Role Description:
The GIS Billing Agent is responsible for a myriad of billing functions and specializes in new account creation and activation, maintaining GIS impervious area (IA) and billing data and customer records, dispute resolution, account adjustments, and complex (IA) billing resolution, with a strong emphasis on utilizing the Geographic Information System (GIS) to provide accurate and timely billing. Resolves customer's inquiries and provides information and assistance to customers and Meter Operations and works closely with the Department of Permit Operations to ensure new premises are billed timely and accurately. Maintains impervious area related data in the IADB database and uses GIS/JTX to add or edit such data and then transfer it to the customer billing system to generate customer bills
Essential Duties & Responsibilities:
• Provide customer service, in person, by phone and electronic communication for multiple account management activities such as account creation, account analysis, customer requests, billing inquiries and adjustments, account changes, and other management activities.
• Establishes new premises in customer information system including metering setup and billing.
• Responds to customer inquiries related to IAB and new account creation, communicates IAB related facts and issues to customers, co-workers and other related parties in a clear and concise manner that reflects the Authority's position.
• Analyzes account records, land records and other data for accuracy and updates, resolves substantive issues and problems related to the determination of Equivalent Residential Unit (ERU) billing, and handles requests for data and analysis.
• Processes highly technical data changes in relation to IA, and processes requests in a JTX environment ensuring that quality controls are met for data conversion into the enterprise system.
• Monitors and processes accounts that are held due to impervious related questions and concerns.
•Works closely with the Department of Permit Operations for new account identification and creation, to review building permit lists to determine when properties are being renovated and are eligible for meter removal.
• Updates data records to reflect results of construction changes, new accounts or adjustments reached by investigation or negotiation. Research and interprets source documentation, including correspondence, legal documents, construction plans and other technical documents; interacts with the Office of Recorder of Deeds and the Office of Tax and Revenue for resolution.
• Investigates and processes corrections for premises that are in ESRI but not linked to the Customer Information System.
• Utilizes GIS systems to ensure impervious area charges are applied correctly to customers' accounts.
• Performs simple to complex GIS functions under minimum supervision to include geographic patterns, recognizing spatial data, examining raster models and structure, managing vector data, and exploring raster systems.
• Utilizes database systems such as the Impervious Area Database (IADB) and Automated Meter Reader (AMR) system to conduct research and investigations and provide recommendations. Produce maps, plots and other GIS data as requested.
• Schedules, follows up, tracks and documents IA and billing related assignments (such as service orders) to ensure timely and proper resolution using tools such as the Customer Information System (CIS) and Maximo (asset management system).
• Participates in mid-to-high-level meetings with government and other large commercial customers regarding confidential information.
• Acts as Authority representative at court proceedings (and/or administrative hearings) with DC Water's legal representative both with external and internal attorneys providing required documentation to support water and sewer charges.

Role Description:
The Director, Water Operations is a senior-level leader responsible for the strategic direction, oversight, regulatory compliance, and operational performance of the water distribution system. This position directs field operations, maintenance, emergency response, and capital planning related to potable water infrastructure. The Director ensures safe, reliable and compliant delivery of potable water to the community while promoting workforce development, asset stewardship, and interdepartmental collaboration.
Essential Duties & Responsibilities:
Oversees the development and implementation of repair and maintenance and asset management programs specific to potable water transmission and distribution infrastructure (e.g., water mains, valves, hydrants) to ensure the health and safety of the public through strict compliance with applicable federal, state, and local regulations-including the Safe Drinking Water Act (SDWA).
Oversees and supports execution of high-value, complex contractual agreements specific to potable water operations and system rehabilitation.
Directs the review, development, and implementation of design documents, technical plans, and specifications for potable water transmission and distribution infrastructure assets.
Leads comprehensive asset management programs, including preventive, corrective, and predictive maintenance, with a focus on energy efficiency, sustainability, and system longevity.
Oversees operational and process analysis for potable water systems to improve efficiency, reduce costs, and integrate technological advancements.
Directs the evaluation and implementation of emerging technologies (e.g., IoT, automation, smart monitoring systems) to improve operational resilience, performance, and sustainability.
Develops and manages annual operating budgets, including oversight of expenditures for contractors, vendors, and departmental resources.

Role Description:
The Senior Specialist, Compensation, will be responsible for supporting the alignment of DC Water's Compensation programs with business objectives that support organizational strategies. Role Description:
Instrumentation Technician II performs a variety of skilled tasks in the maintenance of electronic, electrical, pneumatic and mechanical instrumentation. Fabricates, installs, troubleshoots, repairs, and maintains instruments. Assists with modifications and upgrades of instruments and computer control systems. Diagnoses and corrects telemetry problems of computer control systems, including Programmable Logic Controllers (PLCs). Assists in the maintenance of SCADA systems.

Role Description:
The Manager, Materials Management, is responsible for the overall data analytics and administrative services conducted within materials management for maintenance and service parts for DC Water operations. Functional responsibilities of the position include, but are not limited to the integration between the CMS and the ERP systems at DC Water; the Item Master within the CMS, inventory planning, management and control; supplier and contract management; purchasing and purchase order management; and facilitating the completion of the payment process for Materials Management's purchase orders.

Conducts daily monitoring, editing and quality assurance of data entered into the DCW Item Master.
Verifies the proper functioning of the CMS and ERP integration, collaborating with IT and the financial systems team to identify and resolve any system outages.
Manage and maintain all maintenance and services parts procurement processes. Oversee the development and maintenance of a supply base sufficient to support current and future operational needs. Ensure that the parts and supplier databases are complete and, accurate including listing of parts, parts information, supplier capability and pricing. Manage maintenance and service parts purchases and contracts.
Manage inventory planning and budgeting. Convert the requirements from maintenance and planners to an inventory level, deployment and flow plan. Translate the inventory plan to an inventory budget and purchase plan.
Manage supplier development. Manage supplier quality processes including new vendor qualifications audits as well as surveillance audits of active suppliers. Manage supplier corrective action request and resolutions. Oversee the maintenance of an approved supplier/subcontractor list.

Role Description:

Role Description:
The Specialist, Safety Training plays a critical role in developing and delivering comprehensive safety training programs across DC Water campuses and operations. Duties within the scope of the practice of engineering will be performed under the responsible charge of a District of Columbia licensed PE as defined in D.C. Official Code Section 47-2853.131. Scope of practice for engineers:

Role Description:
The Program Manager, Asset Management Systems is responsible for planning, implementing, coordinating, optimizing, and managing the use of systems that support the Asset Management Program such as the Computerized Maintenance Management System (CMMS), to effectively manage assets at the Blue Plains Advanced Wastewater Treatment Plant.

Establishes policies, procedures, and standards for a comprehensive asset management program and system.
Assists the supervisor with short- and long-term planning and goal development for the asset management program and system.
Creates, implements, and monitors asset management data and the CMMS platform to support and enhance processes and methodologies.
Manages end-to-end work management process and work order workflows.
Recommends business process improvements and provides advice in the areas of maintenance planning and scheduling.
Tracks and manages asset and location data throughout the asset lifecycle.
Provides advice and support in the areas of inventory management, contract management, and procurement management including in the direct purchasing and inventory replenishments of asset and asset related inventories to all stakeholders.
Establishes and maintains the asset criticality and risk framework (likelihood/consequence, failure modes), and embeds it in planning/scheduling priorities, PM optimization, spares strategy, and repair/replace/rehab (CAPEX/OPEX) decisions.
Integrates priority asset condition signals with the CMMS; set alert thresholds to auto-create work orders, validate signal quality, and report effectiveness.

Role Description:
Specialist, Compliance WQ is responsible for assisting in the development, implementation, and monitoring of customer compliance programs (backflow prevention and grease abatement) and the hydrant-use permit program. This role is responsible for ensuring customers' water, wastewater, and industrial waste systems are in compliance with governing DC Plumbing Codes, DC Municipal Regulations, and DC Water Policies. The Specialist, Compliance WQ position will be involved in a broad range of responsibilities including, but not limited to, conducting field compliance inspections; tracking and enforcing code and regulation requirements regarding cross-connection control, unauthorized water use, temporary hydrant use and sewer discharge permits, developing enforcement codes, monitoring industry trends, drafting letters describing inspection findings, communicating to customers, and educating stakeholders.
Essential Duties & Responsibilities:
Assists in the development and monitoring of DC Water's customer compliance programs.
Provides technical support to internal customers within DC Water and other agencies such as Washington Aqueduct, Department of Health, Council of Governments, and local governments on backflow prevention and cross connection issues. Represents the Authority at public meetings.
Schedules and conducts site Inspections of water and sewer connections, meter yokes, backflow preventers, and/or grease interceptors to ensure compliance with applicable codes, municipal regulations, industry standards and DC Water policies.
Inspects industrial sewer dischargers, such as hospitals and chemical plants to ensure compliance with their discharge permits.
Processes the issuance and return of fire hydrant meters and backflow preventers with customers and internal tracking in database and billing systems.

Role Description:
The Category Manager will manage large and complex category and sourcing projects in various capital projects. This category management position will use category management and strategic sourcing methodology to bring best value to DC Water by conducting market research, vendor development, developing category and sourcing strategy, creating customized RFx documents, negotiating business deals and contracts, and managing business relationships with key suppliers and end user departments. Role Description:
The Probationary Process Engineering Technologist II provides engineering support for the Blue Plains Wastewater Treatment (WWT) Plant; evaluates the effectiveness and efficiency of all treatment processes and develops and implements procedures and methods to control plant performance. Responsible for Operations, Process Controls, Maintenance, and Asset Management for the WWT Plant. Conducts process studies and evaluates new products, processes, and techniques used in wastewater treatment processes; Develops feasibility proposals.
This is a probationary position and if hired, the employee must be able to obtain a DC PE within twelve (12) months from the date of hire or forfeit employment.
The following is required by the first day of employment:
1) A PE from another state; and
2) Submission of proof that a District of Columbia PE application for reciprocity has been submitted to DCPL; or all DC PE reciprocity documents have been submitted to the National Council of Examiners for Engineering and Surveying (NCEES).
Maryland Professional Engineers must also have an Engineer in Training (EIT) license as DC does not provide reciprocity without an EIT.
Essential Duties & Responsibilities:
Duties within the scope of the practice of engineering will be performed under the responsible charge of a District of Columbia licensed PE as defined in D.C. Official Code Section 47-2853.131. Scope of practice for engineers:
For the purposes of this part, the term “practice of engineering” means the application of special knowledge of the mathematical, physical and engineering sciences and the methods of engineering analysis and design in the performance of services and creative work including consultation, investigation, expert technical testimony, evaluation, planning, design and design coordination of engineering works and systems, planning the use of land and water, performing engineering surveys and studies, and the review of construction for the purpose of monitoring compliance with drawings and specifications, in connection with any utilities, structures, buildings, machines, equipment, processes, work systems, projects, and industrial or consumer products, or equipment of a control systems, communications, mechanical, electrical, hydraulic, pneumatic, or thermal nature, that may involve safeguarding life, health, or property, and including such other professional services as may be necessary to the planning, progress, and completion of any engineering services.
Recommends policies, procedures, methods, and practices to ensure that plant meets or exceeds NPDES permit requirements and enhances the safety, quality, effectiveness, and efficiency of operations.
Develop strategies to meet process objectives. Implements process control strategies through hands on use of the Process Control and Computer System, PLC systems, and various HMI software packages.
Reviews and interprets complex design drawings, plans, and specifications for proposed changes in existing facilities and for construction of new wastewater facilities; evaluates designs for functionality, cost-effectiveness, efficiency, and compliance with industry practices; performs detailed analysis to identify inadequacies, ambiguities, errors, and potential problems.
Designs new systems or modifies existing systems.
Identifies type and scope of work and develops work specifications; interfaces with vendors, contractors and consultants to direct, coordinate, inspect and accept work; identifies and resolves problems associated with contract work; recommends modifications to contract scope of work and/or enforcement of contract language.
Provides engineering support and guidance in troubleshooting complex process problems as needed to ensure that process, systems, and/or facility modifications enhance operation of facility. System troubleshooting includes digital control software and equipment.
Analyzes laboratory and other reports, including process efficiency data; identifies causes of non-routine events; recommends process control strategies and adjustments to process variables affecting the quantity and quality of process effluent; identifies how adjustments in one unit process impact other unit processes and overall plant performance.

In your role, you will assist staff with department mission tasks including verification of student enrollment, class placement and graduation requirements, creating files and communicating with students. You will also help in the preparation for and execution of NIU events. Your Responsibilities
Review data from faculty and students to resolve student class enrollment Prepare and process various Registrar Office documents, and review and index academic documents Produce student transcripts, create student academic files, verify attendance and graduation for alumni Conduct academic information data entry, scanning and indexing academic documents, and maintain records Help and assist with NIU events Attend faculty and academic staff meetings/committees as required
Your Qualifications
Bachelor's degree or 5 years relevant experience in lieu of a degree Proficient in use of Student Information Management Systems like Jenzabar Ability to work evenings and/or weekends and the various university locations Demonstrated strong organizational skills Communicate with current and prospective students Ability to communicate effectively orally and in writing Ability to plan, organize, and prioritize multiple tasks and assignments Ability to establish and maintain effective working relationships TS/SCI with CI Polygraph required
