The primary focus of this role is responsibility for leading, documenting and delivering on-time proposals for the Mechanical Engineering scope associated with our growing Radar electronics portfolio, based on leadership experience and backed by established historical metrics. This includes generating the proposal, writing the Basis of Estimates (BOEs), scheduling functional management reviews, securing management approval, and communicating results back to the internal customer.
Complimentary responsibilities of this role include leadership of Mechanical Engineering project execution across the portfolio, focusing on Ground-based and Shipboard Radar Electronics Systems.
What You Will Do:
Estimation of Mechanical Engineering labor required to perform tasks as defined by customer and internal proposal documents
Understanding and communication of project plans, earned value approach, and Risk and Opportunity
Understanding the technical baseline and requirements to establish a basis for proposal scope
Routinely present proposals to leadership
Works closely with the section leaders in development and selection of applicable metrics from which to leverage bids and document Tests of Reasonableness
Identify bid assumptions, risks and opportunities
Evaluate proposed design, procurement and build schedules to establish attainability
Participate in organizational proposal reviews
Support Department team members in peer review and mentoring of proposal execution
Lead and periodically generate formal Basis of Estimates (BOE's) for auditable bids
Lead program execution across the Department portfolio in conjunction with proposal efforts
Qualifications You Must Have: :
