PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position. The majority of the time, heavy physical activity is not required. However, a Police Officer needs to be able to actively respond to any situation in which the public or an officer may be in danger. The ability to physically interact with another person, including restraint, arrest, rescue, and defense of the employee or others is an essential function of the job.
While performing the duties of this position, the employee is frequently required to sit, run, lift, talk and hear. The employee is routinely required to stand, walk, use hands to finger, handle, and feel objects, tools, and controls; reach with hands and arms; climb, balance, stoop, kneel, crouch, crawl, taste and smell. The employee must be able to operate all authorized and issued weapons, equipment and motor vehicle.
The employee must occasionally lift and/or move heavy objects or people. The minimum physical limits are specified in the Protocol for Job Specific Tasks and standards set by the New Mexico Law Enforcement Academy. WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. GENERAL PURPOSE

Performs field operations duties related to the enforcement of federal, state, and local laws as needed to preserve the peace and protect citizen rights and property.
SUPERVISION EXERCISED
Provides close supervision to less experienced officers in the FTO Program on a case-by-case basis. Functions as the Officer-in-Charge (OIC) in the absence of a supervisor.
ESSENTIAL FUNCTIONS
Investigation: Conducts criminal investigations; processes crime scene; finds, identifies, marks, and preserves evidence; performs as evidence control officer; assures integrity of all evidence through all stages of the evidence management process, including distribution, return, destruction and/or sale of items; transports evidence to various crime labs and court rooms; utilizes fingerprinting, photography and other specialized equipment in processing crime scenes; interviews and interrogates witnesses, victims and suspects; prepares all necessary reports.
Manages investigative case load of major felony crimes; handles rape and homicide cases; works closely with supervisor(s) in solving difficult cases; follows-up and insures completion of all cases; conducts research and pursues clues, makes telephone calls, tracts criminal histories, secures existing information on suspects, etc.; apprehends and arrests suspects.
Answers business/bank complaints of theft, forgery, scams, bounced checks, embezzlements, bad credit, and white collar crimes; alerts businesses and community of check forgeries, and short change artists; performs surveillance; obtains search warrants; works closely with City and County attorney concerning legalities involved in certain cases and arrests.
Prepares facts, information, evidence and statements for court proceedings; secures witnesses and testimonies; prepares visual diagrams of the scene of crime as deemed necessary; performs extraditions; testifies in court when necessary.
Develops informative contacts and participates in covert operations; investigates and apprehends persons suspected of illegal sale, purchase or use of narcotics; could examine prescriptions and pharmacy's and physician's records to ascertain legality of sale and distribution of narcotics; arrests narcotic offenders; obtains statements for prosecution of offenders and appears in court as witness.

Responds to crimes in progress; secures, defuses and resolves high risk felony calls; secures crime scenes for evidence searches; makes preliminary investigation and interrogates complainants, witnesses and suspects; completes complaint questionnaires.

MINIMUM QUALIFICATIONS
1. Education and Experience: Graduation from high school; plus, completion of certification provided through New Mexico Department of Public Safety; AND Must have completed 669 law enforcement training hours (Academy Training, Advanced Training, or combination of both).
2. Preferred Education: Associates degree in criminal justice, law enforcement, public administration, or other related flied.
3. Knowledge, Skills, and Abilities:
Working knowledge of Bloomfield and its street systems; modern law enforcement principles, procedures, techniques and equipment; applicable Federal, State, County, and City laws and ordinances and departmental rules and regulations. Some knowledge of hazardous waste classifications and emergency procedures related to control, containment and confinement; principles of law enforcement administration; investigative procedures and practices; legal liabilities associated with arrest and law enforcement; court room procedures and laws of evidence.
Skill in the use of firearms, the operation of police vehicles and other specialized equipment including breathalyzers, radar units, police batons, and restraining devices.

Must not have a felony conviction and be of good moral character as determined through a comprehensive background investigation. An element of personal danger is involved and officers must be able to respond and react properly in varied emergency and stressful situations, exercising independent judgment in performance of duties. Other duties include writing reports, processing evidence, computer data entry, and use of related equipment. This position requires a willingness to work irregular hours, evening or night shifts, weekends, and holidays as necessary to assure protection for the public.
TASKS AND RESPONSIBILITIES:
Patrol assigned area in city in a one-man unit.
Respond to calls from the dispatcher and react in a calm, professional manner.
Investigate/search accident and crime scenes, assembling evidence.
Complete routine and special reports on accident, crimes, and other incidents.
Act as “First Responder” to fire and emergency calls, being prepared to administer first aid if necessary.
Prepare and serve arrest and search warrants.
Work as traffic control at scenes as necessary.
Testify in court as needed.
Apprehend criminals and offenders, processing prisoners.
Locate and question witnesses.
KNOWLEDGE, EXPERIENCE, AND SKILLS:
High school graduate or equivalent.
Previous experience/knowledge desired.
Ability to follow through on work assignments and perform in stressful situations.
Ability to act promptly, taking effective action.
Good verbal and written communications skills - ability to speak clearly and distinctly.
Must be at least 20 years of age.
Must be a U.S. citizen.
Vision must be correctable to 20/20.
Must have a valid New Mexico driver's license.
Must have valid Police Officer certification by the NM Law Enforcement Academy.
Job requires continued maintenance of firearm qualifications standards.
Possession of a good reputation and background, which will withstand pre-appointment investigation including no felony convictions and no misdemeanor convictions within the past 3 years.
COMMENTS ON PHYSICAL REQUIREMENTS: The majority of the time, police work involves patrolling an assigned area for the purposes of preventing and discovering crimes which does not require heavy physical activity. However, the Police Officer needs to be able to respond actively to any situation in which the public or the officer may be in danger. Physical fitness needs to be maintained as well as mental alertness. Persons selected for employment must also successfully complete a physical exam with vision correctable to 20/20, psychological examination and drug screening.
WORK SCHEDULE
:
The regular work week is 12 straight hours a day for 3 or 4 days a week - shift work, most weekends and holidays. Schedule to be determined.
TRAVEL REQUIREMENTS:
Travel for meetings and training may be required.
Overnight travel may be required.
PRE-EMPLOYMENT REQUIREMENTS:
Must pass a background investigation including work history, criminal records, driving records and other records deemed necessary.
