The Department:

Position:
The Aquatics Instructor is a part-time year-round position. Under the supervision of the Aquatic Supervisor and/or Recreation Supervisor, the person in this position will organize, lead and teach specialized aquatic activities and do related work as required.
Key Responsibilities
Conduct American Red Cross swimming lessons ranging from Parent/Child Aquatics to Learn to Swim Level Six
Promote participation, provide information on available programs and enforce required safety rules and regulations
Rescue persons in distress and render first aid
Assist in conducting special events and maintenance and operation of aquatic facilities
Qualifications
Possess current certificates in the following:
Must possess a current certificate in American Red Cross Water Safety Instructor (WSI)
Three months of experience as a swiminstructor is preferred
Knowledge of:
Principles and techniques of teaching swim lessons to all ages
Knowledge of lifeguarding techniques, first aid, and other aquatic instruction
Must possess a current certificate in American Red Cross Water Safety Instructor (WSI)
Ability to:
Interact and be patient and professional with the public
Ability to follow class guidelines and exercises, enforce required safety rules and regulations
Serve as an ambassador to the Parks & Recreation Department, as well as the City of Carlsbad

DEFINITION

Saturday 1:00-4:00pm
Seasonal for Summer Camp Swimming 10:00am-1:00pm

DUTIES & RESPONSIBILITIES:
Knowledge of water hazards, pool safety, lifesaving techniques and first aid; principles and techniques of swimming and lifesaving; and appropriate safety precautions and procedures.
Ability to swim with proficiency and endurance; analyze situations, react appropriately, remain calm and efficient in caring for problems; maintain constant supervision of assigned area and note any signs of danger.
Ability to effectively lead, manage and instruct youths, adults, and seniors in a class setting.
Provide appropriate swim stroke technique, form and endurance training including but not limited to breaking down a stroke, working with participants that exhibit fear and anxiety and providing constructive progress reports.
Visual and auditory ability to respond to critical incidents and the physical ability to act swiftly in an emergency.
Ability to establish and maintain harmonious relationships with staff, co-workers, volunteers, members and the general public.

THE DEPARTMENT
The Community Services Department is dedicated to enhancing the quality of life for residents by delivering a wide range of recreational programs, services, special events, and maintenance efforts that foster community engagement, environmental stewardship, and lifelong learning. The department is organized into four key divisions. Community Services Administration oversees strategic planning, budgeting, and coordination across all service areas. Recreation Programs and Citywide Special Events offer inclusive activities and events that promote wellness, cultural enrichment, and social connection. The City Parks, Landscape, Facility Maintenance and Ranger Patrols division ensures that Menifee's parks and public spaces are safe, clean, and welcoming through regular maintenance and patrol services. Lastly, the Solid Waste and Recycling Programs division supports sustainability through educational outreach, waste reduction initiatives, and recycling services. THE OPPORTUNITY
In addition to the class characteristics of a Lifeguard, the Water Safety Instructor will be responsible for providing high-quality swim instruction, promoting a safe aquatic environment, and supporting the overall operation of the facility. This role offers the opportunity to teach swimming and water-fitness classes, safeguard the well-being of pool users, and contribute to a positive community experience. Working under the direction of the Pool Manager, the instructor plays a key part in accident prevention, emergency response, customer service, and basic facility maintenance, making it an ideal position for individuals looking to build leadership skills, gain hands-on experience, and make a meaningful impact in a dynamic aquatic setting.
The Water Safety Instructor will be responsible for, but not limited to, the following:
* Collaborate with the aquatic team to plan, prepare, and deliver swim lessons for participants of all ages and skill levels.
* Communicate, explain, and enforce all facility rules, regulations, policies, and safety procedures.
* Respond to aquatic emergencies by performing water rescues and administering appropriate first aid when necessary.
* Actively monitor swimming areas to ensure participant safety and prevent accidents or unsafe behaviors.
* Build and maintain positive relationships with participants, parents, guardians, and community groups.
* Assist with routine cleaning and maintenance of the pool, deck, and other assigned facility areas.
* Maintaining order and enforcing established rules and safety procedures.
* Scanning designated swimming area constantly to ensure patron safety.
* Making frequent facility checks and maintaining facility cleanliness.
* Performing First Aid and CPR techniques, and water rescue and safety procedures.
* Instructing and interacting with aquatic program participants of all ages.
* Performing facility and equipment set-up, take down, and general housekeeping.
* Perform other related duties and responsibilities as assigned.
KNOWLEDGE OF

* Employment Standard: Minimum of any combination of education that would provide the required knowledge and abilities. Must be at least 15 ½ years of age at time of employment.

* Perform emergency rescues; perform first-aid measures, including mouth-to-mask resuscitation.
* Perform preventative maintenance and repairs on facilities and equipment, including monitoring chemical balance in pools, back washing pools, and related functions.
* Assist in registering pool patrons; collect monies; balance and reconcile cash drawer.
* Compile daily, weekly and monthly attendance sheets; maintain records.
* Maintain records on activities and operations; document information in logbooks.
* Perform a variety of custodial functions around the pool area; vacuum pool, scrub tiles and hose down deck; maintain washrooms and showers.
* Assist in planning and conducting community events, general programs, and facility rentals; set up and takes down tables, chairs, and equipment for classes, activities, events, and meetings.
* Provide basic facility maintenance.
MINIMUM AND DESIRABLE QUALIFICATIONS
The ideal candidate will have a high school diploma, a recognized equivalent, or be currently enrolled in high school. Candidates must be at least 15½ years of age at the time of appointment.
Additionally, the ideal candidate will have one (1) year of experience in lifeguarding, competitive swimming, and/or water sports. Any combination of these experiences will satisfy the requirement
Additionally, possession of, or ability to obtain, by time of appointment:
* American Red Cross (or equivalent) First Aid/CPR/AED for the Professional Rescuer certification.
* American Red Cross (or equivalent) Lifeguard certification.
* American Red Cross (or equivalent) Water Safety Instructor certification.
* American Red Cross (or equivalent) First Aid for Public Safety Personnel (Title 22), - desirable but not required.
* The City will determine equivalency of certifications.

RECRUITMENT PROCESS

Appraisal Interview
The appraisal process includes both an oral interview and an in-water/on-deck skills assessment, conducted on the same day. Applicants will take part in a structured oral interview led by a panel of Recreation subject-matter experts. Each candidate will be evaluated on their responses to standardized questions designed to measure their qualifications, communication skills, and overall suitability for the position.
Interviews and skills tests for qualified applicants will be held on a designated weekend at the Paloma Valley High School pool.
IMPORTANT - REQUIRED DOCUMENTATION
All applicants who advance to the interview and skills test must complete an Applicant Release of Liability Form on the day of testing.
* Applicants under 18 years of age must have the form signed by a parent or legal guardian.
* Failure to submit this form will result in disqualification from the testing process, as participation in the skills assessment cannot proceed without it.
Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
Eligible List: Once the appraisal has been completed, HR will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
PHYSICAL DEMANDS
Maintain physical fitness, including the ability to swim 300 yards, tread water, and lift, retrieve, and move over 100 pounds, including heavier swimmers and maintain stamina in all types of weather. Ability to exert moderate physical effort in standing and walking, and stooping, kneeling, crouching, and crawling, and carrying, pushing, or pulling objects. Ability to lift and carry pool equipment, supplies, and furniture weighing up to 50 pounds. Additional testing requirements are established by the department.
Sensory demands include the ability to talk and hear. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus.
While performing the duties of this class, the incumbent is regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve problems; use math and mathematical reasoning; and interact with patrons, staff, and the general public, and handle conflict situations involving the enforcement of safety standards and practices.
ENVIRONMENTAL CONDITIONS
The employee is constantly exposed to wetness and moisture. The employee may be exposed to chlorine, acids, and other chemicals at aquatic facility, as well as blood and body fluids rendering first aid and cardiopulmonary resuscitation. Employees may interact with upset facility users and general public while enforcing departmental policies and procedures and safety requirements. The noise level varies between being moderate and loud depending upon pool play and number of users and typically ranges from 70 decibels to 80 decibels or higher. The employee is expected to work variable hours, including different shifts, evenings, and weekends.

The Department

The Division
The Recreation Services Division is responsible for overseeing recreation activities including youth and adult sports, management of city facilities (park buildings) and a variety of special events throughout the year. The Program
The Recreation Services Division offers a wide variety of Aquatic Programs and Classes at The Victor E. Benstead Plunge pool year-round. The Victor E. Benstead Plunge has been serving the community since 1956. "The Plunge," as commonly referred to, is a heated Olympic sized 50 x 20 meter outdoor pool, open year round. The pool is divided into two courses; one 25 yard and one 26 meter course. The pool is heated year-round to about 80° to 81°. The Plunge operating hours are from 4:30 a.m. to 10:00 p.m., with classes and programs offered at various times.
The Positions
LIFEGUARD ($18.94 - $20.88 per hour)
Lifeguard duties include but are not limited to:
* Enforce pool safety rules and regulations;
* Monitor swimming and other pool activities;
* Rescue swimmers in danger of drowning;
* Apply cardiopulmonary resuscitation (CPR) and first aid;
* Inspect swimming pool for cleanliness and perform routine maintenance;
* Keep a daily log of rescues and other emergencies and prepare written reports of these activities;
* Assist in teaching swimming techniques.
AQUATICS INSTRUCTOR ($19.40 - $21.39 per hour)
Aquatics Instructor duties include but are not limited to:
* Perform lifeguard duties;
* Teach swimming techniques, diving, water polo, and competitive and synchronized swimming;
* May coach the swim team and officiate at swim meets.
HOURS: This is a recurrent, part-time, non-civil service, as needed position. Shift hours may include early mornings, evenings, weekends, and/or holidays.Lifeguard
Possession of the following current certificates at time of appointment:
* Red Cross First Aid (either multi-media, standard, or advanced);
* Red Cross or American Heart Association CPR; and

The Performance Test will consist of a 200 meter medley swim and a simulated rescue. The medley will require the breaststroke, the sidestroke or the butterfly, the backstroke, and free style. You must complete the medley in four (4) minutes & thirty (30) seconds or less to qualify. The rescue involves a 70-foot swim, surface dive to retrieve an object, and return. Total time for both the medley and the rescue must be five (5) minutes & thirty (30) seconds or less to qualify.
