Position Summary: We are seeking a solution-focused, detail-oriented accounting professional to join our Finance Department as Controller. This position oversees the agency's accounting and finance team, ensuring compliance with organizational policies, accounting standards, and federal and state grant requirements. As a key member of the Agency Management Team, the Controller plays a critical leadership role in supporting the financial health and overall operation of our Community Health Center. The ideal candidate will bring healthcare finance experience, strong knowledge of governmental auditing standards, and experience serving as the primary contact for financial and federal single audits. This position is responsible for managing financial accounting reconciliation, preparing accurate and timely financial reports, overseeing grant accounting and invoicing, updating financial policies and procedures, preparing program budgets, and coordinating internal and external audits. This is a hands-on supervisory role that leads, hires, and coaches the accounting and finance team to foster a collaborative, high-performing work environment while ensuring fiscal integrity, regulatory compliance, and excellence in grant stewardship. Essential Duties: Collaborate with the CFO to coordinate the Finance Department's role in the annual financial audit, federal single audit, retirement plan audit, and other external audits including site visits and grant reviews. Maintain the full grant accounting process including budgeting, monitoring expenditures, analyzing revenue recognition, and preparing required financial reports and supporting documentation. Collaborates with CFO and Agency Program Directors to compile fiscal year operating and capital budgets. Ensure the preparation, review, and timely submission of all required financial and regulatory reports, including Indirect Cost Rate proposals, Medicare Cost Reports, OSOW reporting, and HRSA Section 330 grant reporting. Analyze and monitor account relationships to ensure accuracy of information across funds, research discrepancies, and recommend corrective actions. Prepare and/or approve journal entries as needed. Lead, supervise, and coach the accounting and finance team to maintain a high-performing, collaborative work environment. QUALIFICATIONS: Education: Bachelor's degree with substantial credits in accounting, finance, or a related field required. CPA certification strongly preferred. Experience: 3-5 years of progressively responsible accounting/financial experience, including experience with healthcare or nonprofit finance and federal/state grant accounting procedures preferred. Previous supervisory experience with demonstrated leadership and management skills required. Experience coordinating and supporting audits, preparing budgets, and maintaining compliance with federal and state funding requirements. Technical Skills: Proficiency with computerized accounting/payroll systems and spreadsheets for financial reporting. Experience with complex ERP and/or accounting systems; Blackbaud Financial Edge NXT preferred. Ability to design, monitor, and test internal controls and update financial policies and procedures. Minimum one year experience working with youth/young adult population required. Experience with at-risk youth/young adults preferred. Assess the nature and extent of each patient's emotional, behavioral, MH, and/or COD presenting problem, and provide any brief interventions necessary, typically ranging from 1-5 face to face visits (with some ongoing telephonic outreach) to ensure behavioral barriers to appropriate care are reduced. Demonstrates awareness of co-occurring disorders and chronic conditions and how each impacts patient outcomes and care. SPECIFIC DUTIES - MENTAL HEALTH COUNSELOR: Assess the nature and extent of client's MH and COD presenting problem, formulate a plan for service that addresses MH and COD issues and their impact on client's interaction, and ensure complete and timely documentation pursuant to OAR 309.019.0140. Ensure productivity requirements are met by providing mental health treatment to individuals, couples, families, and groups that improve the client's level of functioning. Ensure clinical supervision requirements are met pursuant to OAR 833.030.0031. QUALIFICATIONS: Must have appropriate credentials and level of training and licensed as an LCSW in the state of Oregon or have a master's degree in counseling and be licensed (LPC/LMFT), or doctoral level education in Clinical Psychology (PsyD/PhD) and appropriate licensing and credentialing. Must have graduate course work in theory, diagnosis, and treatment of mental health and dual diagnosis disorders. Must have experience working with persons who have mental health issues and those who are in emotional distress. Demonstrate proficiency using DSM-5-TR, DSM V, and ICD-10. This will includes receiving warm handoff from medical providers related to mental health problems needing brief, evidence-based interventions including anxiety, depression, bipolar spectrum, substance abuse, prescription drug misuse, trauma, thought disorders, cognitive impairment, ADHD in adults and children, and parent training for children with behavior problems. Assess the nature and extent of each patient's emotional, behavioral, MH, and/or COD presenting problem, and provide any brief interventions necessary, typically ranging from 1-5 face to face visits (with some ongoing telephonic outreach) to ensure behavioral barriers to appropriate care are reduced. Demonstrates awareness of co-occurring disorders and chronic conditions and how each impacts patient outcomes and care. SPECIFIC DUTIES MENTAL HEALTH COUNSELOR: Assess the nature and extent of client's MH and COD presenting problem, formulate a plan for service that addresses MH and COD issues and their impact on client's interaction, and ensure complete and timely documentation pursuant to OAR 309.019.0140. Ensure productivity requirements are met by providing mental health treatment to individuals, couples, families, and groups that improve the clients level of functioning. Ensure clinical supervision requirements are met pursuant to OAR 833.030.0031. QUALIFICATIONS: Must have appropriate credentials and level of training and licensed as an LCSW in the state of Oregon or have a masters degree in counseling and be licensed (LPC/LMFT), or doctoral level education in Clinical Psychology (PsyD/PhD) and appropriate licensing and credentialing. Must have graduate course work in theory, diagnosis, and treatment of mental health and dual diagnosis disorders. Must have experience working with persons who have mental health issues and those who are in emotional distress. Demonstrate proficiency using DSM-5-TR, DSM V, and ICD-10.
