Day to Day:
1. Uncover compelling insights (with an emphasis on contextual insights). Search for new, fresh ideas, insights and observations that help to inspire creative thought. Be an instigator for change within the agency and with our clients. Inspire and guide the team to create excellent briefs.

2. Lead research projects. Organize, design, and run qualitative research groups (especially as this relates to supporting context strategy). Actively get involved in the research projects, qualitative and quantitative.

3. Support new business when time permits. Take an active role in helping to guide strategic thought on new business projects. Play a key role in new business pitch meetings. Help to assume Planning responsibilities, beyond that of the Client’s, for new business that is brought into the agency.

4. Present and write brilliantly. Will present their thinking in internal meetings, client meetings and new business pitches. More than simply having good ideas, they will need to be able to persuade others of their thinking.

5. Act as a strategic mentor. Needs to work collaboratively with other agency partners, including but not limited to other strategists, instilling strategic thinking across the team. More than working independently, it is the expectation that the Director, Strategic Planning will coach and mentor others through the strategic process.

6. Foster trust, confidence, and respect from our clients. Partner with them to deepen our relationship and open the doors to more remarkable work.

7. Partner within the agency and drive integration. It is critical for the Director, Strategic Planning to foster high level relationships within the agency to help create and see through the vision for our client’s brands and businesses. This needs to occur with Creative Directors, Media Directors, and Account Directors in all disciplines.

8. Write successful business effectiveness award case studies. One of Team One’s corporate goals is to win business effectiveness awards alongside of creative awards.

9. Growth mindset. Looking for someone who brings a confident level of experience, yet always open to learning and growing.

Experience:

  • 8+ years’ experience working as a strategist and 2-3 years managing other strategists at an integrated agency
  • Financial experience required
  • Experience in sports partnerships preferred

Education:

  • Bachelor’s degree strongly recommended
  • Graduate degree a plus

The City of Norfolk is seeking a dynamic individual who will work to solve Norfolk's service and financial future through innovation and strategy. The department they will lead is highly innovative with strong research and analytical skills. The department serves as internal consultants to the organization. The leader of such a department must have excellent communication skills to tell the story of Norfolk's resources, revenues, and services to the community and to the City Council. This individual will oversee a department that provides enterprise-wide coordination and preparation of the City's $1.4 billion annual operating budget and $817 million six-year capital improvement program. The Department of Budget and Strategic Planning develops the city's strategic planning effort. It encourages a city-wide culture of innovation using data to inform decisions as well as improving performance of services to the community through transparency, program evaluation, and process improvement. Innovative programs within the Department which the Director oversees are
* CivicLab, the city's in-house consultants and data analysis services and
* Agile a city-wide program run in conjunction with Old Dominion University to train city staff on tools to continuously improve processes and service delivery,
* Grants management to oversee the application and implementation of city grants as well as providing training on the grants process.

Essential Functions

The duties include but are not limited to:

* Plans, directs, and supervises the preparation and administration of the $1.3 billion annual operating budget that includes numerous funding sources, grants budgets, capital improvement programs and the long-range financial plan. Plans, directs, and coordinates the application and monitoring of grants citywide. Supervises the preparation of long-range financial plans and analyzing nationwide economic trends to develop a long-range financial plan.
* Provides expert advice and assistance to City management; develops budget plans and estimates; interprets budget laws, policies, and regulations; analyzes the impact of state legislation on the City's financial condition; analyzes the cost effectiveness of program operations; and recommends alternate sources of program funding. Provides assistance with the development and justification of budgets and represents the City Manager by conducting hearings to resolve differences and facilitate decision making.
* Serves as facilitator, advisor and technical expert in budget and performance management for the City Manager, City Council, City Departments, and the public; prepares and makes formal presentations to civic leagues and residents regarding the budget and financial matters. Assists the City Manager in developing, presenting, and justifying the annual operations and capital budget to the City Council and public.
* Supports the executive team with efforts of organizational change and development by assisting departments in developing strategic plans, business plans, benchmarks, performance measures, performance contracts, and other continuous improvement initiatives; performs process review, redesign, and implementation of department activities. Plans, conducts, and leads complex analytical studies and research projects to assist executive management and others with long-term planning and policy development related to contemporary urban issues. Reviews staff's major research projects and resulting recommendations to provide guidance as to the implementation of recommendation.
* Responds to inquiries from the press, City officials, and the public regarding budget and financial issues and concerns.
* Facilitates the development of performance indicators for all departments by creating interdepartmental teams to work closely with departments and agencies to develop and update outcome-based performance indicators. Oversees operations/performance studies for assigned functions of City operations, procedural analyses, and most specialized and difficult examinations for those having the greatest potential financial or operations impact.
* Manages and supervises the recruitment, selection of staff.

Education/Experience

Work requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a Master's degree-level of study.

Five years' experience at the senior management assistant level, including three years of supervisory experience.

Additional Information & Requirements

This position is a senior executive unclassified position which serves at the will of the City Manager. City of Norfolk residency is required within six (6) months of hire. Relocation assistance is available.
