Job Summary:
The Laborer works on the construction site and is responsible for cleaning the site to prepare it, removing hazards, loading and unloading materials, and operating and using various tools and equipment to complete assigned tasks.
Job Responsibilities (Including, but not limited to):

Required Skills & Qualifications:
Must have CDL

Strong interpersonal and communication skills with the ability to interact with crew, leadership and clients
Strong understanding of safety procedures and policies
Must be able to meet physical demands of the position; ability to lift up to 75 pounds

The successful candidate for this role will have an uncompromising focus on safety excellence. Labor job duties are continually changing depending on the requirements of each project. Qualified candidates are expected to assist in the general operation of each job site.
Main Responsibilities
Must have knowledge of the requirements of erecting and maintaining traffic control signs and other devices as prescribed in the Manual on Uniform Traffic Control Devices (MUTCD).
Must keep equipment and materials neat, clean, and orderly at all times on the projects.
Must be able to carry out detailed instructions, setting up and removing traffic control devices, but also must be able to use good judgement in decision making and be able to work without direct supervision.
Must maintain a good attitude and be polite at all times to motorists.

MAJOR FUNCTIONS
Under the general guidance and leadership of the Director of Parks, Culture, and Recreation, this is a skilled leadership position that involves performing manual work in various lawn, maintenance, repair and construction activities for the Parks, Culture and Recreation department. The crew leader is responsible for leading, developing, training and directing the workflow of maintenance and trades workers, ensuring work productivity and completion. Work requires manual labor alongside the crew, involving various tasks and activities. Strong knowledge of lawn maintenance equipment and construction equipment is necessary in the role. Position requires knowledge of plants, herbicides and fertilization applications.
This is an emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, tropical storm, winter storm, ice storm, etc.) or other conditions (natural or manmade).
ESSENTIAL DUTIES

Supervise and participate in a variety of lawn maintenance and light construction activities.
Supervises, leads and participates along with other team members in performing maintenance of parks, road medians, clubhouses, mowing, trimming, edging sidewalks and curbs, planting vegetation, maintenance of parking lots and walkways and rights-of-way within the City limits.
Supervises, leads and participates in the installation and maintenance of irrigation systems.
Laying and maintenance of sod and seeding applications.
Supervises, leads and participates in the cleaning and maintenance of all park equipment.
Supervises, leads and participates with other team members and gives clear direction on equipment operation, such as skid steers, zero turn mowers, tractors, loaders, backhoes or any other machinery and apparatus.
Provide clear instructions and advice to team members.
Contacts the public in the area where crews and equipment are working and explains to property owners the nature of the work being performed.
Arranges for the mobilization of equipment, material and vehicles efficiently and safely.
Assures the safety and welfare of the team members, public, City property and public property.
Provide clear instructions on the safe operation of all equipment and protective devices.
Supervises the closing of the job in a safe and responsible manner.
Arrange for the proper handling of all job-related incidents or accidents according to City policy and instructions.
Supervises and participates in work efforts in the following areas: sodding, seeding, trimming, mowing, edging, pruning, removing, watering and fertilizing of grass, flowers, shrubs and trees, planting in median strips, traffic islands, beds and around public buildings.
Supervises and participates in spraying grass, flowers, shrubs and trees with insecticides, fungicides and weed killers.
Operation of automobiles, light/medium trucks and rollers.
Communicates in an efficient, prompt and courteous manner with all internal and external customers, including regulatory bodies and public entities.
Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of effective supervisory techniques.
General knowledge of City Parks & Park facilities.
Ability to follow and enforce safety procedures, precautions, and City and Departmental policies, procedures, and rules.
Knowledge of the operation of various lawn, maintenance and construction equipment.
Ability to read working diagrams, sketches and simple blueprints.
Ability to keep records and prepare reports.
Ability to accurately evaluate the work, abilities and capacity of team members.
Knowledge of the methods, materials and equipment used in the general maintenance of parks and clubhouses.
Ability to lay out and supervise other team members.
Ability to establish and maintain professional, cooperative, team-focused and effective relationships with team members, other agencies, other departments, leaders and the general public.

Ability to perform manual tasks.
MINIMUM QUALIFICATIONS
Graduation from high school or possession of an acceptable equivalency diploma.
Three (3) years supervisory experience in parks, ballfield and road median maintenance.
Valid driver's license.
A comparable amount of training or experience may be substituted for the minimum qualifications.
