What you will be doing
Meet with engineering team to review production schedule and confirm all materials, equipment and resources.
Review shop drawings, design specifications, material requirements and project data.
Provide technical input for project work plan and scheduling.
Identify risk elements of production, materials, equipment or process that could negatively impact the budget or schedule.
Evaluate weekly and monthly production, schedule and budget projections to accurately track project performance.
Updates project schedule weekly for owner and management reporting.
Prepare and manage a three-week work plan. Notify engineering and project management of any significant schedule changes and develop solutions to mitigate delays and cost.
Initiate and manage all Requests for Information (RFIs).
Remit accurate project quantities using assigned project cost coding to ensure project financials are accurately reported.
Manage invoicing with accounting team regarding materials, equipment and subcontractor needs.
Review certificates and permits needed to perform work.
Review required Job Hazard Analysis (JHAs) to ensure a safe and compliance work environment for all construction personnel. Participates in all weekly safety meetings with field team and project leadership; presents field analysis as needed.
Perform project leadership role during close-out procedures if Project Manager separates from project before close.
Review close-out checklist with owner and field crews at the end of the project.
What we are looking for
Bachelor's Degree in a related field.
10+ years construction engineering experience.
Experience managing construction engineering teams.
Proven skill and ability managing engineering teams in a design build or other alternative build project.
Able to set clear expectations for direct reports regarding role and responsibilities.
Able to delegate and assign work to engineering team to progress the project production forward.
Advanced knowledge of contract specifications and quality assurance practices.
Able to identify budget and project costs and recommend options to mitigate project delays.
Knowledge of design build and other alternative build techniques.
Knowledge of financial reporting methods, quantity tracking methods and cost coding.
Knowledge of construction scheduling and production time management preferred.

Environmental Engineer Responsibilities Include:

Work with government personnel to anticipate (and, when feasible, prevent) the submission of late plans and permits. Ensure status of plans and permits are updated on a weekly basis.
Technical services will include planning and decision support, technical reviews, data submissions, meeting support, internal and external coordination activities, requirements development, plans and permits support, future year project and program development, as well as support for acquisition packages for non-A&AS contracts.
Ensure work products are scientifically valid/defensible and comply follow country-specific environmental regulations (including U.S.), Overseas Environmental Baseline Guidance Document (OEBGD) standards, Final Governing Standards (FGS), other environmental law, and DoD and DAF policy. Reviews of externally produced documents/studies/tools shall include specific recommendations and changes to reach compliance with those applicable policy and regulations.
Work as part of a team. Support and assist colleagues and stakeholders as needed to accomplish deliverables and meet day-to-day assignments of the team.
Conducting comprehensive analysis of air for the presence of contaminants or pollutants.

Environmental Specialist Responsibilities Include:
Provide full-time, on-site inspections, acquisition, solid waste and recycling technical services at the Joint Base Pearl Harbor-Hickam, Hawaii office.
Work with installation, DAF, DoD and other entities to gather, review and submit technical data in support of these programs.
Monitor and update databases and records libraries and support data call analysis to include EASIER, EESOH-MIS, and eDASH including the Plans & Permits Tracker. Additional duties will include administrative reach back and include access for those systems (TMT, etc).
Ensure completeness, accuracy, currency, and consistency of all records, and compliance with applicable business rules and guidance.
Review data provided by the installations, perform a trend analysis, to include whether data is consistent or inconsistent with expected values, describe why changes may be occurring, and provide recommendations for program adjustments or data approval to the DAF PM and COR.
Track the status of, write, review and or edit environmental statements of work, cost estimates, acquisition strategies, plans and permits for these programs.
Work with the Det 2 CEV PMs and base personnel to anticipate and when feasible, prevent, the submission of late plans and permits.
Work with base POCs, Det 2 and CZOP PMs to ensure status of plans and permits are updated on a weekly basis.
Site leader for Environmental deliverables, tasks, and employees.

Environmental Engineer Experience, Education, Skills, Abilities requested:
Must be an environmental engineer, environmental scientist, chemist, or physical scientist

Distribution renewal projects. Evaluates pipe sizing and pressure losses using Synergi. Solicits bids for contractors if necessary. Construction plans and proposals by outside agencies to preclude any conflicts with the utility gas network.
Provides consultation and assists in coordination with contracting agencies working near buried gas facilities. Prepares response letters to requests for plan reviews from other utilities, contractors, architects and developers.
Assists other department personnel in the interpretation of codes and regulations and provides expertise requested for new business projects and/or mains or services replacements or relocation; and LPG tank installations.
Provides technical assistance to architects, engineers, consultants and developers. Assists customers with the design and troubleshooting of their gas systems.
Prepares company standards, policies, and procedures to conform to federal and local codes.
Serves as an alternate performing the following activities:
Attends State and City utility coordinating committee meetings.
Operator at the Pier 38 Propane Air facility during planned/emergency shutdowns.
Absences of Department Manager and/or GIS & Metering Systems or T&D Supervisors.
OTHER FUNCTIONS/RESPONSIBILITIES:
Complies with all applicable Hawaii Gas policies and procedures.
Maintains assigned work area and equipment in a clean, orderly and safe manner; performs housekeeping duties as required and/or instructed. Works in a safe and responsible manner.

Qualifications
