Duties
Help
Serve as regional point of contact, authoritative consultant, and technical expert for airport engineering.
Serve as subject matter expert on airport engineering, construction and design standards, and pavement design to assure currency and compliances of Regulations, Orders, etc. within assigned programs. Conduct workshops/training for Airports employees, sponsors and consultants on paving, design, and development issues related to the Airport Improvement Program.
Serve as the regional expert for plans and specifications reviews, compliance with FAA technical standards, and bidding and award concerns.
Represent management at high level technical meetings.
Interpret, communicate, promote awareness and prepare briefings on new FAA Airports initiatives and statutory programs, and draft and newly approved policy and guidance.
Serve as the Regional Safety Management System (SMS) program manager and as the focal point for addressing safety and standards issues.
Serve as focal point for auditors from oversight agencies including the Office of Inspector General (OIG), Government Accountability Office (GAO) and others.
Represent the office at runway safety meetings and make recommendations to management regarding funding allocations for any recommended runway safety projects.
Analyze and evaluate status/project closeout reports, findings, and recommendations from subordinate staff for technical compliance and alignment with project requirements, and in collaborations and/or negotiations with airport sponsors resolve areas of conflict.
Review/coordinate with management Modification to Standards (MODs) request and forwards recommendation to FAA Headquarters for approval.
Evaluate and provide consolidated comments on draft policy.
Oversee the review and processing of aeronautical studies.
Coordinate with other FAA divisions regarding reimbursable agreements and projects that may affect an FAA facility or operation.
Provide technical direction, advice and guidance to all Civil Engineers/Program Managers.
Collaborate with Federal, State, and local officials, airport sponsor staff, consultants, airlines, FAA offices and other user groups to ensure development projects meet FAA regulations, standards and guidance.
Manage complex projects and is assigned work in support of engineering projects. Evaluate technical processes, to include recommending and updating Regional technical guidance.
Evaluate comments on engineering design drawings, specifications, construction safety, and phasing plans for compliance with established requirements.
Visit airports and current and proposed construction sites to observe construction progress and perform construction inspections. Determine solutions to problems encountered. Ensure acceptable levels of safety are provided and if necessary, provide guidance and professional assistance to bring an airport to standards.
Reviews and prepares correspondence for review by management including Congressional responses, briefing papers, approval letters and guidance to sponsors associated with all aspects of airport development.

Qualifications
OPMs, Individual Occupational Requirements (IOR) for professional engineering positions in conjunction with the Group Qualification Standard for Professional & Scientific Positions.
(A) Degree: Professional Engineering. To be acceptable, curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; OR (2) include differential AND integral calculus and courses (more advanced than first-year physics & chemistry) in FIVE of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature & properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR;
Combination of Education & Experience - College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical & mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1) Professional Registration - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
2) Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for the professional registration which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
3) Specified Academic Courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph "A" above.
4) Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g. in interdisciplinary positions. (The above examples of curricula are not all-inclusive).
IN ADDITION TO THE ABOVE BASIC REQUIREMENT:
To qualify for this position at the FV-J level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FG/GS-13. GZA GeoEnvironmental, Inc. (GZA) is currently seeking Civil/Dam Safety Engineers with 4 to 10 years of engineering experience to join our growing Dam and Levee Safety Group in our Norwood, Massachusetts office. Successful candidates will work under the supervision of technical specialists, project managers, and/or principals. A solid understanding of civil and geotechnical engineering principles and a passion to work on dams and levees are essential for this position.
Primary Responsibilities May Include:
Conducting fieldwork including dam and levee safety inspections, planning, and observing subsurface explorations and instrumentation installations, performing construction monitoring for dam and levee rehabilitation and dam removal projects.
Review of subsurface information to develop input parameters for geotechnical analyses.
Assistance in the assignment of laboratory testing to support development of input parameters for geotechnical analyses.
Executing engineering analyses such as seepage and slope stability analyses of embankment dams and levees, toe drain and filter designs, gravity dam stability analyses, etc.
Executing finite element analyses of dams, support of excavations, soil stabilization/ground improvement, tunneling, waterfront structures, etc.
Writing technical memos and reports summarizing analyses, results, conclusions, and recommendations.
Assisting with the design of dam and levee rehabilitation projects (including stability improvements, water control structures overtopping protection, seepage control, etc.); design of waterfront structures; and planning and design of dam removal / stream restoration projects.
Assisting with the development of permit applications for dam-related projects.
Assisting in the preparation of construction plans and technical specifications.
Assisting with constructability reviews and preparation of contractor work plan submittals for various underground construction activities.
Communicating effectively and efficiently with contractors, clients, and team members.
Assisting with proposal development and internal project management.

Special Skills/Requirements:
BS degree in Civil Engineering is required.
MS in Civil Engineering with geotechnical focus is preferred.

Strong communication, problem solving, and organizational skills are required.
Strong Microsoft Offices is required; AutoCAD and GIS proficiency are preferred.

The Position:

**What You Bring:**
