Job Summary
Location: Stockton, CA
The person holding this position is responsible during his/her shift for all personnel and equipment involved in the safe and efficient production of steam and electricity. He or she leads in the coordination, monitoring and controlling all on-shift operations. As the senior individual on duty, he or she has the responsibility and authority to take whatever action may be necessary to protect people, environment, and equipment.
Key Accountabilities
* Ensures that all site safety and environmental requirements and procedures are followed and takes corrective actions as necessary
* Assists the Operations Supervisor to plan, direct and perform housekeeping duties. Ensures housekeeping standards are maintained or initiates corrective action, as required
* Oversees all station operations, including startup, shutdown, inspection, routine chemical testing, all switching and tagging, equipment troubleshooting, writes, reviews, and revises operating and related procedures
* Assists the Operations Supervisor in maintaining administrative documents, generating reports and initiates action to replenish consumables
* Provides feedback to the Operations Supervisor regarding the technical and administrative conduct of shift operations
* Assists in the development and implementation of the planned daily operations schedule
* Assists in the orientation, training, development of O&M Technicians to assure high work quality
* Assists the Operation Supervisor in the planning of routine preventive and predictive maintenance on all systems and equipment. Supports corrective maintenance efforts on selected equipment
* Communicates with other company personnel on-site and at other locations. Represents the company in dealing with the public, steam and power customers, vendors, contractors, regulators, and other non-company personnel
* Maximizes plant efficiency and shareholder value without compromising personnel and equipment safety, environmental compliance, or the long-term commercial viability of the facility
* Available for scheduled and unscheduled shift coverage, performs tasks that require physical exertion and is expected to respond to off-hour call-ins when contacted by phone or company furnished pager or cell phone
* Establishes and maintains high personal and professional standards of safety and environmental conscientiousness and compliance
* Supports all departments and performs other duties necessary to fulfill plant requirements
* Perform all other duties as assigned
Minimum Education & Experience Requirements
* High school diploma or equivalent (GED)
* Three (3) years of power plant experience in operations and maintenance, including experience as a qualified O&M Tech III
Other Qualifications
Preferred:
* Experience with wood fired steam turbine electrical generation
Other Requirements:
* Must possess and maintain a valid state driver's license
* Knowledge of power plant safety policies and procedures, especially in the areas of high-energy systems, chemical handling, heavy equipment, rotating machinery, confined spaces, incipient fire suppression, and first aid
* Basic knowledge of or ability to understand fundamental principles related to physics, mathematics, AC and DC electrical theory, chemistry, water treatment process, thermal dynamics, heat transfer and fluid flow
* Knowledge of and experience in at least four (4) of the following skill areas: pipefitting, welding, machining, rigging, rotating machine repair, fabrication, machine alignment, piping schematics, mechanical drawings, electrical theory, electrical safety, vibration analysis, electrical test equipment, basic electrical trouble-shooting, and high- and low-voltage systems, equipment, and components
* Demonstrated knowledge regarding operation of valves, switches, controls, keyboards, and other devices associated with power plants
* Working knowledge of maintenance management systems
* Ability to comprehend and apply technical information, including mechanical and electrical drawings (such as blueprints, P&IDs, single-line diagrams and schematics) to problem-solving situations and troubleshooting
* Ability to locate, trouble-shoot, and adjust defects in mechanical equipment and/or maintain, install, modify and trouble-shoot plant electrical systems and equipment without "tripping" equipment (with supervision, if necessary)
* Ability to read, write, and communicate effectively in English and perform basic mathematical calculations
* Ability to communicate and coordinate work on technical subjects with others across job families and with outside vendors
* Operating and maintenance experience with various analytical and test equipment
* Demonstrated knowledge, skill and prior hands-on operational experience relating to instrumentation and control systems used in modern power stations, including burner management, combustion control, boiler controls, turbine controls, machine condition monitoring and continuous emissions monitoring (CEMS)
* Demonstrated knowledge, skill and prior hands-on operational experience relating to electrical systems used in modern power stations, including 13.8KV switchgear and motors, 4160-volt switchgear and motors, 480-volt motors and control centers, transformers, batteries, inverters and chargers, main generator, and excitation equipment
* Outstanding skill in leadership and interpersonal relationships

We process the landfill gas by removing the majority of the non-methane components including CO2, water, sulfur and volatile and non-volatile organic compounds to attain pipeline quality.
The RNG Operator will operate and maintain Landfill gas to High BTU processing facility; which will include Guild gas process, Gas Compressors, CO2 removal system, Thermal-Oxidizers, and H2S removal systems.
We also perform intermediate to sophisticated level Instrument and Control repair, maintenance, calibration and solving.
This site's weekly schedule consists of four 10-hour days; there are two shifts Mon.
-Thurs.
or Tues.
-Fri 6am-4pm or 8am-6pm.
Must be available for on-call duty on a rotating basis.
The schedule is subject to change per business needs and management discretion.
Key accountabilities Own the safe operation of the plant during assigned shift in the most efficient and productive method to maintain compliance with Standard Operating Procedures (SOP's) and prescribed safety and environmental standards.
Make periodic inspections of plant equipment to resolve accurate and normal operating conditions.
Check and record operational data such as fluid levels, temperatures and pressures, compare to trends and have the ability to make corrections as needed.
Review daily operating reports and other records to ensure specified operating characteristics in control of the plant equipment.
Perform preventive maintenance and solving on plant instrumentation and equipment.
Detect and correct faulty and malfunctioning mechanical and electrical components, devices and equipment.

REPORTS TO: Corrugator Supervisor
Responsible for all activities associated with running the slitter/scorer, including setup, operation, cleanup, and recommending improvements to operations.
DUTIES AND RESPONSIBILITIES
Enter information into computers to set machine for order changes, scores, speed, stack height, sheet count, and number of outs.
Verify accuracy of information in computer.
Execute order changes.
Cross check board being produced with the corrugator dry end lineup or order scheduling computer display to ensure it is the proper board test, size, scores are properly positioned and have the correct depth, color, and coating.
Visually observe and physically check board for quality, including but not limited to the following: cracked scores, cut liner or medium, loose edges or liner, oil, blisters, wrinkles, wash board, warp, clean slits, proper score depth, and appearance.
Perform soak tests as needed.
Set slitter to bring up the next run as necessary to avoid overruns or underruns
Set-up tear-tape machine and preprint as needed.
Communicate messages to the wet end regarding necessary adjustments.
Clear jams safely and assist in correcting other problems.
Turn in maintenance work orders to supervision for needed repairs.
Be proactive in the maintenance of equipment.
Adheres to production schedule.
Makes recommendations for optimizing the schedule to meet cost, quality and service goals.
Reports any unusual scheduling issues to Supervisor.
Assist in the training of dry end personnel.
Comply with all company policies and procedures, including safety and maintaining good housekeeping.

DEFINITION Under general direction, the Water Treatment Plant Operator is responsible to operate, monitor, and inspect the Water Treatment Plant and ancillary facilities. This classification is assigned to the Turlock City Employees Association bargaining unit for labor relations purposes and is subject to overtime assignments.
SUPERVISION RECEIVED AND EXERCISED
General supervision is provided by the Water Treatment Plant Operations Supervisor and may receive technical direction from the Senior Water Treatment Plant Operator.
Essential Functions - Include But Are Not Limited To The Following:
* Operate all necessary water treatment plant equipment to deliver potable water to the customers including plant flow rate and chemical.
* Compute chemical dosages and flow rates.
* Operate pumps, valves, and other equipment manually and remotely.
* Inspect, adjust, and operate equipment as required.
* Conduct water treatment sampling and process analysis, including jar testing.
* Maintain necessary reports and records.
* Observe and enforce safety rules.
* Under close supervision from Senior Water Treatment Plant Operator, control plant operations using SCADA.
* Maintain proper chemical applications and storage.
* Coordinate the delivery and receipt of plant chemicals and materials.
* Maintain accurate records and prepare reports regarding plant operations and water quality.
* Ensure that all analyzers and monitoring equipment are appropriately sending and storing accurate information via a cyber-secure SCADA system.
* Monitor processes using a SCADA control system.
* Participate in studies related to plant and filter rerating including operation of parallel pilot filters.
* Participate in special projects or studies as assigned.
* Assist with the preparation of technical and administrative reports, and other written documents, including the submittal of all regulatory required reports.

Qualifications:
Knowledge of:
* Principles and practices of water treatment, water transmission, and water storage.
* Drinking water quality regulations.
* Equipment, tools, and materials use in the operation and maintenance of the water treatment plant.
* Safety rules and regulations.
* Hydraulics, applied mathematics, chemical metering, pumps, SCADA and chemicals used in water treatment.
* Water sampling and analysis, including jar testing.
* Use of modern office equipment and applicable software.

Experience and Training Guidelines

Successful completion of the Water Treatment Plant Apprentice Program or equivalent program in water treatment plant operation; or two (2) years of experience in operation and maintenance of a water treatment plant including one year working as a certified T-2 operator for a T-2 facility or higher working as a certified treatment operator.
Training:
Equivalent to a high school education.
Licenses:
* Possession of an appropriate, valid Class C California Driver's License at the time of appointment, to be maintained as a condition of continued employment.
* Possession of a valid California Water Treatment Operator T-2 Certificate at time of appointment with the ability to acquire a Water Treatment Operator T-3 Certificate in 18 months of appointment to the position.
* Possession of a valid California Water Distribution Operator D-2 Certificate at time of appointment

Physical Conditions:

5. Candidates who are invited to participate in the oral examination and receive a score of 70% or more will be placed on an eligibility list. Ranking on the eligibility list will be based solely on the results from the oral exam.
6. Completion of a practical exercise may be conducted in order to further evaluate skills relating to essential job functions.
7. Top candidates on the eligibility list will be referred to the Municipal Services Director for final appointment consideration.
8. Final appointment will be contingent upon passing the following: reference review, medical examination which includes a drug/alcohol screening, hearing exam and vision exam.
VETERAN'S PREFERENCE SYSTEM
The City of Turlock has adopted a veteran's preference system (effective January 1, 2002). The percentage score achieved through an entrance (non-promotional) examination which ranks applicants on an eligibility list shall be adjusted to provide: (a) one (1) percentage point added to the final test score for each six (6) months of active service during a time of armed conflict, up to a maximum of five (5) points, and (b) five (5) percentage points added to the final test score for veterans who are disabled as a result of active military service during a time of armed conflict, regardless of length of service. Performs quality control checks on the equipment to ensure specifications are met. Tests may include pH, specific ions, resistivity, and TDS.
Repairs and helps maintain the bottles/tanks and other service type of equipment, which could include minor valve/PVC repairs, painting, and refurbishing as required.
Prepares resin tanks or mobile equipment by filling empty tanks with regenerated media.
Separates ion exchange resins as required
We take safety seriously and require everyone to wear personal protective equipment, for example safety glasses, gloves, ear plugs, and safety shoes, as required
