Job Description:
The DHS CBP Program Management Office Directorate (PMOD) serves as the Independent Test Authority (ITA) for CBP acquisition programs and requires comprehensive systems engineering and test and evaluation (T&E) support. SimIS seeks a Quality Manager to establish and maintain comprehensive quality management processes to ensure all deliverables, testing activities, and systems engineering work products meet or exceed PMOD standards. This role involves implementing quality control measures across diverse testing environments, from urban border areas to remote desert and mountainous regions, while maintaining compliance with government quality requirements and supporting continuous improvement initiatives.

Ensure sufficient staffing for year-round activities including 2-3 simple tests, 2-3 moderate tests, and 2 complex tests annually
Support multiple concurrent workstreams including systems engineering trade studies and field engineering assessments
Coordinate with CBP Test Managers to develop required artifacts and deliverables
Manage contract deliverables including kickoff meetings, integrated master schedules, and systems engineering management plans
Oversee travel coordination to border locations, vendor facilities, and government offices
Ensure compliance with DHS security directives and data handling procedures

UxS Portfolio Leadership:
Develops and executes strategic vision for SimIS' autonomous systems capabilities including UGS, USV, UAS, and AI/ML integration
Leads capability development, technology roadmaps, and investment strategies for autonomous platforms and intelligent systems
Provides technical leadership for autonomous systems integration across air, ground, maritime, and space domains

Develops and implements comprehensive capture strategies from opportunity identification through contract award

Manages proposal development processes including technical writing, cost analysis, and compliance reviews
