Required Qualifications:
The Contract Psychiatrist shall provide a high standard of clinical practice and clinical expertise contributing to the provision of efficient and effective Psychiatric clinical services to the Indian community, as served by the Lawton IHS facility. Psychiatric services shall include comprehensive care for patients with a variety of mental health conditions including, but not limited to: patients with mood disorders, anxiety disorders, psychotic disorders, substance abuse and those who have a dual diagnosis.
The contractor shall evaluate, diagnose and treat patients with a variety of mental health symptoms and diagnosis. They will be able to diagnosis applicable conditions as presented in the DSM-V for patients in our Lawton Service Unit. After diagnosis, they shall be able to offer appropriate psychiatric interventions consisting of psychopharmacology, therapy services, or both. The Contract Psychiatrist will be primarily performing these duties in the outpatient Behavioral Health Clinic. Occasionally, they may be required to participate in consultation services for our inpatient medical unit.
Maintains a high standard of professional care in accordance with statutory and regulatory requirements and agency policies.
Assumes clinical responsibility for established patients with psychiatric conditions.
Consults with patients on conditions including mood disorders, anxiety disorders, primary psychotic disorders and other applicable diagnoses as directed by the DSM V.
Conducts outpatient clinics, consultations, and other duties using the clinic day schedule efficiently and effectively.
Help coordinate care within the Behavioral Health clinic in regards to patients also receiving therapy and social work services.
Promptly assesses and advises on patients referred for a Psychiatric opinion; provides and/or supervises clinical care including the assessment, investigation, treatment, and appropriate referral of patients who present to the service unit.
The Contract Psychiatrist shall provide patients with a full explanation of all procedures and treatments.
The Contract Psychiatrist shall be involved in health promotion and disease prevention activities and in advising patients with mental health conditions, physicians, nurses, other providers, and community members about the advantages of healthy lifestyles and specific measures that may prevent recurrences of ill health.
The Contract Psychiatrist shall demonstrate evidence of self-education activities to acquire new skills, procedures, or qualifications which contribute positively toward the quality of service provided and achievement of contract obligations. They must complete and provide documentation of competed CMEs, as required by the state licensure and deemed necessary by the American Board of Psychiatry and Neurology.
Contract Psychiatrist shall participate in service unit quality assurance and peer review activities.
Contract Psychiatrist shall gain an understanding of the service unit health and safety requirements.
The Contract Psychiatrist shall treat patients with respect and show consideration for their personal privacy, maintenance of dignity and independence, social and cultural needs, and religious values and beliefs. The Contract Psychiatrist shall maintain a partnership with patients and practice in the context of family and community.
Shall be a US Citizen with the ability to obtain a government security clearance

License - The contractor's physician(s) assigned by the contractor to perform the services covered by this contract shall have a current license to practice medicine in any State, Territory, or Commonwealth of the United States or the District of Columbia) when services are performed onsite on VA property.
Board Certification: physician(s) shall be Board Certified/Board Eligible by the American Board of Psychiatry and Neurology (ABPN), and be currently certified in Basic Life Support (BLS) by the American Heart Association. All continuing education courses required for maintaining certification must be kept up to date at all times. Documentation verifying current certification shall be provided by the Contractor to the VA COR on an annual basis for each year of task order performance. All physicians performing on this task order shall keep current the level of certification at time of award. Copy of Board Certification from the American Board of Psychiatry
letter from the American Board of Psychiatry and Neurology stating eligibility; or Copies of All Successful Completion certificates from a US Accredited Psychiatry residency program.
Copy of Medical Degree shall be provided upon submission or a current search conducted no earlier than 5 days of quote submission from a physician profile search engine confirming the medical degree. .
Technical Proficiency: Physician(s) shall be technically proficient in the skills necessary to fulfill the government's requirements, including the ability to speak, understand, read and write English fluently. Contractor shall make available documents that verify the physicians current and ongoing competency, skills, certification and/or licensure related to the provision of care, treatment and/or services performed for each physician. Contractor shall provide verifiable evidence of all educational and training experiences including any gaps in educational history for all physician(s) and all physician(s) shall be responsible for abiding by the Facility's Medical Staff By-Laws, rules, and regulations (referenced herein) that govern medical staff behavior.
Continuing Medical Education (CME)/ Certified Education Unit (CEU) Requirements: Contractor shall provide copies of physician(s) current CMEs as required or requested by the VA. Physician(s) registered or certified by national/medical associations shall continue to meet the minimum standards for CME to remain current

Contractor shall report all physician(s) CME hours to the credentials office for tracking. These documents are required for both privileging and re- privileging. Failure to provide shall result in loss of privileges for the physician(s).
Training (BLS, CPRS and VA MANDATORY): Physician shall meet all VA educational requirements and mandatory course requirements defined herein; all training must be completed by the physician(s) as required by the VA. All employees who will be working on this task order and require access to VA information and VA information systems are required to complete the following training before being granted access to VA information and its systems:
This training is offered through the VA Talent Management System (TMS). Each employee will be required to self-enroll for a profile on the VA TMS site by visiting ********************************************** Once there, they should create a profile, launch the mandatory training, and complete the content prior to starting work at the VA. Upon completion, the Contractor shall provide the CO and COR with the employee's printed certificates of completion from the TMS. These certificates display the employee's TMS User ID. Failure to complete the mandatory training annually, within the timeframe required, is grounds for suspension or termination of all physical or electronic access privileges and removal from work on the task order until the training and documents are complete.
TUBERCULOSIS TESTING: Contractor shall provide proof of a negative reaction to PPD testing for all physician(s). A negative chest radiographic report for active tuberculosis shall be provided in cases of positive PPD results. The PPD test shall be repeated annually.
RUBELLA TESTING: Contractor shall provide proof of immunization for all physician(s) for measles, mumps, rubella or a rubella titer of 1.8 or greater. If the titer is less than 1.8, a rubella immunization shall be administered with follow-up documentation to the COR.
OSHA REGULATION CONCERNING OCCUPATIONAL EXPOSURE TO BLOODBORNE PATHOGENS: Contractor shall provide generic self-study training for all physician(s); provide their own Hepatitis B vaccination series at no cost to the VA if they elect to receive it; maintain an exposure determination and control plan; maintain required records; and ensure that proper follow-up evaluation is provided following an exposure incident. The VAMC shall notify the Contractor of any significant communicable disease exposures as appropriate. Contractor shall adhere to current CDC/HICPAC Guideline for Infection Control in health care personnel (as published in American Journal for Infection Control- AJIC 1998; 26:289-354 ************************************************** for disease control.

The Psychiatric Advanced Practice RN is appointed by the Medical Director subject to the approval of the State Hospital Superintendent. Performs highly advanced (senior-level) psychiatric care under the supervision as delegated by a psychiatrist. Work involves assessing, planning, and providing comprehensive psychiatric patient care independently or in collaboration with other health care professionals. Plans, assigns, and/or supervises the work of others, including other APRNs as well as performs assigned administrative duties. Meets face to face with individuals served as needed. Directs psychiatric activities/treatment, monitors trends and activities, and makes recommendations for improvement. Prescribes medications to include antipsychotics, orders and interprets laboratory and diagnostic testing, consults, and referrals. Performs all other duties as assigned by the Medical Director, including planning, assigning, and/or supervising the work of others; and representing the Medical Director in their absence. Participates in the quality assessment and performance improvement program. Serves as a leader of the patient's recovery team. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. Works under the clinical and administrative supervision of the Medical Director and/or delegating physician. May also work collaboratively with physicians via telemedicine.
Performs other duties as assigned. Essential Job Functions (EJFs):

Operates within the scope of their licensure to promote and maintain a therapeutic and safe psychiatric milieu. Oversees and provides acute and long-term psychiatric care to individuals, including daily assessment in the patient's mental health status. Evaluates and makes appropriate referrals for patient's injury or change in physical status. The assessment also includes diagnosis, treatment, and development of a plan of care with documentation of the acute issue as it pertains to psychiatric treatment.
Prescribes medications, including antipsychotics, orders laboratory and diagnostic testing, consults, makes referrals and interprets the results.
Provides psychiatric care meeting face to face with individuals, which includes an initial and ongoing assessment for individuals with identified acute and long-term psychiatric diagnosis; conducts a review of appropriate treatment specific to the disease process and updates or changes in psychiatric treatment are made as warranted.
Provides comprehensive psychiatric care, which includes conducting rounds, leading Recovery Team Meetings, participating in court hearings and serving as a liaison to the courts.
Conducts periodic reviews of hospitalized patients when on-call for evaluation the reported change in status or condition of individuals under treatment.
Oversees and provides psychiatric diagnosis and the review of the recovery plan, including review of all the identified risks of the individual, (choking, falls, seizures, aggression, etc.) as well as their health status, and ensures necessary supports (OT, PT, Nursing, etc.) have been identified and appropriate areas of need are being addressed.
Oversees and develops accurate and timely documentation, which includes annual summaries, use of physical restraints and evaluating the correctness of assessments, compliance with policies and procedures, and revenue enhancement.
Participates in the hospital wide quality assessment and performance improvement program by performing audits of medical records, monitoring compliance with standards, developing plans of correction, monitoring implementation of performance improvement activities, and evaluating the outcome of those activities. They also participate in the Ongoing Professional Practice Evaluation (OPPE) by monitoring the practice of other APRNs and providing feedback to improve performance.
Performs other duties as assigned by the Medical Director, including overseeing, planning, assigning, and/or supervising the work of others as well as participating in meetings both internal and external to the hospital; and representing the Medical Director in their absence. Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:
Graduation from an advanced practice registered nurse educational program accredited by a national nursing education accrediting body that is recognized by the U.S. Department of Education and the Texas Board of Nursing with a master's degree or higher level.
At least 2 years (twenty-four months) of clinical nursing experience.
One (1) year of work as an Advanced Practice Registered Nurse (APRN) is preferred.
One year (twelve months) of experience in supervising or leading the work of others.
