The role provides enforcement, support, maintenance, and monitors roadway situations to ensure a high level of public safety while being responsive to public feedback. The City of Aspen parking department promotes teamwork and collaboration, as well as the ability to work independently. The department is always looking for innovative ways to perform our duties and explore the next level technology to support our department. Become part of a team that promotes safety, education and compliance with parking regulations. Cross collaboration with many other city departments, including Transportation, Engineering, Streets, Parks, Utilities, and the Aspen Police Department. The expectation of the employee is to perform all duties in a professional and courteous manner, consistent with the organization's values and mission statement. Supervision Received: Position works under the general supervision of the Parking Operations Manager. _______________________________________ Essential Job Functions: Daily Enforcement * Enforces Aspen's paid parking in Downtown Core, 10 a.m. to 6 p.m. Monday-Saturday, and in Residential Zones, 8 a.m. to 5 p.m. Monday-Friday. Issues orange tags when outstanding parking tickets on vehicles reach a certain level; and towing vehicles when verified and directed by parking office personnel. Coordinates with towing company to impounded vehicles; install vehicle immobilization device to ensure payment of outstanding tickets and fees. Responds to citizen and police complaints about parking issues. * Enforcement responsibilities include identifying fraudulent or altered Day Passes, Carpool Passes, Lodging Permits, ADA permits, or temporary vehicle license plates. Verifies and calls in expired license plates to dispatch for referral to city police. * Monitors and enforces specifically marked and/or timed areas including but not limited to; taxi and shuttle zones, official vehicle only, police only, bus stops, Red Brick lot, ACRA parking lot, Lone Pine Drive, park use only, 1-hour timed zones, 30-minute timed zones and behind City Hall. Monitors and enforces Maroon Creek Road after normal business hours for High School Football games, ARC events and for other special events. Monitors and enforces Aspen Recreation Center parking lot before normal business hours on weekdays during school from 7:00 to 8:30 a.m. for non-ARC use violations. * Optional training at Brush Creek Parking Kiosk and Rio Grande Parking Garage, to provide for additional coverage. * Exposure to traffic and hazardous situations, including getting in and out of GO-4 enforcement vehicles on busy streets and walking around stationary and moving vehicles while performing duties. * Acts as a backup for filling in and assigning duties on the officers' daily duty board. Manages communication with difficult customers. Understands the macro picture of the mobile payment systems. Communicates to the parking team when a fraudulent parking pass has been detected out in the field and provides documentation. Manages the short-term meter collection. Ensures that temporary construction and event signage go up and come down at the correct times. Confirms that sign inventory is up to date and orders replacements as needed. Helps in the other areas of the parking process as needed. Safety * Closely monitors Fire Lanes and Fire Department Parking areas, including 400e Hopkins, 500e Dean Street, 500s Spring Street and the alley behind the Concept 600 building ( 100 Flanders Place) for fire and life/safety issues. Exercises appropriate judgement when issuing tickets for such things as parking in loading zones or alleys, double-parking, bus stops, and no-parking zones near intersections, keeping public safety as a priority. * Assists with traffic control when requested by police, or when practical, such as when delivery vehicles are backing out of alleys, during high volume holiday weeks or during vehicle towing operations. Assists with special events which includes assisting with towing vehicles, parking, traffic, signage, cones and barricades, and crowd control. * Monitors and enforce RFTA Bus Lane on West Main Street for "No Parking". during posted hours on weekdays, ticket and tow blocking vehicles when necessary. Maintenance * Twice-weekly collections of Short-Term Meter revenue; bi-weekly collections of Pay-Station revenue; take coin deposit bags to bank after collections. May assist with the installation and maintenance of parking signs and poles. Puts out and picking up temporary No Parking signage around town for construction zones, tree trimming, special events. Assists with the installation, removal or relocation of the parking pay stations and short-term parking meters. Basic maintenance, cleaning and fueling of city vehicles, including Go-4s, van and pickup * Delivery and removal of metal temporary signage poles and bases (e.g., handicapped parking signs for polling places and construction zones, and no-parking signs for special events, or during winter season when ground is frozen and new sign installation is impractical) requiring moderately heavy lifting. Maintains inventory in sign room in parking garage. Maintains bicycle "corrals" around town. * Helps in managing and scheduling maintenance and repairs for departmental vehicles. Departmental Support * Cross-trains with coworkers to provide support and coverage in a team environment. Serves as a team leader, team member or support for project teams. * Trains new officers on the proper use of 2-way radio. Trains new officers on the use of the Verrus software. Helps new officers to understand the Municipal Code system process. Ensures participation from all officers during staff meetings. Builds a partnership with other city departments as needed. Communicates to the Programs Manager any issues with the T-2 enforcement software. Coordination * Represents the City of Aspen during Municipal Court parking dispute cases and provide accurate testimony and evidence. Works with towing company to tow impounded vehicles; install vehicle immobilization "boots" and/or Barnacle devices to ensure payment of outstanding tickets and fees. * Performs scheduled "Core Count" data and statistical collection to help document parking usage and trends. Makes sure all certifications are up to date. Customer Service * Acts as an ambassador for the city to assist motorists, tourists, and locals by answering questions, offering directions, providing outstanding customer service, and assisting as possible. Deals with upset customers. Communicates with local businesses in the core. * Helps new officers understand what Word Class Customer Service looks like. Ability to be trained on specialized mobile and computer programs and associated technology. Knowledge and operation of Pay by Phone and Way to Park smartphone parking apps. Licenses & Certifications: Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date. Complete City provided training within six months: Attend and participate in periodic and annual safety training courses, such as First Aid, AED, CPR, Active Harmer Training; Fire Extinguishers; Ladder Safety; Slips, Trips and Falls, etc. Additional Requirement: Must be at least 21 years of age. NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above. Preferred Candidate: Has familiarity with Aspen's parking ordinances, enforcement policies, and city code and knows the location of all city streets. NOTE: This position requires a drug test (to be completed at PROCOM - Glenwood Springs), a physical examination (at Grand River Health Clinic West - Parachute), and a Criminal Background Check upon hire. The Ambassador is accountable for ensuring that the FCA ministry is conducted according to biblical standards and adheres to FCA policies and procedures. MINISTERIAL DUTIES These responsibilities are critical to the FCA mission and this position plays a vital role in our ministry. FCA expects all functions and responsibilities outlined below to be carried out with a heart surrendered to serving God as a form of worship. Lead, conduct and provide spiritual leadership for staff, volunteers, coaches and athletes through prayer, Bible study, worship and living by example so they are equipped to serve others. Connect to and participate in a local church through worship and weekly involvement. Conduct yourself in a manner that affirms biblical standards of conduct in accordance with FCA's Christian beliefs (see FCA's Christian Community Statement) at all times. MINISTRY ADVANCEMENT Engage, equip, and empower coaches, athletes and volunteers by ministering through 1-on-1s, Huddles and Events. Work alongside the supervisor to train and equip volunteers to empower coaches and athletes to be disciples who make disciples. TALENT ADVANCEMENT Work alongside the supervisor to recruit, train and develop a diverse group of volunteers in assigned Sports Environment(s) with the purpose of leading every coach and athlete into a growing relationship with Jesus Christ and His church.
