This position is considered an "Essential Position" for the purpose of Emergency Management. Emergency duties will be assigned as needed. This position requires 24 hours a day, 7 days per week availability during City of Port St Lucie emergencies, as determined by City Administrators, Emergency Manager or City Officials. Professional engineering and work involving projects related to planning, design construction, inspection, repair, and maintenance of the City's infrastructure with an emphasis in water and wastewater commercial development. The incumbent works under the direction of the Regulatory Division Director or designee on a broad range of assignments including design, analysis, review, and construction management of engineering projects and problems. Facilitates the development of public trust and confidence in the City and it's Utility. The following duties are illustrative for this position. The omission of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. * Keeps the mission, vision and values of the City of Port St. Lucie and Utility Systems Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintaining high levels of work and productivity by generating innovative solutions to work situations. * Performs complex technical and administrative work related to the planning, design, construction, and permitting water and wastewater improvements for the Utility Systems Department. * Provides professional engineering evaluations, design, permitting, cost estimates, construction management, and similar services for water and wastewater facilities. * Reviews plans and permits for compliance with applicable codes; conducts technical studies and analyses as required. * Monitors and coordinates work of consultants involving capital improvement projects by reviewing plans and reports for compliance with City standards, policies, schedules, and contracts. Keeps supervisor informed of non-compliance items. * Compiles, analyzes, and interprets technical data pertaining to water and wastewater improvements and related facilities. * Prepares planning and design analyses and makes recommendations pertaining to water, wastewater, and reclaimed water facilities. * Reviews site and utility plans for development projects. * Develops detailed plans and specifications related to utility projects, such as sewer facilities, water lines, reclaimed water lines, and related facilities. * May direct the conduct of field surveys preliminary to project proposals. * Evaluates and recommends contractor, consultant, and supplier requests for payment. * Interprets specifications and plans. * Inspects utility projects, construction practices and project documentation for conformance with specifications including recording amount of work and plan changes, computing quantities, and producing project progress reports. * Prepares and maintains project progress reports and data. * Prepares computer-generated drawings, property maps, right-of-way maps, plans, and profiles from computations or rough drafts. * Provides information and assistance to contractors, consultants, developers, and the public regarding on-going projects and/or activities. * May supervise the work of others when assigned. * Other duties as may be assigned. SUPERVISORY RESPONSIBILITIES Carries out supervisory responsibilities in accordance with the City's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. CERTIFICATES, LICENSES, REGISTRATIONS * Registration as a Professional Engineer in Florida is preferred. * Possession of valid driver's license and maintenance of clean driving record required with the ability to obtain a valid Florida driver's license within 30 days from date of hire. The position involves daily on-site observation and reporting, with a focus on civil, structural, and mechanical aspects of the project. The successful candidate will coordinate with project teams, monitor contractor activities, and ensure the successful delivery of the project. Key Responsibilities: Provide daily on-site observation and reporting for the construction of water control structures (including large roller gates) and a pump station. Oversee contractor activities related to the construction of water control structures and pump stations. Review and analyze civil, structural, and mechanical plans and specifications, ensuring compliance with project requirements. Evaluate contractor submittals (including RFIs), and review both contractor Quality Control (QC) and project Quality Assurance (QA) data. Participate in weekly project progress meetings to provide updates on construction status and address project concerns. Perform observation, review, analysis, and reporting on all civil, structural, and mechanical issues related to construction activities. Recommend corrective actions based on technical analysis and observations during construction. Ensure adherence to ASTM methods for testing and reporting on earthen materials (density, grain size, consolidation, etc.), ACI methods for structural QC/QA, and relevant standards for mechanical equipment. Required Qualifications: Bachelor's degree in Civil, Structural, or Mechanical Engineering (Master's degree preferred). 7+ years of experience in civil, structural, or mechanical engineering, with a focus on construction observation or inspection. Experience with large-scale civil projects, particularly involving water control structures and/or pump stations or heavy civil projects Strong ability to interpret and comprehend large civil/structural/mechanical plan sets and specifications. Experience with USACE construction processes, including familiarity with Definable Features of Work (DFOW) QC systems. Familiarity with USACE Engineering Manuals and other guidance related to water control structures and pump stations. Excellent communication, coordination, and reporting skills.
