The Iowa Department of Health and Human Services (HHS), Division of State-Operated Specialty Care, Bureau of Civil Commitment Unit for Sex Offenders (CCUSO) is seeking a Part-time Psychiatric Security Specialist to join our team! This is a part-time position with strong opportunity for advancement, growth, and development.
The Psychiatric Security Specialist provides direct-care services of both a security and treatment nature at CCUSO. This position assists mental health staff and performs a wide range of security functions in creating a maximally therapeutic environment for the care and treatment of individuals with mental abnormalities and/or personality disorders who were convicted of a sex offense. Routine duties of the Psychiatric Security Specialist include, but are not limited to, supervision of various patient activities at the CCUSO facility, facilitation of psycho-educational group activities, documentation of patient behaviors, operation of the master control center, conducting basic physiological assessments such as taking blood pressure, administering basic first aid, supervision of patients on medical trips outside of the facility, maintaining strict confidentiality with regard to program and patient matters, and calmly deescalating patients as needed.
The part-time Specialist supervises approximately 120 residents, works 20-24 hours per week, and provides coverage to various treatment activities throughout the assigned shift. The position also provides back-up for full time staff to ensure adequate protection is in place for the safety and security of the institution.
Applicants will be required to complete a background check to be considered for this position.
CCUSO provides a secure, long-term, and highly structured setting to treat sexual offenders who have served their prison terms, but, in a separate civil trial, have been found likely to reoffend. The facility provides state-of-the-art treatment to patients to lower their risk of re-offending and to release them from confinement as quickly as possible. Officers will be dealing with all age groups from juveniles to adults. Officers will also be dealing with all levels of the Criminal element. This work always has the potential for personal danger. Officers receive direction from the Chief of Police and carry our those assignments in accordance with established operating procedures, but at all times an officer must be able to act without direct supervision.
ESSENTIAL DUTIES and/or RESPONSIBILITIES include the following:
Exercise authority consistent with the obligation imposed by the oath of office.
Patrol assigned areas on the Omaha Reservation to enforce laws, investigate crimes, and arrest violators.
Shall promptly obey all legitimate orders.
Drives vehicles though assigned areas, observing and investigates disturbances, such as unlawful intrusions, fines and property damage. Patrols designed areas of the reservation on foot, motorcycles, bicycles, horse, or car to serve and protect the public.
Apprehends unauthorized persons found on property, using force if necessary, and releasing them to custody of authorities at facility.
Writes case reports and keeps a daily log.
Assumes control at accidents to maintain traffic flow, assist accidents and victims. And investigates causes of accidents; in extreme emergencies transport accident victims to local hospitals.
Protects property of the Tribe, local business establishments by detecting vandalism, thievery, shoplifting, or dishonesty among employees or patrons. Conducts on own initiative or on request of management.
Contacts supervisor by radio or telephone to report irregularities and obtain further instructions.
Responds to emergency calls (i.e. domestic and civil complaints, child abuse, robberies, traffic accidents, etc.) and any other type of necessary police action. Responds to back up on crimes in progress and helps secure the safety of Officers in danger.
Conducts interviews to learn nature of citizen's complaints, to gain information leading to the location of missing persons, to obtain all pertinent date related to emergency or criminal situations or criminal offenses.
In criminal cases Officers conducts interrogations to determine probable cause. Identify suspects and obtain information necessary to make arrests.
Conducts preliminary investigations at scenes of crimes to include keeping onlookers at a safe distance, isolating and securing the crime scene, and locating, collecting, labeling and safeguarding evidence. Obtains necessary evidence while interacting with suspects, victims, complainants and witnesses concerning crimes.
Ordinarily the hours of duty will be established by the supervisor, however, they shall be subject to return to duty at any time in case of special needs to emergencies.
Shall respond punctually to all of their assigned patrol district for protection of life and property; prevention and suppression of criminal activity and disturbances; recover and return of stolen and/or lost property; apprehension and assistance in the prosecution of offenders; prevention of accidents and the regulation of traffic and preservation of peace.
Files complaints against suspects and testifies in court as witness. Appears in court to present evidence and testify against person's accused of crimes.
Locates and takes persons into custody on arrest warrants.
Serves subpoenas and summons; keeps records of dispositions.
Enforces curfew for juveniles.
Promotes and provides good community relation with assignments on a daily basis.
Continual training in Law Enforcement as mandated by department.
Enforces traffic and parking regulations to include; making traffic stops; inspecting operators; licenses and vehicle registrations; judging whether to issue warnings, traffic tickets or vehicle code violations tickets; explaining the reasons for issuing the tickets and their consequences; and determining the ability of the drivers to operate their vehicles. Operates radar to identify speeding vehicles.
Administers roadside sobriety tests, arrests intoxicated drivers, and completes chemical analysis requests in Driving Under the Influence (DUI) cases.
Arrests persons suspected of crimes. Handcuffs suspects or prisoners by prescribed methods and means. Provides accurate, complete and factual information to persons involved in arrests including advising then of their rights, duties, and privileges.
Completes written reports such as activity logs, daily reports, and arrest reports, and files them or forwards them to appropriate divisions or external agencies; completes reports on crime against person, property, or of a criminal intelligence nature.
Determines probable cause to arrest or search. Prepares affidavits and serves authorized warrants.
Establishes Police lines at fire and crime scenes, institutes vehicular and crowd control procedures, allowing only authorized persons to pass through barricades. Directs and controls traffic to facilitate vehicle and pedestrian flow and to prevent accidents.
Participates in the dispersal of unruly gatherings.
Stands inspection inspects equipment and services personal firearms.
Interacts formally with schools, community groups, participates in departmental community relations programs, Drug Awareness Resistance Education (D.A.R.E.) and helps citizens from neighborhood watch groups.

Job Purpose & Position OverviewCorrections officer is to maintain order, security, and safety within correctional facilities and detention centers. Oversee and supervise individuals who have been arrested, are awaiting trial, or have been sentenced to incarceration. Conduct safe and secure transport of inmates to detention facilities. This involves enforcing rules, preventing disturbances and escapes, and ensuring the well-being of both inmates and staff. Required Qualifications/Skills:

Job Purpose & Position Overview
Corrections officer is to maintain order, security, and safety within correctional facilities and detention centers. Oversee and supervise individuals who have been arrested, are awaiting trial, or have been sentenced to incarceration. Conduct safe and secure transport of inmates to detention facilities. This involves enforcing rules, preventing disturbances and escapes, and ensuring the well-being of both inmates and staff. Enforce the rules and regulations of the correctional facility, ensuring inmates adhere to codes of conduct and disciplinary measures.
Essential Duties/Responsibilities include the following:
Encompass the oversight of criminal offenders in one of the following: detention center, correctional institute, community-based detention center, community based correctional treatment center, or a rehabilitation center.
Operate the overall facility in accordance to policy and procedures.
Supervise inmate movement and maintains discipline within the facility, on the grounds, and during recreational activities.
Provide inmate supervision during transports to courts, medical appointments and to other facilities and coordinates and supervises inmate services, activities and programs.
Supervise or conduct searches and seizes contraband within the facility, in cells, on inmates and prevents the introduction of contraband into the facilities.
Maintain the security of the facility as well as the custody, safety and humane treatment of inmates.
Conduct intake and classification new inmates.
Provide humane and ethical treatment of inmates at all times.
Enforce standard rules and regulations governing the operations of the detention facilities and programs, confinement, safety, health, and protection of criminal offenders.
Provide preliminary interviews for physical and mental health with classification assessments.
Provide criminal offenders with an orientation into the facility's rules and operating procedures through the Inmate Handbook.
Assist in coordinating offender services, activities, and programs.
Observe and supervise offender movement, conduct welfare checks and physical counts of inmates, maintain discipline and prevent the introduction of contraband in the facility and complete proper documentation.
Instruct offenders in housekeeping, sanitation and in the proper use and care of tools and equipment used in sanitation and in the proper use and care of tools and equipment used in performing unskilled or semi-skilled work inside or outside of the facility.
Assist in the management of inmate behavior of offenders in need of supervision.
Transport to court, medical and other facilities and provide close supervision of the offender throughout the transport.
Implement all safety aspects of facility emergency management plans to include fire and emergency evacuations.
Provide for vehicle safety and security by providing defined offender supervision, searches, transportation, classification, and counts, along with maintaining fire safety, key control, perimeter security, and compliance with offender rules.
Ensure that offenders are released from the facility according to established regulations and operational descriptions.
Complete facility observation on maintenance that is needed by reporting and documenting to the supervisor that a repair is needed
Always exhibits high moral standards and uses good judgment and discretion
Performs other tasks as specified by Chief of Police
Required Qualifications/Skills:
Certified Law Enforcement Candidates preferred.
Must have a valid drivers license and meet the Winnebago Tribes drivers eligibility requirements.
Must not have felony or serious misdemeanor convictions or arrests on record.
No DUI convictions within the last 5 years.
No domestic violence convictions and/or history of domestic or family violence arrests and/or protection orders.
Must be of good moral and ethical character with the highest professionalism.
Must have basic knowledge of radio procedures and the ability to operate radio equipment.
Must acquire and retain corrections officer certification as a condition of employment.
Must acquire and retain first-aid and CPR certification as well as operational knowledge of first-aid equipment.
Must be proficient in a variety of computer software programs and have basic operating knowledge of a variety of computers and office equipment.

Must have thorough operating knowledge of the difference between criminal and civil infractions.
Must have basic knowledge of, and certification in, intermediate weapons while performing corrections duties.
Must maintain strict confidentiality, at all times, due to major access to sensitive information.
Must possess the ability to pass a federal background check and pre-employment drug screen and will be subject to random drug screening throughout tenure.
Education Required:
High School Diploma or G.E.D. is preferred.
College Degree preferred
Training Requirements:
Must be willing to pursue a training and educational plan.
Must attend all department training and meetings as directed by the established Chain of Command.
Must attend and complete basic Police Academy training within the first year of employment.
Certificates, Licenses & Registrations
Corrections Officer basic training certification is required within one year of employment.
All applicants will comply with 45 CFR 1301, Subpart D, Section 1301.31, C and D, which require all prospective employees to sign a declaration prior to employment regarding all arrests and convictions of child abuse or violent felonies, and to comply with PL 101-630 and PL 101-637 regarding criminal records check.
Physical Requirements:
Must be physically fit for duty. Normal work to very heavy work (ability to lift over 50 lbs.)

The applicant is regularly required to sit, stand, and walk for extended periods of time and use of both hands (and feet) to operate keyboard, phone, various office equipment, firearms, and vehicles.
