Performance & Quality Analyst

The Performance & Quality Analyst plays a unified, cross-functional role in advancing data-driven decision-making, quality improvement, and compliance monitoring across all programs, as well as the Buildings & Grounds departments at Northern Children's Services. This position blends the former data-focused and compliance-focused analyst functions into a single, flexible role.
Working under the leadership and direction of the COO, the Analyst supports service delivery improvement, regulatory readiness, KPI monitoring, licensing, and qualitative audits (both external and internal), and dashboard development. This role ensures Northern meets quality and compliance standards while actively supporting engaging staff in using data to plan, improve, and reflect.
The Analyst is also responsible for supporting operational departments such as Buildings & Grounds by generating reports from systems like Freshdesk, analyzing trends, and supporting vendor tracking and quality management.
THE FOLLOWING ARE THE ESSENTIAL FUNCTIONS OF THIS POSITION
A. Data System Administration
Serve as administrator for core platforms (e.g., Credible, Apricot, Power Bl, SharePoint, Freshdesk).
Develop and maintain user-friendly tools, reports, and dashboards to support internal users.
Troubleshoot system functionality issues, coordinate with vendors, and manage user permissions.
Maintain the accuracy and standardization of forms, fields, and workflows in core systems.
B. Performance Measurement & Analysis
Update and disseminate KPls across departments (programmatic and administrative).
Analyze trends in service delivery, engagement, occupancy, staff performance, building requests, and fiscal efficiency.
Partner with COO and department leads to use data for planning, supervision, vendor oversight, and compliance.
Track progress toward annual goals, strategic plan benchmarks, and improvement initiatives.
C. Compliance & Internal Audits
Conduct or support internal audits and compliance checks across programs.
Track and analyze incident reports, root causes, and response trends.
Support regulatory audit preparation, documentation review, and tracking of corrective actions.
Collaborate with the COO on the implementation of compliance plans.
D. Data Literacy & Training
Create and deliver training for staff on data entry standards, report interpretation, and dashboard use.
Support performance review preparation by helping staff access, interpret, and apply their own data.
E. Support for Operational Units (e.g., Buildings & Grounds)
Analyze Freshdesk tickets and categorize trends to support facilities response improvements.
Assist with vendor quality tracking, project status reporting, and KPI monitoring.
Support Board reporting for Buildings & Grounds with relevant data and visual summaries.

QUALIFICATIONS
Education:
Bachelor's degree in data science, informatics, public administration, social services, or related field required-Master's preferred.
Experience:
Minimum 3 years of experience in data analytics, performance evaluation, quality improvement, or compliance in a human services or nonprofit setting. Experience with EHRs, dashboarding tools, and audit processes preferred.

Essential Functions
Develops / Maintains employee personnel files.
Ensures compliance with USCIS Form I-9 Employment Eligibility Verification; periodically audits Forms I-9.
Monitors employee's Credentials in the system and ensure valid credentials in both HR file and the system
Facilitates or provides training (including orientation / annual training) to the workforce.
Conducts new-hire orientation and onboarding process / Conduct bi-weekly onboarding of newly hired employees and enter new hire paperwork in HRIS.
Coordinates/ communicates benefits package during orientation - complete enrollment form or Wavier by first week of orientation
Complete Orientation checklist and new hire checklist - complete by first week of orientation
Monitors newly hired employees' Initial Core Trainings - complete first week of orientation
Processes termination Letter to all W2 employees and 1099 contractors including deactivated access card and Relias account and ID badge.
Administers various human resource plans and procedures for all company personnel; assists in the development and implementation of personnel policies and procedures; prepares and maintains employee handbook and policies and procedures manual.
Participates in developing department goals, objectives and systems.
Maintains human resource information system records and compiles reports from the database - monthly
Keep employee records up to date by processing employee status changes in the HRIS system in a timely fashion
Keep employee credentials up to date in both HR file and HRIS (system)
Ensure all employees contractors emergency contact information in both HR files and system.
Participates in supervision meetings and attends other meetings
Maintain compliance with federal and state regulations concerning employment
Completes other duties as assigned

The Behavioral Health Technician (BHT) provides one-to-one behavioral management interventions to the child or adolescent with a serious emotional disturbance, in the assigned home, school or community setting, in support of the family or other responsible adults, in order to prevent more restrictive services or out-of-home placement. The BHT carries out specific behavioral management interventions identified in the treatment plan for the children or adolescent(s) assigned to their care. This role may involve the provision of 1:1 service to a child or adolescent. Services may also be provided to integrate or reintegrate the child into normalizing settings and activities. The BHT is responsible for providing behavioral health interventions to stabilize the child, assist the child in developing age-appropriate self-management skills, and to support, and empower parents, family members, teachers or other adults responsible for supervising the child in an educational or other community setting. The BHT works with the child, school staff, family and the entire treatment team by implementing the plan techniques in order to achieve the desired goals.
THE FOLLOWING ARE THE ESSENTIAL FUNCTIONS OF THIS POSITION:
Communication
Maintain contact with treatment team members (schools, families, wraparound staff, and other relevant parties).
Clearly and effectively communicate pertinent information to responsible parties.
Advocate for the needs of the consumer to accomplish treatment objectives.

Collaborate with other programs and departments to assure continuity of service for designated consumers.

Completes all progress notes within 72 hours of service to assure appropriate billing of services
Completes all documentation in a timely fashion and in required formats, including, but not limited to progress notes, incident reports, and encounter forms.
Documents all therapeutic interactions, unusual incidents, routine activities, etc. as required by policies and procedures.
Planning
Plans and organizes interventions that support in the social, emotional and educational development of the consumer, based upon the Treatment Plan.
Attends interagency meetings to ensure continuity of service.
Attends mandatory in-service trainings.
Participates in Performance Improvement Activities.
Attends psychiatric and medication evaluation to assure service delivery.
Monitoring
In accordance with the principles of best practice, provides oversight and direction to assigned children.
Assist the parent, teacher or other responsible adults in their efforts to provide direct supervision of the children.
Maintain coordination through interagency meetings.
Assess and reassess the service needs of the designated consumers and inform the Clinician assigned to the child for update of the Treatment Plan.
Direct Service
Provides ongoing support to consumers and other staff as determined by the Written Order.
Creates an environment which fosters positive growth and development for all consumers.
Provides interventions to promote social growth in all consumers.
Directly implements components of the treatment plans developed in conjunction with the treatment team.
Provides regular/routine feedback to team regarding relevance of treatment plan, need for alternative interventions, etc.
Networking

We are currently hiring part-time Support Aides for our Generations I and Crossroads programs. Reporting directly to the Residential Supervisor, the Support Aide provides trauma-informed support to residents and their children and assists in maintaining a welcoming, safe, and supportive community environment, while ensuring that residential services are of the highest quality standards according to the City of Philadelphia and the Commonwealth of Pennsylvania regulatory and funding source guidelines, as well as state licensing requirements.
The Generations I program is a congregate care foster care program that serves young women up to age 21 who are pregnant and/or parenting.
The Crossroads program supports young adults between the ages of 18-24 to stabilize while acquiring individualized skill development and support to transition successfully into adulthood.
This position works one of three shifts (the programs are staffed 24 hrs/day). Specific responsibilities vary based on the shift.
Essential Functions Include
Leadership
Support an environment that fosters growth and development for all residents and encourages residents to actively participate as a partner in the development of goals and planning of services.
Demonstrate ethical and professional interactions with other staff and residents and hold others (staff and residents) accountable when unethical and/or unprofessional interactions do occur.
Interact calmly and appropriately in crisis situations and manage positive outcomes for the safety of the residents.
Demonstrate positive teamwork in working with other Support Aides and members of the Residential Programs team.
Direct Service
Ensure the residents and their children are supervised and have adequate meals and activities.
Transport residents to appointments, check inventory for supplies, check/purchase requests, and food shopping when required.
Ensure medication administration policies and procedures are followed.
Support an environment that fosters growth and development for all residents.
Documentation & Communication
Complete all documentation in a timely fashion and in required formats, including but not limited to: therapeutic and non-therapeutic interactions, unusual incidents, routine activities, progress notes, health & safety checklist, point sheets, medication administration, etc.
Complete and submit a daily end of shift report.
Ensure residents are provided with written appointment reminders daily.
Communicate pertinent information daily with the Support Aide staff regarding doctors appointments, school attendance, transportation, court dates, behavioral therapy appointments and group therapy participation, recreational activities, and any needs and/or concerns that a resident or staff member has presented.
Monitoring
Monitor and track residents to ensure regular participation in the program, including chores, maintaining cleanliness of rooms, etc.
Monitor residents school attendance as applicable.
Basic Skill Sets
Ability to clearly and positively communicate and interact with all Generation I staff and residents.
Ability to give clear and concise oral and written instructions.
Proficiency in the use of computers and pertinent software programs a must (i.e., Microsoft Office).
Qualifications
Education: minimum high-school diploma or GED required. Associates Degree or college degree from four-year, accredited institution a plus. Major in human services or related field preferred.
Experience: minimum of two years working with adolescents in a child welfare or behavioral health setting or related experience required. Experience with young women, infants, and toddlers preferred.
Special Skills: Familiar with Philadelphia child welfare system (i.e., the Department of Human Services, Community Umbrella Agencies), as well as with and intersecting systems (i.e., the court system, probation, behavioral health).
Certification in medication administration a plus.

Maintain contact with treatment team members (IBHS team members, schools, families, and other relevant parties).
If a child receives services from other providers, coordinate with other providers involved.
Clearly and effectively communicate pertinent information to responsible parties, including IBHS team, as well as Clinical Director and Administrative Director.
Collaborates with other programs and departments to assure continuity of service for designated consumers.

Complete the OneCare Vermont: Self-Sufficiency Outcomes Matrix with families and upload the information.
Complete case management services documentation weekly.
Accurately complete documents to ensure continuity of service.
Compile all pertinent information (i.e. Written Order, psychological/psychiatric evaluation, Treatment Plans, ITM summary, Service Coordination Plans) and send to CBH to authorize and re-authorize services, within established guidelines.
Planning
Identify, link, coordinate and track services for designated consumers.
Develop a family plan for each family, based on the findings from the SDOH scoring.
Schedule interagency and aftercare planning meetings in a timely fashion to ensure continuity of service, if assistance is requested by assigned Clinician.
Arrange and offer transportation (when needed) for families to appointments and meetings.
Attend mandatory in-service trainings.
Make sure pended packets are completed within 15 days of receipt from CBH.
Send packets to CBH within 30 days of service end date.
Participate in Performance Improvement Activities.
Schedule and attend psychological, psychiatric and medication evaluations.
Develop and implement service coordination plan in conjunction with the treatment team.
Monitoring
Monitor authorizations for consumers, insuring that authorizations are maintained without lapses.
Maintain coordination through interagency meetings conducted as required by funding source.
Assess and reassess the service needs of the designated consumers.
Visit summer camps, schools and homes to monitor provision of treatment.
Networking
Identify, visit and develop relationships with community resources (e.g. after school programs, summer camps, mentoring programs, etc).
Work in community to obtain necessary documents, signatures, deliver packets, attend inter-agency team meetings, IEP meetings, etc.
Represent agency at conferences, training and interagency meetings.
Assure that the consumer keeps all appointments (parents, teachers, medical, school, etc.) by coordinating with appropriate personnel, offering transportation when needed.

Leadership
Coordinates the overall clinical direction of treatment for the children assigned to caseload, in collaboration with family and other treatment professionals.
Provides leadership in the treatment plan development and instruction and direction to other team members in implementing it.
Planning
• Participates in performance improvement activities.
• Conducts meetings to plan anticipated clinical needs of consumers.

The Full-Time Lead Behavior Consultant is responsible for supervising the provision of any authorized IBHS (Intensive Behavioral Health Services) services authorized through Northern Children Services. This is a full-time salaried position. The Lead Behavior Consultant carries out these functions by directing and supporting the Behavioral Consultants and Behavioral Health Technicians in delivering superior service. The Lead Behavior Consultant is responsible for monitoring the census and staffing for their programs to insure the program is meeting all requirements. The Lead BC is a liaison with the school team and the IBHS team, in addition to all other teams involved with assigned clients. The Lead BC will complete Functional Behavior Assessments and Group Mobile Therapy sessions for children in the assigned schools. The Lead BC shall provide clinical direction of services for each child on their caseload, shall revise and update the Individualized Treatment Plan (ITP), and shall provide oversight of the provision of the ITP. The Lead BC should consult with adults across settings in that child's life and create appropriate and reasonable goals.

Supervision
Provide monthly on-site supervision and support to Behavior Consultants. Supervision should address Interventions, Progress toward ITP goals, Adjustments to ITP and Skill in implementing the interventions.
Provide weekly on-site supervision and support to Behavioral Health Technicians.
Provide 6 hours of on-site supervision to any new BHTs before they can work alone.
Provide 1 hour of direct-observation supervision every 4 months to address Interventions, Progress toward ITP goals, Adjustments to ITP
Assists in implementation of program procedures.
Provides support to staff where needed, including filling in when understaffed in any positions (BHT, BCs, etc.)
Networking
Collaborates with schools, families, funding source representatives and internal/external resources as appropriate.
Direct Service (As Required)
Must bill at least 15 hours of services each week
Provides child-centered, strengths-based group psychotherapy weekly for all clients at the site.
For any unstaffed cases, due to call outs or shortages, provides child-centered, strengths-based individual psychotherapy on a weekly basis until coverage resumes. This could take the form of the Behavior Consultant or the Behavioral Health Technician position.
In coordination with the Care Coordinator and Family Peer Specialist, provides case management in the form of family and school contact to provide updates on treatment, attendance at meetings, phone calls, etc.

Summary: NCS's Wellness &Resiliency program/Outpatient Services Program provides outpatient services that help children and adolescents with depression, anxiety, stress, anger, self-esteem, ADHD, ADHD, bereavement or other emotional, social and behavioral difficulties. Following a comprehensive assessment and consultation, WRP/Outpatient Clinicians identify the child's needs and make recommendations for treatment. Treatment may consist of one or more of the following: individual therapy, family therapy, group therapy, and/or medication management. Generally, sessions are about one hour weekly, though depending on the child's needs, the pace may vary. Evidence-based treatments such as Trauma Focused Cognitive Behavioral Therapy, Cognitive Behavioral Therapy, Milieu Therapy are available. Internship must be able to provide individual therapy and group therapy under the direction of a supervisor.
Specific Duties
Communication
Maintain therapy appointments with children and their families on site and in their home. This also includes following up on cancellations and no-shows.
Maintain correspondence with families who do not show for sessions or are unable to be reached via telephone through letters.
Obtain signatures from children and their caregivers on all paperwork requiring them on specified dates as the paperwork is prepared.
Maintain consistent correspondence with supervisor regarding continuing treatment.
Notify Supervisor of any emergency situations within 30 minutes. Follow agency emergency protocol and complete incident report within 24 hours.
Attend supervision as scheduled.
Consult with psychiatrist and evaluators as directed and provide clinical updates as needed / requested.
Clinicians are expected to check mailboxes, email, and voicemail daily.
Communicate with WRP case manager when additional support to meet paperwork requirements is necessary at the discretion of the supervisor.
Direct Care
Provide Group therapy for WRP/Outpatient program as directed.
Provide Individual therapy for WRP program as directed.
Provide crisis intervention and action in response to acute client behavior, including oversight of CRC transportation and accompaniment, if necessary, for WRP consumers as directed.
Provide risk assessments, when necessary, for WRP/outpatient consumers as directed.
Ensure the treatment plans are up to date and measurable.
Comply with CBH guidelines and authorizations.
Complete assessment for children in Wellness & Resiliency Program (WRP)
Collaborating with Behavioral Health Technicians (BHT), assisting with psychoeducation, providing feedback, and supervision
Assisting with the implementation of psychoeducation
Assisting with CRISIS situations, completing Incident Reports, and follow up.
Document all telephone contacts with children, their families, and outside agencies via clinical progress note.
Follow up with families who cannot be reached via telephone through communication letters.
Schedule to meet with children's guardians to complete all treatment plans either on site or in homes.
Set up and maintain a weekly therapy schedule for his/her caseload as assigned by the Director.
Maintain charts via clinical documentation for all assigned children.
Have supervision weekly as scheduled
Stay current on educational task per syllabus.
Additional Duties
Attend all agencies specific trainings and additional professional trainings as assigned.
Complete chart reviews as assigned.
Complete discharge paperwork and aftercare plans as assigned.
Provide administrative and case management duties as assigned.

Education requirements:
Education: Full time enrollment in a master's degree from an accredited university in a clinical mental health discipline, such as psychology, counseling, clinical social work, and marriage and family therapy or related field.

A Clinical Manager of the Intensive Behavioral Health Services (IBHS) directs, communicates, monitors, leads and supervises the clinical and operational processes of a designated clinical team. Under the supervision of the Clinical Director, the licensed clinical manager is responsible for clinical coordination of care. The individual provides clinical leadership to the IBHS program and assures that all clinical services are delivered in accordance with the highest quality and standards. By identifying and addressing key issues that affect the daily functioning of the consumer, the Clinical Manager ensures that all aspects of treatment are integrated into a holistic plan. The Clinical Manager adheres to the policies, procedures and performance standards of Northern Children's Services to ensure clinical quality and timeliness of services. The Clinical Manager is responsible for the supervision of IBHS team members (BC, MT, BHT), completion of psychological evaluations, concurrent reviews, case coordination and maintenance of authorized services.
II. SPECIFIC DUTIES:
Communication
Clearly and effectively communicates departmental goals and directives to staff and consultants.
Provides leadership to ensure a high degree of cooperation and effectiveness among the teams.
Communicates with external sources as a resource to the child, family, treatment team and school in handling any crisis and problem situations.
Provides back-up support for other clinical managers during absence or when they are off-site.
Establishes team culture consistent with agency directives.
Schedules and completes psychological evaluations for the clients assigned to their cluster.
Shares all important clinical information with all team members.
Communicates with the managed care organization (CBH) to discuss clinical issues relating to packet submission.
Planning
Assesses human resource needs, identifies skills needed, and develops staff training.
Participates in performance improvement activities.
Conducts meetings to plan anticipated clinical needs of consumer.
Facilitates discharge planning and completes necessary paperwork.
Thinks through all situations and system processes, identifies routine as well as situational issues, and effectively plans for continuous improvement.
Assures staff perform high quality work, that they effectively handle situations and that they continuously improve what they do.
Assures that all packets for services are processed in a timely fashion and that there is no break in service until discharge.
Monitoring
Effectively allocates human resources
Ensures that the team is in compliance with governing regulations
Ensures that the treatment goals and objectives are appropriate and fit the particular needs of the child and family.
Review BC, MT, and oversee BHT notes on a weekly basis and document their quality.
Conduct clinical orientation and supervision for BC, MT and BHT positions.
Monitors clinical effectiveness of care with review of the clients' charts and assures that information contained in the client charts is complete and current.
Conduct periodic chart reviews.
Directing
Directs the treatment team (BC, MT and BHT) consultants/employees in carrying out the required and most appropriate procedures to assure that clinical quality of care is given to clients.
Reviews standards with staff to ensure mutual understanding of administrative and clinical procedures.
Supervision
Provides clinical and administrative supervision and direction to staff regarding the clinical progress, treatment planning and documentation of each case.
Assures that all staff complete necessary paperwork weekly, following agency policy and procedures when this does not happen.
Evaluates the performance of consultants/employees.
Interviews, hires, and trains BC, MT, BHT on clinical role within the team.
Conducts treatment team meetings, as needed.
Oversees facilitation of Interagency Meetings.
Networking
Maintains contact with schools, families, internal/external resources as appropriate.
Provides linkages with appropriate community resources by maintaining knowledge of other systems.
Attends and participates in assigned departmental and agency meetings.
Completes Other Duties as Assigned
III. CORE COMPETENCIES:

QUALIFICATIONS:
Education: Master's degree in Clinical/Mental health field. Psy.D. or Ph.D. in Clinical/Mental health field is preferred.
Experience: Four years experience in human service organizations. At least two years supervisory experience. Excellent working knowledge of clinical issues relating to children, adolescents and families. Good working knowledge of other systems that affect the Behavioral Health consumer.
LBS highly-preferred or must be willing to get their LBS to be considered for the position.

A Behavior Consultant (BC) provides intensive therapeutic services to a child in the home, community or school setting. Under the supervision of the Clinical Manager, the Behavior Consultant leads the team to provide clinical direction of services for each child on their caseload, revises and updates the Individual Treatment Plan (ITP), and provides oversight of the provision of the ITP. The BC should consult with adults across settings in that child's life and create appropriate and reasonable goals.
Essential Functions of this Position Include:
Leadership
Coordinates the overall clinical direction of treatment for the children assigned to caseload, in collaboration with family and other treatment professionals.
Is a resource to the child, family, treatment team, school and Behavior Health Technicians in crisis and problem situations to develop a crisis plan and resolution.
Planning
Conducts meetings to plan anticipated clinical needs of consumer.
Develops treatment plan based on psychiatric evaluation, per agency and regulatory standards.
Completes functional behavioral assessments for clients.
Monitoring
Ensures that treatment goals, objectives and interventions are appropriate and fit the particular needs of the child and family.
Monitors consumer progress on treatment goals and reports this information through treatment plan updates at least every 180 days.
Updates treatment plan and crisis plan when significant incidents occur (e.g. Hospitalizations, call to Mobile Crisis, suicidal ideation/threats, etc.)
Conducts classroom observations for assigned students.
Direct Service
Provides child-centered, strengths-based individual psychotherapy weekly.
Provides all services that are authorized by the funding source.
Provides billable case management in the form of family and school contact to provide updates on treatment, attendance at meetings, phone calls, etc.
Communication
Maintains regular weekly contact with family, school and other agencies as identified (up to 1 hour per month) regarding client progress on the treatment plan.
Clearly and effectively communicates program goals and directives to staff, families, school district personnel, agency staff and other providers of service.
Attends treatment team meetings, IEP meetings and ITM meetings.
Documentation
Documents all therapy sessions, case management activities, attendance at meetings, incidents, etc. within 72 hours of service provision per agency policy and procedure.
Creates treatment plan based on functional behavioral assessment and regulatory standards.
Documents all billable services, including all case management and collaboration activities.
Completes incident reports within 24 hours when significant events occur.
Networking
Collaborates with schools, families, funding source representatives and internal/external resources as appropriate.
Collaborates with treatment team, including Care Coordinator, to refer families to appropriate services to meet needs identified from Social Determinants Scale.
Requirements
Education: Minimum Requirement - Master's Degree from an accredited university in a clinical mental health discipline AND completed clinical or MH practicum
Board Certified Behavior Analyst (BCBA) certification or behavioral analysis certification
Graduate degree in Applied Behavioral Analysis (ABA)
Licensed BSC
Experience: At least one years full-time paid experience in the mental health field. Excellent working knowledge of clinical issues relating to children, adolescents and families.
Familiar with multiple child-serving systems (e.g. education, juvenile justice, child welfare, mental health, drug and alcohol, health care and vocational rehab).

The Acute Partial Hospital Program is a comprehensive, short-term daily treatment program that provides therapeutic support for adults struggling with acute mental health challenges and substance abuse issues. The internship opportunity affords the graduate level intern exposure working within a dynamic team approach, offering evidenced based therapies, collaborative assessment, and management of psychiatric symptoms. The Acute Partial Hospital Program operates Monday through Friday 8:00 am to 4:00 pm.
