Position Summary: Environmental Engineer Environmental Engineer is responsible for developing, implementing, and overseeing solutions that minimize the environmental impact of the company's operations while ensuring compliance with environmental regulations. This role combines technical expertise with problem-solving skills to design and manage systems that promote sustainability, resource efficiency, and environmental stewardship. A hands-on Environmental Engineer with 3-5 years of experience to lead air quality compliance and stormwater pollution prevention at our industrial facilities. Experience in cement, aggregates, lime, or similar bulk materials sectors is a strong plus. The role focuses on compliance strategy, monitoring, permitting, and continuous improvement for particulate/fugitive emissions and stormwater controls across plants, terminals, and ports. Key Roles and Responsibilities: Air Quality Compliance & Controls Own day-to-day compliance for particulate matter (PM10/PM2.5), opacity. Develop, implement, and optimize dust control BMPs (e.g., water sprays, enclosures, surfactants, paved roads, speed limits). Oversee baghouses, filters, and control devices: inspections, leak testing, DP trends, and maintenance coordination. Plan and support stack/opacity testing (e.g., EPA Methods 5/201/202/9), CEMS/COMS where installed, and ambient monitoring as applicable. Lead fugitive dust management for material handling, conveying, loading/unloading (vessels, trucks, rail), and silo operations. Stormwater & Wastewater Compliance Develop and maintain SWPPP under applicable MSGP/NPDES permits, lead site inspections, corrective actions, and training. Design and maintain stormwater BMPs (e.g., containment, berms, oil-water separators, vegetated buffers, housekeeping). Coordinate stormwater sampling, laboratory coordination, benchmark evaluation, and Discharge Monitoring Reports (DMRs). Support SPCC planning, secondary containment integrity checks, and response procedures for spills/releases Monitoring, Reporting & Permitting Applications/modifications, and permit by rule compliance (as applicable). Track and submit required reports on time (e.g., deviation reports, semi-annual/annual certifications, TRI/Form R, Tier II). Maintain records, SOPs, and dashboards for inspections, incidents, deviations, and corrective actions. Use engineering calculations (e.g., AP-42) and dispersion tools (e.g., AERMOD) to evaluate projects and compliance margins. Audits, Training & Continuous Improvement Lead internal audits and readiness for regulatory inspections; close findings with robust CAPAs. Deliver toolbox talks and targeted training (fugitive dust, visible emissions, SWPPP BMPs, sampling). Facilitate incident investigations and root-cause analysis (RCA) for environmental events; implement preventive actions. Drive continuous improvement projects that reduce emissions, offsite impacts, and compliance risk. Cross-Functional Support Partner with Operations, Maintenance, and Logistics on scheduling, housekeeping, and operational controls. Support contractor management and environmental clauses in vendor scopes (e.g., dust suppression, sweeping). Assist with community/neighbor communications and environmental data requests as needed. Qualifications: B.S. in Environmental Engineering (or related field). 3-5 years' experience in industrial environmental compliance; cement, lime, aggregates, mining, or terminals experience preferred. Working knowledge of U.S. federal and state air and water regulations (e.g., Clean Air Act, NPDES/MSGP, SPCC). Experience with SWPPP authoring/implementation and industrial stormwater sampling and reporting. Familiarity with Title V/NSR permitting, emissions inventories, AP-42 calculations, and visible emissions/opacity standards. Proficiency with Excel; exposure to AERMOD or similar modeling tools is a plus; Power BI/Tableau familiarity helpful. Strong field presence and ability to work at industrial sites (heights, confined spaces with proper permits, PPE). Excellent communication skills (procedures, training, regulator and community interactions). Certifications (Preferred) EIT/FE or Professional Engineer (PE) track. Certified Stormwater Inspector (CSI) or similar. Visible Emissions Evaluator (EPA Method 9) certification. HAZWOPER (24/40-hr) and SPCC familiarity. ISO Certification Core Competencies Regulatory literacy & judgment Problem solving & RCA Data accuracy & attention to detail Stakeholder communication & training delivery Planning, prioritization, and follow-through Key Performance Indicators (KPIs) % On-time regulatory filings (target ≥ 99%). Permit deviations per quarter (target: decreasing trend; zero repeat findings). Opacity/PM exceedances and visible emissions events (target: zero; rapid containment if any). Stormwater benchmark exceedances (frequency and closure time for CAPAs). Audit scores and closure time for corrective actions (e.g., ≤ 30 days). Training completion rate for targeted audiences (≥ 95%). Work Conditions & Travel This role may require time both in an office and field work at plants, terminals, and ports; frequent outdoor exposure and walking on uneven surfaces; ability to climb ladders and access elevated platforms with fall protection. Travel to regional sites up to ~25-40%. Physical Strain: Standard requirements. Bending, squatting, climbing, stooping, twisting and reaching will all be required occasionally in this position in office and at the construction site. May be required to work at heights of up to 25 feet. What you will be doing: Developing and/or revising various U.S. EPA and/or state-required regulatory written programs (e.g., SPCC Plans, stormwater management plans, groundwater protection plans, waste minimization plans). Completing annual Emergency Planning Community Right-to-Know Act reports (e.g., Tier II, Form R). Documenting and reporting air emissions. Conducting environmental regulatory research. Performing environmental sample collection, monitoring, and reporting (e.g., hazardous waste characterization sampling, stormwater sampling, wastewater sampling). Authoring environmental compliance reports by local, state, and federal requirements (e.g., RCRA, EPCRA 312 and 313 reporting). Completing compliance audits or assisting clients with specific environmental compliance tasks. What you will need: Ability to provide proof of citizenship or permanent residence for the U.S. BS or BA in Geology, Engineering, Biology, Chemistry, or Equivalent Sciences. At least three (3) years of professional-level experience is desired; prior experience in an industrial setting or environmental consulting is preferred. Effective written/verbal communication, presentation, and organization/analytical skills; experience authoring detailed technical reports and plans. Strong organizational and time management skills while working on multiple projects for multiple clients. Candidates must be detail-oriented, assertive, and exhibit good listening and note-taking skills. Advanced knowledge of Microsoft Office Programs, particularly Microsoft Excel functions and formulas. Candidates must be willing and able to work independently with minimal oversight in select circumstances. Ability to lift up to 50 pounds. Ability to work in various weather conditions, including rain and heat. Ability to climb ladders and multiple flights of stairs, as well as work at higher elevations such as building rooftops and tank farms. Valid Driver's license required. Commitment to uphold EnSafe standards of quality and safety. Ability to work in a fast-paced and diversified environment. Ability to pass a background check. Health and Safety experience is a plus.
