Qualified Environmental Professional (QEP) - Brownfields Cleanup Oversight Number of Positions: 2 Citizenship: U.S. Citizenship Preferred (as required by federal grant/municipal client) Clearance: No security clearance required Work Schedule: 5x8 (five 8-hour days), grant-funded task-based hours (approx. 880 total hours across both positions) Impact As a Qualified Environmental Professional (QEP), you will provide independent oversight of EPA Brownfields Cleanup Grant-funded soil and groundwater remediation projects for municipal clients in the Kansas City, Missouri area. This role focuses on compliance, documentation, and technical review rather than hands-on remediation, and directly supports safe, effective cleanup and redevelopment of Brownfields properties in coordination with EPA Region 7 and state and local regulators. Responsibilities and Duties Provide on-site oversight of Brownfields cleanup activities (soil and groundwater) to verify work is performed in accordance with approved work plans, QAPPs, HASPs, and applicable regulations. Monitor and document contractor performance, including adherence to health and safety requirements, Davis-Bacon prevailing wage, Buy America/BABA, and other federal grant conditions. Coordinate with EPA Region 7, State of Missouri regulatory agencies, and municipal staff to support CERCLA §104(k), 2 CFR Part 200 (Uniform Guidance), and 40 CFR Part 33 (DBE) compliance. Prepare and/or review task-based work plans, field oversight and inspection reports, sampling documentation, and grant compliance reports. Maintain detailed records of site visits, meetings, and regulatory communications to support Brownfields grant reporting and closeout. Participate in meetings with city staff, community stakeholders, and regulators to communicate cleanup status, issues, and recommended actions. Help identify and resolve field issues related to remediation execution, access, safety, and compliance, escalating concerns to the prime contractor and client as appropriate. Minimum Qualifications Bachelor's degree in Environmental Science, Environmental Engineering, Geology, or closely related field; Master's degree preferred. Meets EPA's definition of an environmental professional (QEP) with at least 5+ years of relevant environmental or Brownfields/remediation oversight experience. Demonstrated experience overseeing soil and groundwater remediation projects, preferably under EPA Brownfields Cleanup or similar federal/state programs. Current OSHA 40-hour HAZWOPER (29 CFR 1910.120); 8-hour HAZWOPER refresher current or obtained prior to field mobilization. Strong working knowledge of CERCLA §104(k), 2 CFR Part 200 (Uniform Guidance), 40 CFR Part 33 (DBE), Davis-Bacon, and Buy America/BABA requirements. Proven ability to supervise or oversee contractors in the field and document findings clearly and objectively. Assists with maintenance, calibration, and procurement of field equipment. Specific could include: Weekly calibration of conductivity, DO, pH and temperature field instruments; Maintaining documentation of calibrations; Notification to appropriate individuals immediately if calibration supplies, DO, temperature, conductivity or pH meters need to be repaired or ordered; and Notification if you cannot perform weekly calibration. Keeps up with routinely used field equipment and supplies and notifies appropriate individuals when procurement is necessary. Efficient use of time, prioritizing billable work, but using non-billable time productively is essential. Seeks out assignments (through Project Engineers) of billable work as needed. Manages time considering a billable percentage target of 80%. Assists in company planning and management by completing special assignments and by recommending changes/improvements.
