The **FEMA EHP Specialist** will provide technical guidance and ensure compliance with environmental and historic preservation laws and regulations for disaster recovery efforts.
**Responsibilities for the FEMA EHP Specialist Include:**
+ Provide environmental planning and historic preservation considerations and legal requirements to leadership.
+ Complete Environmental Historic Preservation (EHP) reviews and support program project closeout EHP review requirements.
+ Review grant applications and project proposals to minimize impacts on resources.
+ Prepare necessary compliance documents to meet requirements under laws like the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA).
**Qualifications for the FEMA EHP Specialist Include:**
+ Ability to prepare clear and comprehensive reports, technical comments, and compliance documents.
+ Strong communication skills to work effectively with stakeholders.
+ Ability to monitor, coordinate, and manage EHP compliance activities for projects for formulation to closeout.
+ Bachelor's degree required, or 4 years of related work experience in lieu of degree.
**Compensation for the FEMA EHP Specialist Includes:**
+ Salary range of $65,000 - $125,000. Compensation decisions depend on a wide range of factors, including but not limited to skills, experience and training, licensure and certifications, internal equity, location, travel requirements, and other business and organizational needs.

Position Overview and Responsibilities:
This is an environmental, technical, and professional position in the Division of Waste Management. The incumbent is responsible for providing scientific and technical support review in the implementation of statewide programs for the assessment and remediation of contamination sites. The position requires knowledge and experience in geology, hydrogeology, chemistry, site assessment, cleanup and closure, human health and ecological risk assessments, and DEP rules and procedures. The position involves the following activities:
* Provide technical assistance to other DEP staff, consultants, local program staff and the public regarding implementation of Chapter 62-780, F.A.C, Contaminated Site Cleanup Criteria Rule, in regard to assessment and risk management options, and the application of Risk Based Corrective Action Principles. This assistance may include telephone consultations, presentations at technical meetings, small group training, oversight of field activities and the development of guidance materials.
* Assists in clean up rule development, including serving as rule manager as required. Will collate and organize recommendations for rule changes. Assists with rule text development.
* Reviews and evaluates technical documents submitted in support of contaminated site cleanup including site assessments, feasibility studies, human health and ecological risk assessments and conceptual remedial action plans and reports for all types of contaminated sites. Prepares written response comments.
* Assists with guidance and support in evaluation and development of risk assessments including both human health and ecological risk. This includes monitoring developments in the science of risk assessment and evaluating possible effects on department rules, procedures and guidance. Act proactively to recommend or implement updates to rules, policies and guidance as needed. Assists with writing and updating risk assessment guidance provided to consultants and the public outlining DEP requirements for risk assessment. Advise consultants performing risk assessments.
* Serve as district liaison for responsible party cleanup sites. The district liaisons work with each of the regulatory districts to review site progress, make recommendations for improving the speed of the cleanup and closure, check for consistency in site management decisions among the districts and assist with the verification of accurate and up-to-date data in the database using established reports and metrics.
* Assists and responds to the public, agency officials, local government personnel, and consultants regarding inquiries and technical assistance concerning contaminated site cleanup. Coordinates, assists and edits any outreach or compliance assistance initiatives within the Division as assigned. Attend meetings at the request of the supervisor.
* Perform other related duties as required by supervisor.
Required Knowledge, Skills, and Abilities:
* Knowledge of contaminated site cleanup techniques and methods, including risk based corrective action and Chapter 62-780, Florida Administrative Code.

Position Overview and Responsibilities:
The Environmental Consultant (37020530) is an advanced environmental professional position in the Division of Environmental Assessment and Restoration's Water Quality and Restoration Program, Watershed Planning and Coordination Section in Tallahassee. The incumbent will be responsible for coordinating activities associated with implementing the state's Total Maximum Daily Load (TMDL)/Watershed Management Program through the development and implementation of restoration plans, known as Basin Management Action Plans (BMAPs) covering the Indian River Lagoon area. The incumbent has the responsibility of handling various assignments, and representing the Program, as necessary, in both internal and external meetings. The incumbent deals with a variety of tasks, including extensive stakeholder outreach, and must use independent judgement and problem-solving skills to successfully accomplish the job. Critical thinking and highly effective communication and interpersonal skills are a must for this position.
Basin Management Action Plan (BMAP) Development: Works with Department staff and stakeholders to establish locally supported BMAPs. Responsible for consensus-building and group decision-making. This includes organizing meetings, leading discussions, preparing agendas, background papers, maps, tables, presentation materials and other documents and materials, and coordinating with TMDL and BMAP development contractors to provide a basis for decision-making in developing and implementing BMAPs. Formulates basin-specific approaches to stakeholder participation in developing BMAPs. Contacts stakeholders individually by phone, e-mail, or other means, including follow-up with stakeholders to ensure that minutes, action items, and other tasks are completed. Maintains e-mail distribution lists for specific basins to inform stakeholders of TMDL/BMAP-related meetings and disseminate TMDL/BMAP information. Ensures that Program and District Office staff are informed of and involved in BMAP development processes. Manages projects, particularly with respect to projects supporting BMAP development. Prepares draft BMAPs or BMAP sections that reflect stakeholder input. Ensures proper coordination in the Department and among stakeholders in BMAP drafting and review and in securing local acceptance, Department approvals, and Secretarial adoption of BMAPs.
Stakeholder Involvement and Coordination: Works to coordinate activities with stakeholders, such as for water quality project identification, model development or updates, draft BMAPs, and participating in TMDL development. Prepares informational materials for use by the public and internally; develops maps, tables, calendars, templates, and other documents to strengthen stakeholder support and participation in plan development and other stakeholder processes. Works with stakeholders to organize workshops and briefings and makes presentations to governmental agencies, local officials, the public, and other interested parties. Organizes and participates in specific basin stakeholder meetings and assists other Basin Coordinators in organizing and conducting local decision-making processes
Plan Monitoring and Reporting: Assures that BMAP implementation meetings and reporting requirements are carried out as identified and scheduled in adopted BMAPs and other related watershed plans. Initiates meetings and other communications with stakeholders and Department staff on the status of actions identified in BMAPs, on water quality results, and on the status of other environmental responses to BMAP implementation. Provides summary progress reports and other information to Program and Division managers on actions identified in approved BMAPs and related plans.
Other Duties: Serves as facilitator, team leader, or member of Program/Section approved teams to ensure completion of assigned tasks. Assists WMDs, local governments, and federal agencies in incorporating priority water quality improvement projects and budgets in applicable planning documents, such as watershed restoration plans. Review and comment on WMD Surface Water Improvement and Management Act (SWIM) Plans, best management practice (BMP) manuals, and other efforts related to both urban and agricultural nutrient source protection. Assists in the development and implementation of financial assistance agreements, contracts and grants related to water quality restoration.

This position will be involved with implementing the State Revolving Fund Loan Program authorized under Title VI of the Clean Water Act, Section 1452 of the Safe Drinking Water Act, Chapter 403.1835, F.S., Chapter 403.8532, F.S., and the Small Community Wastewater Construction Grants program authorized under Chapter 403.1838, F.S. This position will primarily prepare federal capitalization grant applications and related program documents, including annual reports, intended use plans, and amendments to operating agreements; enter program data into the federal database; moderate priority list management public meetings and develop the final agency action; and provide project management oversite of State Revolving Fund projects and state contracts for program technical assistance.The incumbent will be required to work 40-hour work weeks, Monday through Friday, and be present for work between the core hours of 9AM - 3PM on site at your workstation.

Prepares and publishes environmental information documents, ensuring the environmental information is adequately addressed in compliance with Chapters 62-503, 62-505, and 62-552, F.A.C. When necessary, this position will conduct some rulemaking especially if needed for federal grants.
Manage and coordinate the Drinking Water Infrastructure and Clean Watersheds Needs Surveys. Assign tasks to Division project engineers to connect with utility system owners and operators to gather survey response data and makes such contacts directly. Interfaces with Environmental Protection Agency (EPA) staff and contractors to complete survey submittals required by EPA. Reviews and analyzes survey data to note and report on the range of survey results, trends, anomalies and normalized responses, and recommends priorities for future work focus. Manages and updates the EPA's Office of Water State Revolving Funds database with Florida's State Revolving Fund project information.
As it pertains to Federal Clean Water and Safe Drinking Water Acts and Chapter 403, Florida Statutes manages or assists in the management of the construction phase of the projects. Responsibilities include reviews of disbursement requests for eligibility and accuracy, reviews of change orders for eligibility, and ensuring that interim and final construction inspections are conducted to ensure the construction is in accordance with the accepted plans and specifications.
Reviews or assists in the review of plans and specifications and their conformity with facilities planning documentation. This review includes establishing conformity of bidding information with plans and specifications and reviewing the value engineering documentation if applicable.
Coordinates interdisciplinary reviews by experts (State Clearinghouse review) representing Department and other governmental agencies.
Prepares annual reports, intended use plans, prepares federal capitalization grant applications, and updates operating agreements for Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF) programs. Assists in rulemaking activities. Generates reports of program activities and metrics for Department planning and agency reports. Reviews or assists in the review of planning documents for the State Revolving Fund program, including review of interlocal agreements, capital finance plans, public participation documentation, and user charges for systems in support of the project managers in compliance with Chapters 62-503, 62-505, and 62-552, F.A.C. Coordinates with CWSRF and DWSRF program administrators and project managers to develop funding priority lists for the CWSRF and DWSRF and Small Community Wastewater Construction Grants programs. Represents the CWSRF and DWSRF at public meetings, public hearings, and workshops, including priority list meetings and SRF outreach workshops. Develops and distributes the Final Agency Action for the priority lists.

ADDITIONAL REQUIREMENTS:
The incumbent of this position is considered to have regulatory responsibilities and is subject to the provisions of Chapter 60L-36, FAC.
Must obtain restricted-use pesticide license within six months of initial employment and must maintain licensure thereafter. Will be subject to the requirements of the proper use of appropriate respirator and/or self-contained breathing apparatus (SCBA) and must pass post-employment physical examinations to determine medical fitness for respirator and/or SCBA use.
This position's headquarters is negotiable. The territory will cover Gadsden, Liberty, and Franklin counties.
The selected candidate must reside in the negotiated headquarters county by the first day of employment, and throughout employment in this position.

Must be able to work outside of normal working hours, including occasional weekends and/or holidays as directed.
Must be willing and able to be deployed from assigned headquarters for extended periods of time for incident response activities.

JOB DUTIES:
Schedule and conduct inspections and collect samples as directed. Perform these activities in order to determine compliance with Chapters 388, 482, 487, 576, 578 and 580, F.S., and rules 5E-1, 5E-2, 5E-3, 5E-4, 5E-9, 5E-13 and 5E-14, F.A.C. Perform inspections and sample collections in accordance with established policies and procedures.
Conduct investigations in response to reports, complaints, violations or suspicious matters in order to collect, summarize and report evidence. Perform these activities in order to determine compliance with Chapters 388, 482, 487, 576, 578 and 580, F.S., and rules 5E-1, 5E-2, 5E-3, 5E-4, 5E-9, 5E-13 and 5E-14, F.A.C. Perform investigations in accordance with established policies and procedures.
Prepare and submit written and electronic reports in a timely manner as required for activities conducted. Prepare and submit reports in accordance with established policies and procedures.
Issue corrective notices as necessary in accordance with department policy.

Participate in coordinated enforcement activities involving other department employees and government agencies as directed. Participate in statewide enforcement operations as directed.
Serve as representative of the department in administrative hearings, court proceedings or meetings as necessary.
Participate in bureau and division meetings and training courses as required.
Participate in special projects and incident response activities, and perform other duties as requested.
