Responsible for working with the President and CEO, agency staff, community leaders, and other stakeholders in addressing high-risk programs and the development and implementation of new programs. Coordinate the organization, staffing, training, and operational activities for the accounting and finance departments, including the Controller, payroll, and revenue cycle management;
Ensures that the agency is in compliance with all federal, state, and local requirements, contracts, and is in compliance with WACs, RCWs, CARF standards, GAAP and Federal Regulations;
Ensures that the agency treatment programs are maintained in such a way to be in substantial compliance with the Division of Behavioral Health and Recovery (DBHR), CARF standards, and the Department of Health (DOH) certification reviews;
Prepares and submits statistical reports to the President/CEO for program compliance with contract performance indicators;
Supervises finance and accounting staff;
Identifies and pursues program expansion and service opportunities in conjunction with the President/CEO;
Ensures finance and accounting procedure manuals are developed, adhered to, and reviewed at least annually;
Routinely reviews and analyzes agency wide and program specific systems and operations to ensure optimum utilization of resources and services;
Initiates and participates in staff recruitment activities;
Serve as resource to the Board of Directors Finance Committee;
Participate in the development and implementation of financial and budgetary goals, objectives, policies, and priorities for the organization; identify resource needs; recommend and implement policies and procedures; ensure GAAP compliance;
Develop, prepare, and oversee the implementation of short and long-range financial plans of the organization; as well as participate as an integral member of the executive management team in the overall operations and strategic planning of the organization;
Develop an annual organizational budget, directly manage the organizational budget; communicate with the Finance Committee, Chief Executive Officer and Program Directors; participate in operational and financial audits as required; work with external entities to effectively coordinate finance, budgetary and grants management matters; forecast additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of expenditures; recommend adjustments as necessary;
Regularly meet with Program Directors to provide status to budget versus actual revenues and expense, along with analysis and recommendations pertaining to minimizing activity costs and maximizing activity revenues;
Serve as administrative budget controller, managing costs and budget variances. Prepare administrative budget submissions and necessary revisions for the operating budget process;
Ensure all contracted services and grant awards are billed timely and accurately, maximizing revenue and limiting outstanding receivables; monitor expenditures and revenues for compliance with appropriate budgets;
Participate in the development of budgets for competitive grant proposals and for use in the solicitation, selection and contracting of services;
Serve as a key member of the senior leadership team, contributing to organizational strategy and overseeing financial and operational functions;
Report directly to the CEO, acting as a key advisor on financial and operational matters while collaborating with the leadership team to align strategies with organizational priorities;
Foster a culture of inclusivity and belonging by modeling leadership that supports all team members across diverse identities, while championing diversity, equity, inclusion, and belonging efforts throughout the organization.

KNOWLEDGE AND SKILLS REQUIRED FOR THE POSITION
Degree in Business Administration, Accounting, or Finance required.
Certified Public Accountant and/or Certified Management Accountant designation highly preferred.
Eight to ten years of experience in financial management required. Preference will be given to candidates who exhibit experience related to nonprofit work and large governmental and MCO contracts.
Eight to ten years of supervisory experience required.

Qualifications:
You qualify for the GS-9 grade level in one of the following ways: experience, education, or a combination of both.
Experience: A minimum of one (1) year of specialized experience equivalent to at least the next lower grade level that includes:
Detaining suspected violators of federal, state, or local laws and/or arresting violators using the proper law enforcement methods.
Enforcing the laws and regulations relating to importing, exporting, and/or international shipping to and from the United States.
Utilizing intelligence techniques and behavior analysis to identify potential threats and perform risk assessments for violations of laws and threats to national security.
Conducting interviews in a law enforcement capacity for the purposes of gaining information from suspected violators of laws to determine the appropriate course of action.
The above experience will be applied in connection with the following: Ability to make rapid, accurate judgments and decisions with respect to the application of the regulations, instructions, and procedures for importing and exporting merchandise to and from the United States; or enforcement and administration of laws relating to the right of persons to enter, reside in or depart from the United States, Guam, Puerto Rico, and the U.S. Virgin Islands.
Education Substitution: A master's (or higher) degree, or two or more years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. from an accredited college or university; OR
Combination of Experience and Education: A combination of specialized experience AND successfully completed graduate-level education. This will be calculated using your resume and official or unofficial transcripts submitted with your application.
Other Requirements:
Citizenship: You must be a U.S. Citizen to apply for this position.

Review technical drawings and modeling production work to ensure that builds and designs conform to specifications, codes, standards, and customer requirements
Conduct field surveys, author drawings, and collect other data to assess state of ongoing builds and provide summary reports
Conduct routine design reviews to verify integrity and completion of product designs before fabrication
Interview and shadow assembly and fabrication staff to identify potential optimizations and recommend design adjustments, including consistency verification and problem analysis
Work closely with senior engineers to review new product designs and update existing designs
Take on projects outside core role during periods of peak demand and when needed, including administrative and assembly tasks
Author assembly instructions, runbook documentation and standard operating procedures
Participate in an on-call rotation schedule and respond to emergent requests
Qualifications
Bachelor's degree in mechanical engineering, or equivalent work experience
Proficiency with Autodesk Inventor, SOLIDWORKs, or equivalent 3D CAD modeling software
Familiarity with Microsoft Office suite, including Excel or equivalent
Experience working on small and medium sized projects at an individual contributor scope, including technical implementation details
Ability to work independently, effectively assess and prioritize projects and tasks
Comfortable navigating complex and ambiguous work environment
Fluency in English, ability to communicate ideas and decisions persuasively
Hunger to learn new things, receive constructive feedback, grow professionally and gain experience on a fast-paced engineering team
(Preferred) Familiarity with automation or scripting in at least one programming language

* Receives orders, obtains information, and gathers paperwork from Operations Supervisor(s) on movements.
* Ensures that all equipment is in good operating condition - calibration verification, correct and clean. This includes safety and monitoring equipment appropriate to the job.
* Reports to job-site punctually and observes all applicable company federal and state regulations and standards, Terminal, Refinery, and/or vessel requirements, including safety and measurement standards.
* Attends "Key Meetings" with external personnel ashore and/or abroad. Represents the Company by appearance and conduct. Behaves ethically at all times.
* Communicates any problems, discrepancies, or other noteworthy incidents to the Operations Supervisor and/or Dispatcher without delay
* Obtains samples, gauges shore tanks, vessel(s), barge(s), railcar(s), and/or tank truck(s) as specified per job order.
* Labels sample containers with full and correct identifying data, including location of sample, material, type of sample, safety information, time collected, etc.
* Promptly and accurately calculates quantities and completes all required paperwork and distributes copies appropriately.
* Promptly and safely delivers samples to the laboratory for analysis or turn in for retain, or client facilities for analysis or retain.
* Reviews any discrepancies with Operations Supervisor, signs and returns job order form.
* Maintains a 24-hour on-call status. Supports and participates in the Company's Business Management System (BMS). Attends company meetings as required.

Essential Position Functions and Responsibilities:
Charges customers for cash and debit/credit card purchases using our POS system.
Provides customers with their change (if applicable) and a receipt upon purchase.
Initiates fuel pump upon payment from a customer.
Keeps property clear of garbage and mess (exterior, gas pumps, etc.).
Fills gas tanks upon request (dependent on state laws).
Answers questions and provide directions if needed.
Adds oil to patron's vehicles, if requested, and purchased on site (if applicable).
Dispenses propane.
Operates car washes (if applicable).
Prepares daily reports of fuel and oil.
Washes windshields and check fluid levels and air pressure in tires (if applicable).
Cleans gas station bathrooms.
Counts money in cash drawers.
Calls police to report suspicious activity in and around gas station.
Other duties as assigned.
