Kleinfelder Construction Materials Engineering and Testing team is seeking experienced Assistant Materials Engineering and Testing Services (METS) Representatives for our client, Caltrans, to perform quality assurance inspection services on transportation-related road and highway improvement projects throughout Southern California.
Job Duties
Work in a team environment under the supervision of a METS Representative and Caltrans Senior Engineer
Support Caltrans and the Materials Engineer for a District
Regularly liaise and develop relationships with Caltrans Construction Contract Managers (e.g. Resident Engineers and Structures Representatives) and their assistants
Coordinate with Caltrans METS inspectors for critical structural items (precast concrete, structural steel, and coatings)
Coordinate with Caltrans METS material engineers, technicians, laboratory staff, scientists, and managers
Assist in the review of shop drawings, concrete mix designs, test reports, and other materials submittals
Assist with responses to Requests for Information (RFI) regarding materials
10-20% travel (local and nationwide)
Assist with preparation of technical reports as necessary
Assist with audits of authorized fabricators
Participate in and lead meetings as appropriate
Qualifications/Skills
Engineering degree from an ABET accredited university or Engineer In Training (EIT) required
2 years' experience in civil engineering
2 years' experience working with structural steel, precast concrete, cast-in-place concrete, pavement materials, structural design, bridge construction and/or pavement construction
NACE certifications or coating experience preferred (on the job training available)
CWI certification or welding experience preferred (on the job training available)
ACI and PCI certifications or experience with precast concrete preferred (on the job training available)
Proficient with Microsoft Suite of programs (Word, Excel, Office)
Proficient with BlueBeam Revu

Role description:
Arcadis is seeking an accomplished Water Infrastructure Program Manager to lead transformative water programs across the southwest. The role will also be critical in development and strategic positioning for a range of client programs. This includes 20+ billion flagship initiatives aimed at enhancing southern California's regional water resilience, sustainability, and public health by expanding potable reuse infrastructure and operations for a prominent municipal department.
The Program Manager will lead complex programs that involve multiple phases, each requiring detailed technical evaluation, siting studies, and rigorous environmental review to optimize water program delivery. The Program Manager will oversee all phases of planning, design, construction, stakeholder engagement, and delivery, ensuring alignment with regulatory requirements, budgetary constraints, and strategic objectives. Additionally, they will provide leadership to a large, multidisciplinary team and ensure successful delivery in alignment with client goals.
Role accountabilities:
The Water Infrastructure Program Manager will lead the delivery of a large-scale water infrastructure initiative, implementing best-in-class program management practices while developing and communicating a clear program vision, objectives, and roadmap. This role requires navigating a complex utility organization and fostering a collaborative, safety-focused, and innovative team culture. Responsibilities include strategic planning across all project phases, aligning program goals with organizational priorities and sustainability targets, and integrating multiple workstreams for timely and budget-conscious execution.
The Water Infrastructure Program Manager will build and mentor a multidisciplinary team, define roles and expectations, and promote a positive, high-performance environment. Stakeholder engagement is key, with the manager serving as the primary liaison to clients, regulators, community groups, and partners, ensuring transparent communication and proactive issue resolution. Resource coordination involves optimizing personnel, funding, and technology across the program, identifying gaps, and implementing solutions. Performance management includes monitoring progress, managing risks, and establishing governance frameworks and KPIs for benchmarking. The ideal Water Infrastructure Program Manager brings extensive experience managing large complex infrastructure or water sector programs with a strong background in environmental impact assessments, permitting, and regulatory compliance across federal, state, and local levels. You are well-versed in digital project management tools, real-time monitoring systems, and data-driven decision-making. With expert knowledge of program management methodologies, you demonstrate superior leadership, communication, and stakeholder engagement skills. Experience working with public sector clients or major municipal infrastructure projects is highly preferred. Role accountabilities:
As the Lead Instrumentation & Controls (I&C) System Design Engineer you will take a leadership role in driving I&C and SCADA design and implementation services across the West Region, supporting a diverse portfolio of projects in environmental remediation, industrial and municipal water and wastewater treatment, and conveyance systems. This position involves developing and executing SCADA and digital solutions strategies, contributing to proposal development, and delivering high-quality engineering and construction documentation.
You will collaborate with multidisciplinary teams to produce comprehensive technical deliverables, including system architecture, P&IDs, network diagrams, control narratives, and panel layouts. You will mentor junior staff, support project planning and budgeting, and integrate electrical design to support I&C systems. From initial concept through startup and turnover, you will apply deep technical expertise to program PLCs, configure HMI platforms, manage data collection and reporting, and author precise specifications. Regional travel for client engagement and site visits is expected.
Key Skills and Attributes:
The ideal candidate will bring a strong foundation in AutoCAD and Revit, along with the ability to manage multiple assignments independently while meeting critical project deadlines. Proven experience leading diverse teams and collaborating effectively is essential, as are excellent written and verbal communication skills. Proficiency in Microsoft Office tools including Word, Excel, MS Project, and Outlook, is expected.
