Position Overview The Human Resources & Payroll Administrator plays a key role in supporting the daily operations of the Human Resources department. This position works closely with the Human Resources Manager to ensure smooth, compliant, and efficient HR and payroll processes across the organization. The ideal candidate is detail-oriented, highly organized, and comfortable managing sensitive information with professionalism and discretion. As the organization continues to grow, this role will also support recruitment, onboarding, benefits administration, compliance, and other HR functions to ensure a positive and consistent employee experience. Key Responsibilities Human Resources Support Assist the Human Resources Manager with a wide range of HR functions and projects. Support recruitment activities, including posting positions, coordinating interviews, and preparing offer documentation as needed. Support onboarding processes, including preparing new hire documentation, coordinating background checks, and ensuring a positive onboarding experience. Maintain accurate and confidential employee records in accordance with organizational policies and legal requirements. Maintain accurate employee data in HRIS and payroll systems; ensure data integrity across platforms. Assist with benefits administration, employee communications, and HR‑related inquiries. Provide administrative support for performance management, employee relations, and other HR initiatives as assigned. Assist with compliance reporting, audits, and required state and federal documentation. Provide administrative support during high-volume hiring periods as the organization expands. Payroll Administration Manage the biweekly payroll process in ADP, ensuring accuracy, timeliness, and compliance. Maintain and update payroll records so employee information is current, complete, and compliant with organizational and legal requirements. Review and verify timesheets, wage changes, deductions, and other payroll-related data with a high level of accuracy. Ensure accurate tracking of paid leave, accruals, and wage adjustments. Serve as the primary point of contact for employee payroll questions, providing professional, clear, and timely support. Partner with the HR Manager and the Finance team on payroll reconciliation and to resolve discrepancies promptly, ensuring clean and accurate payroll cycles. Reconcile payroll reports and assist with journal entry preparation. Support year-end payroll activities, including W‑2 preparation and reporting requirements. Recommend and support process improvements in payroll workflows. Qualifications Prior experience in human resources, payroll, or a related administrative role. Familiarity with ADP or similar payroll systems is strongly desired. Knowledge of employment laws, wage and hour compliance, and HR best practices, or willingness to learn through guided research. Strong attention to detail and ability to maintain confidentiality. Excellent communication, organizational, and time‑management skills. Ability to work independently while also collaborating effectively within a team. Comfort working in a fast-paced environment with shifting priorities as the organization grows. Work Environment This is a full-time, on-site position that requires regular interaction with employees, managers, and external partners. Key services areas include homelessness prevention; Anti-Human Trafficking and Sexual Assault/Abuse; Justice Involved Youth & Young Adult Community Partnership Work; School & Community Education, Outreach & Support Services. The Centralized Client Services division within YouthCare's Programs Department is responsible for connecting youth and young adults to services that provide continuity and stabilization; connecting youth, young adults and families to critical resources and services to prevent homelessness; outreaching into the community to educate the public and share the work YouthCare is doing to end youth homelessness; and working internally to foster an integrative service delivery approach that elevates team member competencies and success in providing culturally relevant services. This position will work in a multidisciplinary environment, collaborating with staff across programs to support the diverse and intersecting needs of young people engaged with YouthCare. The role includes conducting housing assessments, Coordinated Entry for All (CEA) nominations, diversion, prevention, and housing navigation to appropriate housing and community resources. The Client Services Navigator will work across funding streams and be able to use varied modalities to support clients towards stability and housing. The Client Services Navigator is expected to work closely with all Orion Center staff and related programs, providing broader programmatic support and ensure coordinated service delivery and holistic client support. This role requires flexibility, collaboration, and strong organizational skills to support young people and young adults in crisis as they work toward stability and independence. ESSENTIAL RESPONSIBILITIES: Client Empowerment & Outcomes Leadership: Manage a caseload of 20-25 clients at a time, maintaining a minimum of 20 active cases. Conduct comprehensive housing assessments, create individualized service plans, and support clients through the CEA nomination and referral process. Support clients in developing self-advocacy and life skills necessary for long-term independence. Coordinate services across YouthCare's programs-including Orion Center and other internal sites-to ensure consistent, integrated care. Support clients with a broad range of needs, including housing instability, behavioral health, education, employment, and life skills development. Documentation & Accountability: Maintain accurate and timely documentation in YouthCare's Caseworthy system, including service plans, progress notes, discharge summaries, and more. Team Leadership & Collaboration: Provide on-site, in-person support to young people while maintaining professional boundaries.
