POSITION SUMMARY
TRC seeks highly motivated, qualified individuals to join our growing Pacific Northwest Permitting, Planning and Licensing team as a Staff Environmental Planner - Permitting Specialist. The successful candidate will be an integral contributor with opportunities to lead project tasks within our dynamic, growing practice actively developing projects in Washington, Oregon, Idaho, and beyond. Our practice is focused on energy generation, power transmission, power storage, utilities infrastructure, and commercial development projects. This position will be associated with one of our Pacific Northwest offices (Seattle, WA; Portland, OR; Milwaukie, OR). We currently have an accommodating work schedule environment: Working from a TRC Office or various locations within Washington, Oregon, and Idaho is a possibility, however infrequent travel will be required for project needs and internal/external meetings.
Responsibilities
Job Responsibilities:
The duties of this role include site/feasibility analyses, preparing environmental documents, providing consultation with regulatory agencies, and public involvement. The successful candidate will have task management responsibilities and assist the management team to grow our Pacific Northwest practice.
* Lead the preparation of documents in compliance with Washington state, Oregon state, Idaho state, and local jurisdiction permitting.
* Work on multiple assignments simultaneously and communicate effectively to deconflict competing priorities and schedule deadlines.
* Lead or participate in client, agency consultation, and internal team meetings
* Interface directly with clients, internal team members including subconsultants, regulatory agency staff, and tribal representatives.
* Manage project/task delivery to meet client expectations as well as TRC quality, safety, and financial goals.
* As part of a team, lead and/or assist preparing competitive bid proposals and participate in client/business capture opportunities.
* Complete company administrative tasks as required.
* Represent TRC at public meetings.
* Mentor and train junior staff.
* Flexibly to meet project-specific requirements that may extend beyond the typical workday or work week.
Qualifications
QUALIFICATIONS, SKILLS AND ABILITIES
* 7-10+ years of professional experience completing siting/feasibility analyses and land use permitting, with particular knowledge and working experience given to Oregon and Washington local/state land use permitting.
* Strong working knowledge of Oregon state and local permitting requirements is essential.
* Able to address EIS requirements of the Washington State Environmental Policy Act (SEPA).
* Familiarity with land development, energy and/or transportation-related projects is preferred.
* Technical writing and communication skills are mandatory.
* Excellent analytical reasoning skills and technical writing to identify project constraints, proposed solutions and deconflict project siting.
* Able to work productively with state and county agencies involved with project permitting.
* Able to maintain a positive attitude and deliver exceptional client service and leadership, while sometimes working under aggressive schedules, demanding clients, and controversial projects.
* Able to prioritize, organize, and perform competing work assignments simultaneously.
* Able to manage task scope, schedule, and budget while meeting client needs.
* Able to travel as needed for project assignments and pursuits.
* Possess a valid driver's license and driving record acceptable to TRC's insurance carrier.
PREFERRED QUALIFICATIONS:
Preference will be given to applicants with:
* Bachelor's or Master's degree in Planning, Regional Planning, Environmental Planning, Environmental Science, Policy, or a related field.
* Able to effectively direct and support other technical staff, field teams, and interact with clients, stakeholders and contractors.
* Federal NEPA experience with USFS, BLM, DOE, FHWA working on NEPA Environmental Assessment and/or Environmental Impact Statement.
* Strong working knowledge of Oregon permitting processes for land use development and utilities projects.
* Candidate must demonstrate strong working knowledge of Oregon permitting processes for power and utilities projects, including the State of Oregon Energy Facility Siting Council (EFSC) process.
* Experience with wildfire hazard reduction and mitigation experience in Oregon and northern California.

The successful candidate will complete data analyses and author technical environmental documentation. This position will also engage with regulatory permitting and consultations.
* Serve as the technical resource with up-to-date expertise/guidance regarding federal, state (Washington, Oregon), and local regulatory requirements for biological and natural resource protocols, regulations, permitting processes, and common pitfalls.
* Work on multiple assignments simultaneously and communicate effectively to deconflict competing priorities and schedule deadlines. Direct team members to do the same.
* With minimal supervision, plan and lead natural resources field surveys, mapping, and impacts assessment evaluations that conform with federal, state, and local manuals and regulatory requirements.
* Mentor and train junior staff on plant identification, soil characterization, species protocol surveys, and aquatic resources assessments as applicable.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Include the following: Other duties may be assigned.
Maintain a Valid Drivers License and a working vehicle (car or truck, no motorcycles) at all times
Receives orders, obtains information, and gathers paperwork from Operations Supervisor(s) on movements.
Ensures that all equipment is in good operating condition - calibration verification, correct and clean. This includes safety and monitoring equipment appropriate to the job.
Reports to job-site punctually and observes all applicable company federal and state regulations and standards, Terminal, Refinery, and/or vessel requirements, including safety and measurement standards.
Attends “Key Meetings” with external personnel ashore and/or abroad. Represents the Company by appearance and conduct. Behaves ethically at all times.
Communicates any problems, discrepancies, or other noteworthy incidents to the Operations Supervisor and/or Dispatcher without delay
Obtains samples, gauges shore tanks, vessel(s), barge(s), railcar(s), and/or tank truck(s) as specified per job order.
Labels sample containers with full and correct identifying data, including location of sample, material, type of sample, safety information, time collected, etc.
Promptly and accurately calculates quantities and completes all required paperwork and distributes copies appropriately.
Promptly and safely delivers samples to the laboratory for analysis or turn in for retain, or client facilities for analysis or retain.
Reviews any discrepancies with Operations Supervisor, signs and returns job order form.
Maintains a 24-hour on-call status. Supports and participates in the Company's Business Management System (BMS). Attends company meetings as required.

We are seeking Outage Management System (OMS) Applications Sr. Engineer with experience with the OMS system, including direct experience with configuring SOM, Field Mobility, and associated modules to join our TRC Digital team.

The OMS Applications Sr. Engineer will be an essential part of our team to grow our Engineering practice in the Operational Technology and Control Systems domain.
Responsibilities
* Responsible for working directly on OMS configurations including SOM, Crew Management, ETRs, Field Mobility, and other OMS related modules.
* Attend and actively participate in workshops related to OMS.
* Contribute to building requirements, project planning, ensuring all technical dependencies related to OMS are accounted for.
* Collaborate with customers to understand operational needs and support planning, configuration, testing, implementation, and cutover phases for OMS systems.
* Provide design documentation as needed for the OMS, SOM, and Field Mobility solutions, as part of the overall project.
* Conduct system and acceptance testing with end customers to ensure functionality and compliance.
* Assist with solutioning to integrate third-party systems effectively.
* Responsible to troubleshoot complex issues and work with technical experts across various domains to resolve challenges.
* Travel to customer sites to deliver, test, and integrate systems directly with customers.
Qualifications
* 5-10 years of experience working directly on the OMS systems and associated modules.
* Above experience must include knowledge of products from at least one of the major ADMS/OMS vendors, such as GE, AspenTech/OSI, ABB, Schneider Electric, or Oracle NMS.
* Proven experience supporting critical operational or information technology systems.
* Knowledge of most OMS processes and modules, including outage management, dispatching, switching, field mobility, and the integrations coming in and out of OMS.
* Understanding of the ADMS platform and how it is incorporated with the OMS solutions and modules.
* Familiarity with Distribution Control Center operations and experience working with Operators and Dispatchers.
* Strong work ethic with a demonstrated ability to learn and adapt to new technologies and challenges.
* Solid OT systems background with the ability to troubleshoot and resolve issues across complex systems.
* Bachelor's degree in Electrical Engineering, Computer Engineering, Systems Engineering, Computer Science, or equivalent.
* Willingness to travel, averaging 25%.

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.
Other Compensation: Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.

Salary Range
USD $87,984.00 - USD $149,365.00 /Yr.
