**Subcontracts Manager**

You will perform full range of procurement and administration activities associated with subcontracting work. You will Qualify suppliers, issue requests for proposals, evaluates proposals, maintains subcontract files in accordance to established procedures. You will oversee and perform the full range of procurement and administration activities associated with subcontracting work on a project. Under general direction, you will be accountable for the performance and results of a related discipline or sub-group within a function. You will be managing the delivery of functional objectives by providing leadership and direction to team members. You will participate in the development of functional strategy and may be responsible for global processes and procedures.

**Requirements/Qualifications**

· Bachelor's degree or experience in lieu of a degree preferred

· 10+ years' experience in subcontracts administration in an industrial construction environment

· Possesses strong understanding of contract "terms and conditions", experienced in resolving differences between supplier terms and conditions and client requirements

· Good written and verbal communication skills

· Must have the ability to work in a team environment

· Experience with procurement systems such as SAP, eSourcing and IPMS a plus

o May require walking the plant property

Reporting directly to the Engines and Power Systems New Product Strategic Sourcing Director; this position is responsible for the execution of all sourcing activities for development and pursuit programs related to Subcontract Management. The selected candidate will drive the subcontracting process from product definition through successful delivery of hardware. This role will require strong negotiation skills, high technical acumen, and program management experience.

Key Responsibilities

+ Ensure supply chain strategy is aligned to the strategic sourcing growth roadmap

+ Address technical requirement gaps and risks and drive resolution to sourcing constraints

+ Drive business case analysis to ensure financial benefits and alignment with program budgets

+ Negotiate long term pricing and supplier contributions including existing product cost reductions

+ Manage product changes and associated impacts to cost and schedule

+ Partner with broader Law and Contracts team to ensure alignment to non-standard supplier contract terms

+ Resolve disputes related to assertions that result due to program scope changes

+ Transition agreements to strategic sourcing team at the end of the development program

YOU MUST HAVE

+ Bachelor's degree and minimum of five years' experience in Supply Management/Sourcing/Procurement, Engineering, Program Management and/or New Product Launches

Dynetics, a Leidos Company, is seeking a Subcontracts Manager to join a diverse team to create unique solutions for complex programs in our Huntsville, Alabama location. This role will report directly to the Associate Director, Subcontracts and will be an integrated member of the supply chain organization. The Subcontracts Manager is responsible for full life cycle ("cradle to grave") subcontract management and materials management within the Dynetics Group Operational Leadership. This role will manage and lead a team of approximately 5-8 procurement professionals.

The Subcontracts Manager will oversee and manage overall subcontract compliance for programs in accordance with contract requirements, company policies and procedures, and applicable laws and acquisition regulations. The selected candidate will be a motivated leader and self-starter who can work independently and collaboratively, with program and manufacturing operations.

+ Accountable for all Operation procurement activities to include new business capture and program subcontracts execution

+ Lead full life cycle subcontract management activities for programs within the operations, including but not limited to: proposal support activities, negotiations of non-disclosure agreements, teaming agreements, preparation of solicitations packages to subcontractors, evaluation of subcontractor proposals, price analysis, negotiations of terms and conditions, award of subcontracts, subcontract administration, issue resolution and closeout activities
+ Develop strategy for competitions, negotiations, and managing subcontractor/supplier performance

+ Ensure that subcontract files are appropriately reviewed and approved in accordance with the Authority to Operate and in compliance with all contract requirements, company policies and procedures, and applicable laws and acquisition regulations, conducting regular file audits

+ Demonstrate strong interpersonal and communication skills to deal effectively with other functions and suppliers to solve issues of varying degrees of complexity

+ Ensure that customer solicitations are reviewed for potential risks, including compliance with requirements

+ Monitor supplier compliance, including timely delivery of deliverables, in coordination with the operations

+ Resolve supplier performance and/or quality issues in collaboration with operational leadership

+ Advise operations leadership on procurement issues

+ Promote a culture of long-term savings on procurement costs

Basic Qualifications

Requires a Bachelor's degree in a related field with 6 years of relevant experience OR Master's degree with 4 years of prior relevant experience. 10 years relevent previous experience will be considered in lieu of degree.

- Ability to work in a team with a fast paced environment

- Detail oriented and demonstrate the ability to work independently with minimal supervision

- Candidate must have an effective problem-solving mindset for support and execution

- Strong oral communication, establishing relationships with multiple stakeholders and internal customers

- Qualified candidates should have a working knowledge of FAR and DFAR.

Other Qualifications

2 years of supervising/leading teams and/or projects

Working knowledge of Microsoft Office (Word, Excel, etc.), and Adobe Acrobat are required

Strong organizational, written and time management skills

Deltek Costpoint experience a plus

Candidate must be a US Citizen and possess (and be able to maintain) a Final Secret Clearance or meet the eligibility to obtain (and maintain) a Secret Clearance.
