Police Officer Academy Graduates are initially assigned to a Field Training Officer Program for a minimum of 20 weeks; subsequently, they assume the full range of professional law enforcement duties.

1. FRONTLINE NATIONAL EXAMINATION: (qualifying) includes multiple-choice video simulations and computer administered test in which candidates must complete the following three test components: a video-based human relations test, report writing, and reading comprehension. The examination is administered by the National Testing Network. PLEASE DO NOT TAKE THE FRONTLINE EXAM UNTIL YOU RECEIVE AN E-MAIL STATING THAT YOU MEET THE MINIMUM QUALIFICATIONS. Candidates need a score of 60% or higher on the Video Section, and an overall score of 70% or higher to pass this examination.
The City of Santa Ana is now accepting PELLETB scores from other agencies. The PELLETB exam must have been completed within one year of application date in order for scores to be used in lieu of the Frontline National Examination. The minimal acceptable score is 46.
The next three selection components (Physical Agility Exam, Oral Interview Examination and Background Orientation) are all consolidated in one full day of testing.
2. PHYSICAL AGILITY EXAM: (qualifying) will evaluate each applicant's physical strength, agility and endurance in the following timed components:
* 1.5 MILE RUN The 1.5 mile run must be completed within 14 minutes to pass the City of Santa Ana physical agility test.
* 500 YARD RUN Run 500 yards
* SOLID FENCE CLIMB Run 5 yards to a 6-foot solid fence, climb over fence, and continue running another 25 yards
* CHAIN LINK FENCE Run 5 yards to a 6-foot chain link fence, climb over fence, and continue running another 25 yards
* OBSTACLE COURSE/AGILITY RUN Run a 99-yard obstacle course consisting of several sharp turns, a number of curb-height obstacles, and a 34-inch high obstacle
* BODY DRAG Lift and drag 165 pound lifelike dummy 32 feet
* Some components may be waived
Each of the above events are timed. Candidate's performance times are converted to points and summed. Candidates must successfully complete the 1.5 mile run AND accumulate a minimum total score of 384 points in the remaining five events to pass the physical agility test.

NOTE: Prior to appointment, candidates will undergo a thorough background investigation, polygraph examination, a psychological examination, and a medical examination to determine minimum acceptable qualifications as established by Government Code 1031 Section (f) and POST Commission Regulation 1954.

Annual: 1 full year of prior service at probationary rate or over 1 year break in service - $97,819, 5 Year Lateral (First Year at 95%) with less than 1 year of break in service from previous Department - $115,330 , Top Step (100%) - $144,514. ESSENTIAL FUNCTIONS:
* Responsible for the safety and protection of all persons, including passengers, employees and property.

Major Duties

CLASSIFICATION STANDARDS
Positions in this non-sworn Deputy Sheriff Trainee (DST) classification are characterized by participation in a formal law enforcement training program involving both classroom and practical instruction in subjects such as criminal law, evidence and investigation, patrol and traffic procedures, administration of justice, police/community relations and jail custody and operations. Incumbents must possess the ability to assimilate classroom instructions covering a wide variety of academic and technical subjects as well as physical skill and coordination to become proficient in firearm and weaponless defense techniques. The program is approved by the California Department of Corrections and the California Commission on Peace Officer Standards and Training (P.O.S.T.).
Incumbents who successfully complete the Sheriff's Training Academy and are appointed to the Deputy Sheriff (#2708) classification must possess and maintain a current and valid Basic Certificate from the State of California Commission on Peace Officer Standards and Training (POST). Peace officers on probation must possess and maintain a Proof of Eligibility (POE) issued by POST.

AGE

VALIDATED PHYSICAL ABILITY TEST
If you pass the multiple-choice test you will proceed to the VPAT.
The VPAT evaluates your baseline physical fitness level, relative to the physical demands of the Sheriff's Academy and is comprised of four tests: push-ups, 75-yard run, sit-ups, and 20 meter shuttle run test. You must attempt the VPAT to start the background investigation.

BACKGROUND INVESTIGATION
A thorough background investigation will be conducted which includes, but is not limited to; discrepancy interviews, a Live Scan (fingerprint search), polygraph examination, law enforcement agency checks, and residence/employment checks. ACADEMY TRAINING
The Sheriff's Academy is a twenty-two week long training program and is approved by the California Department of Corrections and the California Commission on P.O.S.T. Classes are conducted Monday through Friday and some weekends and holidays. The Academy days are generally eight and one-half hours long and may be conducted in shifts. Recruits generally spend additional time outside of class preparing for class and studying for exams. Recruits in the Sheriff's Academy will participate in classroom and scenario-based training, which will include: the interpretation and application of laws, report writing, radio operations, first aid and CPR, defensive tactics, handcuffing and searching techniques, use of the baton, the safe handling, care, and use of firearms, emergency vehicle operations, and Department regulations and laws regarding the use of force and firearms. Lateral Hiring Incentives
* A $25,000.00 hiring incentive ($8,333.33 at completion of the Officer's field training/ $8,333.33 upon successful completion of probation/$8,333.33 at the Officer's two - year anniversary with the Downey Police Department.
* The carry-over of the accumulated sick leave balance at separation from the former agency, up to 360 hours.
* The carry-over of the accumulated vacation balance at separation from the former agency, up to 80 hours.
* Vacation accrual rate based on prior years of Lateral Police Officer experience and in accordance with the current Memorandum of Understanding between the Downey Police Officers' Association and the City of Downey.
* Bilingual Pay in the amount of $1,820 per year.
In addition to pay, the City offers competitive benefits including City paid medical insurance coverage up to the Kaiser (HMO Plan) family rate currently at $1,962.06 per month, a tuition reimbursement program that covers up to the Cal State rates, and a "3/12" work schedule.
Education Incentive Pay: An additional 7% of base pay for an Associate's degree or equivalent units (60) OR Intermediate California (CA) P.O.S.T. Certificate. An additional 10.5% for a Bachelor's degree or equivalent units (124) OR Advanced California P.O.S.T. Certificate.
Merit Longevity: Employees become eligible for additional merit longevity pay increases after 5 years at 2.75%, 10 year at 5.5%, at 20 years of service, 8.25%, and at 25 years of service, 13%. Effective 12/23/02, full-time years of service as a certified Peace Officer with another CA P.O.S.T. law enforcement agency shall apply to longevity as though earned with the City of Downey after the initial probationary period has been completed.
Retirement: In accordance with Public Employees' Pension Reform Act (PEPRA), new hires enrolled after January 1, 2013 will be under the 2.7% @ age 57 formula as a new member to the California Public Employees' Retirement System (CalPERS). This enrollment will require a member contribution of 12.25% of reportable earnings. Laterals with active classic CALPERS membership or classic membership in another California retirement plan that provides eligible reciprocity with CalPERS, will qualify for the 3% @ age 55 retirement formula. This formula will require a member contribution of 9% of reportable earnings.
Description: To perform law enforcement and crime prevention work; enforce State and local traffic regulations; perform investigative work; and participate in and provide support and assistance to special department crime prevention and enforcement programs.
The following examples are intended to describe the general nature and level of work performed by persons assigned to this classification.
* Patrols assigned area in patrol car to preserve law and order, to prevent and discover the commission of crimes, and to enforce traffic regulations; responds to calls and complaints involving traffic accidents, robberies, disturbances, and other misdemeanors and felonies, and take necessary police action; make arrests; take charge of, and guide and direct the work of other law enforcement personnel in various situations until relieved by a supervisor officer.

Education: High school graduate or equivalent AND completion of a California (CA) Commission on Peace Officer Standards and Training (P.O.S.T.) Academy.
Experience: Current employment as a full-time, paid peace officer in a CA P.O.S.T. approved agency in good standing.
Age: 21 years of age at time of appointment.

California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of Downey. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.
Physical Tasks and Environmental Conditions: Work is performed both inside and outside in seasonal climate and weather conditions. Slippery surfaces, oily conditions, dust, dirt, and odors are conditions frequently encountered. Must constantly work with noise from traffic and police radio. Position requires availability to work weekends, evenings, holidays, on-call and overtime. Physical demands include constant arm and leg movements, driving, standing, and sitting for long periods of time. Bending, stooping, lifting, running, squatting and climbing is also required.

POLICE OFFICER SALARY AND BENEFITS:
The salary for Police Officer is $7,586 - $10,117 per month, plus very generous benefits and salary incentives.
Retirement Benefits
An employee who is a Classic member of CalPERS or a current member of another California public retirement system who is hired on or after January 1, 2013, will be enrolled in the CalPERS 3.0% @ age 50 benefit formula with one year final compensation. Employees contribute 12.0% of salary on a pre-tax basis as their full share of their member contribution. Employees do not pay into Social Security.
Effective January 1, 2013, newly hired sworn employees who are new CalPERS members, as defined by the Public Employees' Pension Reform Act of 2013 (PEPRA), will be enrolled in the CalPERS 2.7% at age 57 defined benefit plan with three year final compensation, in accordance with Public Employees' Pension Reform Act of 2013 (PEPRA). New members will be required to pay half of normal retirement costs of pension reportable salary as their full share of their member contribution.

Other Benefits
Orange Police Officers work a 3/12 schedule for Patrol Officers and a 4/10 schedule for all special assignments. Employees receive 105 hours per year of holiday accrual, and 80 hours of vacation for the first 4 years of service. Vacation accrual increases to 120 hours upon 5 years of service, and increases to a maximum of 220 hours after 30 years of service. The City also pays court standby pay. In addition to retirement, the City offers an optional Deferred Compensation Plan.

PHYSICAL DEMANDS

Under general supervision of the Exposition Police Sergeant, Exposition Police Officers will perform the duties of an operational Peace Officer [Penal Code 830.3(r] at Exposition Park as well as during all other held and operated on the facility grounds. Incumbent will provide and assist in the safety and security of staff, vendors, contractors and the general public through the enforcement of all laws and regulations and to conduct and complete other related duties for the orderly operation of the facilities and grounds as set forth in Section 4108 of the Food and Agricultural Code.
Incumbents are trained and designated as sworn Peace Officers. Their authority extends statewide (on or off duty). They patrol park grounds by vehicle, bicycle, and foot patrol; enforce park regulations and issue citations; write reports; make physical arrests for misdemeanors, felonies, and warrants; conduct criminal and administrative investigations; take command in emergencies; perform search and rescue activities; provide emergency medical assistance and aid; and may also perform traffic control and radio dispatching.
Incumbents are required to use protective equipment. The equipment includes various types of firearms, batons, chemical agents, and handcuffs. Incumbents are regularly trained and tested in physical defensive tactics and firearms use.

Our Reserve Deputy Sheriffs undergo the same hiring standards as full-time Deputies and work alongside them in support of every aspect of the Department operations.
A volunteer organization of individuals who are utilized to supplement the Los Angeles County Sheriff's Department's law enforcement manpower. Like full-time deputies, reserve deputies are professionally trained and duly sworn law enforcement personnel. In most cases, reserves are assigned to the same duties as full-time deputies. You will have unlimited opportunities to pass the VPAT during the hiring process. You must pass the VPAT prior to receiving a conditional offer of employment.

BACKGROUND INVESTIGATION

ACADEMY TRAINING
The Sheriff's Academy is a training program and is approved by the California Department of Corrections and the California Commission on P.O.S.T. Classes are conducted two evenings a week and some weekends and holidays. The Academy days may be conducted in shifts. Recruits generally spend additional time outside of class preparing for class and studying for exams. Recruits in the Sheriff's Academy will participate in classroom and scenario-based training, which will include: the interpretation and application of laws, report writing, radio operations, first aid and CPR, defensive tactics, handcuffing and searching techniques, use of the baton, the safe handling, care, and use of firearms, emergency vehicle operations, and Department regulations and laws regarding the use of force and firearms. Education and Experience
Graduation from high school or equivalent, or have attained a two-year, four-year, or advanced degree from an accredited college or university. Graduate from a P.O.S.T. Basic Police Academy. Must obtain and maintain a valid Basic Peace Officer's Standards and Training (P.O.S.T.) Certificate within eighteen (18) months of hire.
License/Certifications/Special Requirements
Must possess a California Class C driver's license showing proof of insurance and a satisfactory driving record required at time of appointment and throughout employment in this position. Must be legally authorized to work in the United States under federal law. English/Spanish bilingual skills highly desirable. Must be 21 years of age at the time of application.
