TYPICAL DUTIES
* Learns to verify codes and enter information into data entry system; assists in maintaining master file of registered voters, street index and other elections files.
* Receives a variety of election documents; learns to search for and provide information concerning rules, regulations, policies and procedures.
* Obtains required information from persons wishing to vote or to file for candidacy; greets and assists public and candidates at counter and over the telephone; directs phone calls to appropriate individuals; takes messages as needed.
* Trains to use a variety of office machines such as data entry terminal, typewriter, computer printers, adding machine, calculator, copy machine, ballot card and microfiche reader.
* Performs basic computations and calculations; may compute and collect fees; issues receipts; sells maps and voter indices; accept filing fees.
* May type and file letters, reports, forms, memoranda and other materials; proofreads typewritten and other material.
KNOWLEDGE
General office practices and procedures; personal computer systems and general office computer software; data entry; basic filing and recordkeeping systems; standard correspondence and report format; language mechanics; public relation techniques; basic arithmetic; cash handling procedures.
ABILITY

TYPICAL DUTIES
* Assists the Assistant Agricultural Commissioner/Sealer in the day-to-day operations and personnel management of the Agricultural Division and/or Weights and Measures Division to include hiring, employee and labor relations, performance management, and discipline of professional, technical, and support staff assigned to a specialized department program; ensures adequate staffing levels.
* Participates as a member of the Department's management team; consults with managers to ensure the department remains in compliance and remains informed of new legislation, regulations, and provisions of the Food and Agriculture Code and the California Code of Regulations; assists in the development of policies/procedures; implements administrative processes/procedures to improve operational efficiency of various departmental program.
* Assists with the design of grant projects; writes grant proposals and implements and monitors grant projects.
* Participates in the more difficult and complex assignments such as criminal prosecutions and hearings; serves as resource person for subordinate staff; verifies permissible tolerance of weights and measures testing devices used by the department; prepares compliance actions and administrative civil penalties; assembles evidence; prepares witnesses and participates in the civil hearing process.
* Represents the Department as a liaison with County departments, external agencies and organizations; coordinates assigned program activities to resolve sensitive and controversial issues at meetings, hearings or other professional functions; serves as staff on a variety of boards, commissions, and committees; attends meetings and conferences to maintain awareness of new trends and developments in the field of agricultural and weights and measures inspection; incorporate new developments as appropriate.
* Oversees the compilation of annual and special reports as required by the Board of Supervisors, California Department of Food and Agriculture and California Department of Pesticide Regulation; prepares correspondence and reports related to office, program, or department activities.
* Assists in the preparation, development, and administration of the division(s) budget; analyzes fiscal information and recommends cost-efficiency options; develops and recommends budgetary controls; prepares assigned program work plans and monitors budget for State contracts.
* Develops, plans, and organizes training and outreach programs materials to educate the public, growers and others in the agricultural industry about Department services.
* May act in the absence of the Assistant Agricultural Commissioner/Sealer.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited four-year college or university with a bachelor's degree in agriculture, biological, chemical, physical sciences, or other appropriate disciplines as described in California Food & Agricultural Code Section 2106.
Experience: Five years of full-time experience in the enforcement of agricultural or weights and measures laws or in agricultural pest control or in the production, processing, or marketing of agricultural commodities, including one year in a lead capacity equivalent to the Agricultural Biologist/Standards Inspector III.
License: Possession of a valid California driver's license, if required by nature of assignment.
Special Requirement: At the time of appointment, must possess a valid Deputy County Agricultural Commissioner OR Deputy County Sealer of Weights and Measures license and valid licenses in all eight (8) categories as a County Agricultural Inspector/Biologist and Weights and Measures Inspector issued by the California Department of Food and Agriculture. These are identified as follows:
a) Pesticide Regulation;
b) Pest Prevention and Plant Regulation;
c) Investigation and Environmental Monitoring;
d) Integrated Pest Management;
e) Commodity Regulation;
f) Weight Verification;
g) Measurement Verification; and
h) Transaction and Product Verification.
If required by nature of assignment, possession of, or ability to obtain, an additional Deputy County Agricultural Commissioner or Deputy County Sealer of Weights and Measures license issued by the California Department of Food and Agriculture.

BENEFITS
Health Insurance: San Joaquin County provides a comprehensive benefits package to employees of this bargaining unit. The benefits include the option of three medical plans: a Kaiser Plan, a Select Plan, and a Premier Plan. Employees pay a portion of the cost of the premium. Dependent coverage is also available.
Dental Insurance: The County provides employees with a choice of two dental plans: Delta Dental and United Health Care-Select Managed Care Direct Compensation Plan. There is no cost for employee only coverage in either plan; dependent coverage is available at the employee's expense.
Vision Insurance: The County provides vision coverage through Vision Service Plan (VSP). There is no cost for employee only coverage; dependent coverage is available at the employee's expense.

Life Insurance: The County provides eligible employees with life insurance coverage as follows:
1 but less than 3 years of continuous service: $1,000

Employees may purchase additional term life insurance up to a maximum of $200,000 at the group rate. Regular employees in this unit shall be provided with a supplemental life insurance policy with a face value up to $75,000.
125 Flexible Benefits Plan: This is a voluntary program that allows employees to use pre-tax dollars to pay for health-related expenses that are not paid by a medical, dental or vision plan (Health Flexible Spending Account $2550 annual limit with a $500 carry over); and dependent care costs (Dependent Care Assistance Plan $5000 annual limit).
Retirement Plan: Employees of the County are covered by the County Retirement Act of 1937. Please visit the San Joaquin County Employees' Retirement Association (SJCERA) at ************** for more information. Deferred Compensation: The County maintains a deferred compensation plan under Section 457 of the IRS code. You may annually contribute $22,500 or 100% of your includible compensation, whichever is less. Individuals age 50 or older may contribute to their plan, up to $30,000. The Roth IRA (after tax) is also now available.
Vacation: Maximum earned vacation is 10 days each year up to 3 years; 15 days after 3 years; 20 days after 10 years; and 23 days after 20 years.
Holiday: Depending on date of hire into the unit, employees earn either 10 or 14 holidays per year.
Administrative Leave: Each fiscal year, department heads grant 10 days of administrative leave to eligible salaried employees. Administrative leave may not be carried beyond to the next fiscal year.
Sick Leave: 12 working days of sick leave annually with unlimited accumulation. Sick leave incentive: An employee is eligible to receive eight hours administrative leave if the leave balance equals at least one-half of the cumulative amount that the employee is eligible to accrue. The employee must also be on payroll during the entire calendar year.
Bereavement Leave: 3 days of paid leave for the death of an immediate family member, 2 additional days of accrued leave for death of employee's spouse, domestic partner, parent or child.
Merit Salary Increase: New employees will receive the starting salary, which is the first step of the salary range. After employees serve 52 weeks (2080 hours) on each step of the range, they are eligible for a merit increase to the next step.
Educational Reimbursement Program: Eligible employees may be reimbursed for career-related course work up to a maximum of $850 per fiscal year. Eligible employees enrolled in an approved four (4) year College or University academic program may be reimbursed up to $800 per semester for a maximum of $1600 per fiscal year.
Parking Supplemental Downtown Stockton: The County contributes up to $20 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area.
School Activities: Employees may take up to 40 hours per year, but not more than eight (8) hours per month, to participate in their children's school activities.
Note: County employees who currently receive a cafeteria plan allowance and subsequently transfer, demote or promote from or into the Middle Management represented unit which provides for a capped cafeteria plan contribution amount shall receive the capped amount of the Middle Management unit.
Selection Plan
Applicants who meet the minimum qualifications will go through the following examination process:
* Written Exam: The civil service written exam is a multiple choice format. If the written exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Oral Exam: The oral exam is a structured interview process that will assess the candidate's education, training, and experience and may include a practical exercise. The oral exam selection process is not a hiring interview. A panel of up to four people will determine the candidate's score and rank for placement on the eligible list. Top candidates from the eligible list are referred for hiring interviews. If the oral exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Written & Oral Exam: If both a written exam and an oral exam is administered, the written exam is weighted at 60% and the oral exam is weighted at 40% unless otherwise indicated on the announcement. Candidates must achieve a minimum rating of 70% on each examination in order to be placed on the eligible list.
* Rate-out: A rate-out is an examination that involves a paper rating of the candidate's application using the following criteria: education, training, and experience. Candidates will not be scheduled for the rate-out process.
Note: The rating of 70 referred to may be the same or other than an arithmetic 70% of the total possible points.

Veteran's Points: Eligible veterans, unmarried widows and widowers of veterans of the United States Armed Forces who have been honorably discharged and who have served during wartime shall be given veteran's points in initial appointment to County service. Eligible veterans receive 5 points and eligible disabled veterans receive 10 points. Disabled veterans must submit a recent award letter stating a 10% service connected disability issued by the United States Veterans Administration. Note: A copy of your DD214 showing the discharge type must be received in the Human Resources by the date of the examination.
Acceptable wartime service dates:
* September 16, 1940 to December 31, 1946
* June 27, 1950 to January 31, 1955
* August 5, 1964 to May 7, 1975
* Persian Gulf War, August 2, 1990, through a date to be set by law or Presidential Proclamation.
Eligible Lists: Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for nine months, but may be extended by the Human Resources Director for a period which shall not exceed a total of three years from the date established.
Certification/Referral: Names from the eligible list will be referred to the hiring department by the following methods.
* Rule of the Rank: The top rank or ranks of eligibles will be referred for hiring interviews. The minimum number of names to be referred will be equal to the number of positions plus nine, or 10% of the eligible list, whichever is higher. When filling nine or more positions in a department at the same time, the top rank or ranks will be referred and the minimum number of names shall be two times the number of positions to be filled or 10% of the eligible list, whichever is higher. This applies only to open competitive recruitments.
* Rule of Five: The top five names will be referred for hiring interviews. This applies only to department or countywide promotional examination.
* Rule of the List: For classifications designated by the Director of Human Resources, the entire eligible list will be referred to the department.

THE POSITION Deputy Sheriff Recruit is the entry-level law enforcement position for Alameda County. Sick Leave: 12 working days of sick leave annually with unlimited accumulation. Bereavement Leave: 3 days of paid leave for the death of qualifying family member, 2 additional days of accrued leave for death of employee's spouse, domestic partner, parent or child.
Merit Salary Increase: New employees will receive the starting salary, which is the first step of the salary range. After employees serve 52 weeks (2080 hours) on each step of the range, they are eligible for a merit increase to the next step.
Job Sharing: Employees may agree to job-share a position, subject to approval by a Department Head and the Director of Human Resources.
Educational Reimbursement Program: Eligible employees may be reimbursed for career-related course work up to a maximum of $850 per fiscal year. Eligible employees enrolled in an approved four (4) year College or University academic program may be reimbursed up to $800 per semester for a maximum of $1600 per fiscal year.
Parking Supplemental Downtown Stockton: The County contributes up to $20 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area.

Selection Procedures
Applicants who meet the minimum qualifications will go through the following examination process:
* Written Exam: The civil service written exam is a multiple choice format. If the written exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Oral Exam: The oral exam is a structured interview process that will assess the candidate's education, training, and experience and may include a practical exercise. The oral exam selection process is not a hiring interview. A panel of up to four people will determine the candidate's score and rank for placement on the eligible list. Top candidates from the eligible list are referred for hiring interviews. If the oral exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Written & Oral Exam: If both a written exam and an oral exam is administered, the written exam is weighted at 60% and the oral exam is weighted at 40% unless otherwise indicated on the announcement. Candidates must achieve a minimum rating of 70% on each examination in order to be placed on the eligible list.
* Rate-out: A rate-out is an examination that involves a paper rating of the candidate's application using the following criteria: education, training, and experience. Candidates will not be scheduled for the rate-out process.

Experience: Four years of counseling or case management experience in substance abuse or social crisis program at a level equivalent to Substance Abuse Counselor II in San Joaquin County.
OR II
Education: Graduation from an accredited college or university with a major in psychology, social work, business or public administration or closely related field.
Experience: One year of counseling or case management experience in a substance abuse or social crisis program at a level equivalent to Substance Abuse Counselor II in San Joaquin County.
Substitution: Additional qualifying experience may be substituted for the required education requirement on a year-for-year basis to a maximum of two years, but may not be substituted for the specialized education requirement. Completion of a certificate program in substance abuse counseling may be substituted for 12 semester or 15 quarter units of specialized education.
AND
Certification: Possession of a current certificate as an Alcohol and Other Drug (AOD) Counselor issued by a certifying agency approved by the State of California. Certification must be maintained, as defined by the Department of Alcohol and Drug Programs, California Code of Regulations, Chapter 8. Retirement Plan: Employees of the County are covered by the County Retirement Law of 1937. Deferred Compensation: The County maintains a deferred compensation plan under Section 457 of the IRS code. You may annually contribute $22,500 or 100% of your includible compensation, whichever is less. Individuals age 50 or older may contribute to their plan, up to $30,000. The Roth IRA (after tax) is also now available.
Vacation: Maximum earned vacation is 10 days each year up to 3 years; 15 days after 3 years; 20 days after 10 years; and 23 days after 20 years.
Holidays: Effective July 1, 2017, all civil service status employees earn 14 paid holidays each year. Please see the appopriate MOU for details regarding holidays, accruals, use, and cashability of accrued time.
Sick Leave: 12 working days of sick leave annually with unlimited accumulation. Sick leave incentive: An employee is eligible to receive eight hours administrative leave if the leave balance equals at least one- half of the cumulative amount that the employee is eligible to accrue. The employee must also be on payroll during the entire calendar year.
Bereavement Leave: 3 days of paid leave for the death of qualifying family member, 2 additional days of accrued leave for death of employee's spouse, domestic partner, parent or child.
Merit Salary Increase: New employees will receive the starting salary, which is the first step of the salary range. After employees serve 52 weeks (2080 hours) on each step of the range, they are eligible for a merit increase to the next step.
Job Sharing: Employees may agree to job-share a position, subject to approval by a Department Head and the Director of Human Resources.
Educational Reimbursement Program: Eligible employees may be reimbursed for career-related course work up to a maximum of $850 per fiscal year. Eligible employees enrolled in an approved four (4) year College or University academic program may be reimbursed up to $800 per semester for a maximum of $1600 per fiscal year.
Parking Supplemental Downtown Stockton: The County contributes up to $20 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area.
School Activities: Employees may take up to 40 hours per year, but not more than eight (8) hours per month, to participate in their children's school activities.
The following incentives and bonuses may be available for eligible new hires. Incentives and bonuses are subject to approval by Human Resources:
* Vacation Accrual Rate: San Joaquin County vacation accrual rate consistent with the candidate's total years of public service.
* Sick Leave: Candidates leaving other employment may receive credit for actual non-reimbursable sick leave hours (up to 160 hours) from their last agency. Hours shall be subject to San Joaquin County's minimum sick leave cash out provisions.
* New Hire Retention Bonus:
* $2,000 upon completion of first year equivalent employment (2,080 hours)
* $1,000 upon completion of third year equivalent employment (6,240 hours)

Selection Plan
Applicants who meet the minimum qualifications will go through the following examination process:
* Written Exam: The civil service written exam is a multiple choice format. If the written exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Oral Exam: The oral exam is a structured interview process that will assess the candidate's education, training, and experience and may include a practical exercise. The oral exam selection process is not a hiring interview. A panel of up to four people will determine the candidate's score and rank for placement on the eligible list. Top candidates from the eligible list are referred for hiring interviews. If the oral exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Written & Oral Exam: If both a written exam and an oral exam is administered, the written exam is weighted at 60% and the oral exam is weighted at 40% unless otherwise indicated on the announcement. Candidates must achieve a minimum rating of 70% on each examination in order to be placed on the eligible list.
* Rate-out: A rate-out is an examination that involves a paper rating of the candidate's application using the following criteria: education, training, and experience. Candidates will not be scheduled for the rate-out process.
Note: The rating of 70 referred to may be the same or other than an arithmetic 70% of the total possible points.

Veteran's Points: Eligible veterans, unmarried widows and widowers of veterans of the United States Armed Forces who have been honorably discharged and who have served during wartime shall be given veteran's points in initial appointment to County service. MINIMUM QUALIFICATIONS
Education: Graduation from an accredited four-year college or university, preferably with a degree in administration of justice, corrections, psychology, sociology, counseling or a related social or behavioral science. Applicants enrolled in their last semester/quarter will be accepted to the examination process but must provide evidence of graduation prior to being certified from the eligibility list.
License: Possession of a valid California driver's license.
Training Requirements: Employees in this class are peace officers as defined by section 830.5 of the Penal Code and must satisfy the State of California criteria for peace officer status. Appointees will be required to meet state-mandated CORE training requirements as defined by Standards and Training in Corrections (STC). As part of this requirement, employees must successfully complete probation officer CORE training during the first year of appointment.
Special Requirements: (1) must be at least 21 years of age upon appointment; (2) must meet minimum standards required for Peace Officers as set forth in Section 1029 and 1031 of the Government Code; (3) must pass a background investigation; (4) must meet physical standards established for County Safety employees, including a psychological examination; and (5) must qualify for use of a firearm when assigned to a field position.

* Assists in filling prescriptions; selects proper drug, places in container in quantity and strength prescribed, applies labels; selects unit doses and places in cassettes, places for pharmacist review; compounds simple ointments and solutions; orients and trains pharmacy technicians, interns and students on technician duties.
* Accepts prescriptions, verifies patient insurance and information; transcribes and enters orders into computer; prepares labels, updates patient profiles and records; submits for billing, identifies orders not on formulary, notifies pharmacist of formulary, drug interaction and other problems identified by computer.
* Delivers medication to inpatient units; reviews medication orders with patient care staff and corrects discrepancies; assist outpatients at counter, verifies identity, provides refill medications, and collects co-payments.
* Inspects floor stock and removes medications close to expiration; maintains stock of specified drugs in pharmacy, clinics and nursing areas; insures that adequate supplies are available for normal usage; receives samples and stores patient samples; checks in and stores shipments; repackages drugs into bulk or unit dose.
* Maintains cleanliness of pharmacy and other storage and dispensing areas.
MINIMUM QUALIFICATIONS
Education: Completion of a recognized Pharmacy Technician training program.
Experience: One year of experience equivalent to Pharmacy Technician I in San Joaquin County.
Substitution: One year of additional experience as a Pharmacy Technician may substitute for the education.
License: Possession of a valid certificate of registration as a Pharmacy Technician issued by the State of California Board of Pharmacy.
KNOWLEDGE

TYPICAL DUTIES
* Drives a dispatched vehicle equipped with a Mobile Dispatched Computer (MDC) to patrol assigned areas and enforce animal services ordinances and laws; responds to calls and investigates and evaluates complaints concerning vicious, diseased, trapped, injured, abused, or stray animals.
* Locates, apprehends and impounds stray, sick, abandoned, diseased and dangerous dogs, small animals, poultry, livestock and large animals; investigates cases of livestock depredation and captures or destroys marauding wildlife.
* Learns to use specialized equipment and techniques to handle down, injured, or sick large animals.
* Develops and maintains positive relations with the public to resolve issues, gain compliance, and build trust; explains and enforces state and local laws and ordinances relating to the care, treatment, quarantine or impounding of animals; issues warning notices and citations for violations of laws and ordinances regulating licensing and control of dogs.
* Operates a shotgun, dart projector, syringe pole, trap, net, taser or other issued equipment to capture or destroy animals for humane reasons; performs animal euthanasia by injection or gunshot for humane reasons; locates and removes dead animals of all sizes when owner is not known.
* Ensures that dogs have been properly licensed and vaccinated by checking license tags and owner's verification; issues licenses and deposits funds; conducts residential canvasses for unlicensed dogs and does follow up work on delinquent licenses.
* Investigates cases of animal bites or possible rabies exposure; quarantines animals; transports potentially infected dead animals to lab for examination; enforces rabies control measures.
* Learns skills needed to investigate animal-related crimes, including interviewing victims, witnesses, and subjects; collecting and booking of evidence; writing and executing warrants; utilizing specialized investigative techniques; may make arrests related to violation of certain animal laws; preparing criminal cases for desired prosecution.

Deferred Compensation: The County maintains a deferred compensation plan under Section 457 of the IRS code. Vacation: Maximum earned vacation is 10 days each year up to 3 years; 15 days after 3 years; 20 days after 10 years; and 23 days after 20 years.
Holidays: Effective July 1, 2017, all civil service status employees earn 14 paid holidays each year. Please see the appopriate MOU for details regarding holidays, accruals, use, and cashability of accrued time.
Sick Leave: 12 working days of sick leave annually with unlimited accumulation. Sick leave incentive: An employee is eligible to receive eight hours administrative leave if the leave balance equals at least one- half of the cumulative amount that the employee is eligible to accrue. The employee must also be on payroll during the entire calendar year.
Bereavement Leave: 3 days of paid leave for the death of an immediate family member, 2 additional days of accrued leave for death of employee's spouse, domestic partner, parent or child.
Merit Salary Increase: New employees will receive the starting salary, which is the first step of the salary range. After employees serve 52 weeks (2080 hours) on each step of the range, they are eligible for a merit increase to the next step.
Job Sharing: Employees may agree to job-share a position, subject to approval by a Department Head and the Director of Human Resources.
Educational Reimbursement Program: Eligible employees may be reimbursed for career-related course work up to a maximum of $850 per fiscal year. Eligible employees enrolled in an approved four (4) year College or University academic program may be reimbursed up to $800 per semester for a maximum of $1600 per fiscal year.
Parking Supplemental Downtown Stockton: The County contributes up to $17 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area.
School Activities: Employees may take up to 40 hours per year, but not more than eight (8) hours per month, to participate in their children's school activities.
Selection Procedures
Applicants who meet the minimum qualifications will go through the following examination process:
* Written Exam: The civil service written exam is a multiple choice format. If the written exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Oral Exam: The oral exam is a structured interview process that will assess the candidate's education, training, and experience and may include a practical exercise. The oral exam selection process is not a hiring interview. A panel of up to four people will determine the candidate's score and rank for placement on the eligible list. Top candidates from the eligible list are referred for hiring interviews. If the oral exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Written & Oral Exam: If both a written exam and an oral exam is administered, the written exam is weighted at 60% and the oral exam is weighted at 40% unless otherwise indicated on the announcement. Candidates must achieve a minimum rating of 70% on each examination in order to be placed on the eligible list.
* Rate-out: A rate-out is an examination that involves a paper rating of the candidate's application using the following criteria: education, training, and experience. Candidates will not be scheduled for the rate-out process.
Note: The rating of 70 referred to may be the same or other than an arithmetic 70% of the total possible points.
Online Written Exams: Written exams may be administered online. Candidates will be notified of the examination date and will be responsible to complete the written exam within a given period of time (typically within five calendar days).
