivery, documentation, and billing risk
Support the Directors of Student Services by identifying areas for improvement in compliance systems and contributing to the continuous development of network-wide special education practices
Other duties as assigned

Special Education Compliance and Billing Manager
Seton Education Partners 4.1
Seton Education Partners job in New York, NY
Bronx, New York
The Manager must be able to prioritize time-sensitive workflows, clearly communicate expectations and deadlines to school-based teams, and drive follow-through to ensure compliance requirements are met without requiring constant escalation or oversight.

Collaborating with Operations, ensure that all new Student Services staff have access to SESIS, internal compliance tools, and shared network folders aligned to Brilla protocols
