This is a clinical position that involves overseeing the clinical functions of a Community Crisis Home (CCH) and/or Enhance Behavior Support Home (EBSH). The QBMP oversees the implementation of the Individual Behavior Support Plan (IBSP) and reviews data on a weekly/monthly basis. This includes but is not limited to conducting a Functional Behavioral Assessment (FBA), reviewing proactive and reactive strategies/interventions. Also, providing direct clinical supervision of Registered Behavior Technicians (RBTs) and Lead RBTs. The QBMP assists the BCBA Director with education and training of the home. The QBMP will interface with the Residential Administrator, Administrator of the home, Regional Center staff, Department of Developmental Services, and the Quality Assurance Specialist associated within the home to ensure the needs of the individuals YAI supports. QBMP is responsible for ensuring that all data is collected and to ensure the work performed by the RBTs and Lead RBTs meets agency standards. The QBMP is involved in the development of the RBTs and Lead RBTs as well as providing feedback for clinical performance evaluations.
Job Description:
Oversee the implementation of the IBSP and collaborate with the Administrator.
Responsible for working directly with the RBTs and Lead RBTs and providing supervision as per BACB guidelines.
Will model the approach that emphasizes positive behavior supports, person-centered practices and trauma-informed care in their practice.
Utilize best practices when conducting FBA and developing IBSPs.
Use objectives to plan, implement and evaluate the effectiveness of the interventions.
Employs an array of empirically validate teaching strategies- modeling, incidental teaching, task analysis, chaining, and activity-embedded instructions.
Incorporates a variety of techniques to help with skill building- prompting, errorless teaching, maximizing learning opportunities, effective reinforcement, preference assessment and choice procedures.
Employ a wide range of strategies for skill acquisition and skill generalization over time and across people, settings, situations, and activities.
Completes annual clinical Performance Evaluations.
Meets regularly for supervision with the RBTs and Lead RBTs and provide weekly/monthly updates on the IBSP.
Responsible for interfacing with the BCBA Director to ensure the clinical needs of the home are being addressed.
Will attend and participate in the weekly/monthly clinical review. The QMP is responsible for contributing to the agenda and provide training as necessary.
Will assume the clinical responsibilities of Lead RBT in their absence.
Delegates and/or assume the clinical responsibilities of any Lead RBT vacancies.
Take an active role in interviewing and hiring process of any RBT and Lead RBT.
Provides opportunities and encourages the professional development of staff within the home.
Will, in conjunction with the Residential Administrator evaluate and assign caseloads to the RBT and Lead RBTs within the home.
Will collaborate with the BCBA Director in the development of training programs for new and existing RBTs and Lead RBTs.
Will ensure that the RBTs and Lead RBTs have all the clinical materials necessary to perform their job.
Will take an active role in clinical consultations.
Will attend outside conferences and trainings to increase knowledge base to provide a resource to the agency/department.
Will interface with RN's and other outside consultants to coordinate training and to provide the opportunity for joint meetings when appropriate.
Salary: $100k to $120K annually

DISTINGUISHING CHARACTERISTICS
SubstanceAbuseCounselor Trainee is the trainee level in this class series. Incumbents initially work under immediate supervision and learn about the department's treatment programs and counseling and treatment methods. This class is alternately staffed with SubstanceAbuseCounselor I and II.
SubstanceAbuseCounselor Iis the entry level class in this class. Initially under close supervision, incumbents learn departmental and treatment policies and procedures. This class is alternately staffed with SubstanceAbuseCounselor II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher level class.
SubstanceAbuseCounselor II is an experienced class responsible for providing substanceabuse services to clients in an out-patient setting. This class is distinguished from Mental Health Clinician and Psychiatric Technician classes in that the latter are licensed classes providing professional clinical patient support.

Overview:
Under general supervision, this hybrid role provides comprehensive support to resource families and youth in foster care, including mobile crisis response, case management services, and rehabilitative support. The Case Manager & Urgent Response Coordinator serves as a liaison between foster families, youth, agency staff, and service providers, offering guidance, advocacy, and oversight. Responsibilities include conducting home visits, assessing family dynamics, ensuring compliance with agency and state regulations, and developing individualized service plans to address the emotional, behavioral, educational, and medical needs of each child in placement. The Case Manager collaborates closely with county social workers, therapists, educators, and other professionals to support permanency planning and promote positive outcomes for youth in foster care. Additionally, the Urgent Response Coordinator provides collaborative phone-based, in-home, and in-person mobile response services, in-home de-escalation and stabilization services, and trauma-informed, culturally and linguistically appropriate family support for current and former foster youth up to twenty-one (21) years of age. This role includes delivering self-care and behavior training, leading rehabilitative groups, and supporting clients with challenging behaviors. The Coordinator consistently completes documentation within twenty-four (24) hours, mentors and coaches peers, and may serve in a supervisory capacity when needed. They are expected to model professionalism and exemplary rehabilitation practices in client care.
FFA Case Management Functions:
Provides support with therapeutic interventions and structured activities to promote the well-being and development of youth in care.
Conducts comprehensive SAFE home studies, including at minimum:
Monthly in-home visits with the resource family.
Monthly out-of-home visits with youth aged six and older.
All documentation is maintained through an electronic data management system.
Links youth and resource parents with appropriate community resources based on identified needs and individualized service plans.
Assists in the evaluation and development of resource family homes by assessing environmental factors, family dynamics, and other criteria to determine ongoing suitability.
Supports the stability of youth placements by promoting a safe, nurturing, and supportive home environment.
Urgent Response Coordination:
Maintain a mobile response team available 24/7.
Provide immediate in-person responses within 13 hours for urgent situations; within 24 hours for non-urgent.
Follow up within 72 hours to assess ongoing support needs.
Establish collaborative contact with youth and caregivers.
Identify underlying causes of instability and prior interventions.
Observe and address caregiver-child interactions.
Provide coaching to preserve family units and maintain placements.
Develop transition plans when placements are not feasible.
Connect families to trauma-informed and culturally appropriate services.
Identify ongoing stabilization needs and refer to appropriate services.
Participate in case conferencing with service providers.
Qualifications:
Required

Key Responsibilities:
Provides orientation to new patients to the programs' rules, policies, procedures, and patients' rights.
Conduct Intakes, Discharge Planning, Initial Assessments, and Initial Treatment Plans professionally and within time guidelines as required by applicable federal and state regulation, CARF guidelines and Pinnacle Policies.

Administer the BAM-R, C-SSRS, GAD-7, and PHQ-9 screening tools to determine the severity of the patient's mental/emotional status.
Evaluate the risk factors concerning each such case, considering the appropriateness of, and professionalism in treating such individuals in an OTP in comparison to treatment in a residential facility or other treatment modalities.
Review and ask about other practitioners' involvement in the treatment of these high-risk conditions. Recommend immediate referral to such a specialist in case of need. Request the patient sign a waiver for release of information which will allow communication with the other practitioner in case of need (e.g., deterioration of the patient's condition).
Flag high-risk patients to the Medical Directors, Physician Extenders, and Regional Clinical Leadership (RCL) and highlight the conditions concerned.
Refer such patients to the Medical Directors, Physician Extenders or RCLs (Regional Clinical Leadership) based on the urgency, utilizing the informal Referral Policy or the scheduled Treatment Team/Case Conference session.
Review physician notes, following the Medical Directors or Physician Extenders' session with the patient, verifying that they noted and addressed the high-risk factor, or otherwise bring it immediately to the attention of the supervising counselor, as well as the clinic manager, until the matter's proper and professional handling by the physician or physician extender.
Advise, in writing, other staff members (including the clinic manager, supervising counselor, dispensing nurse and front office) of high-risk patients and their condition. Maintain and circulate minutes from treatment team/case conference sessions to the other staff members.
Provide professional counseling and referral services by:
Addressing patients' clinical and special needs by maintaining referrals to specialized (“second tier”) services rendered by physicians, physician extenders and counselors within Aegis, as well as referrals to Keys to Recovery (or other twelve-step) support groups, and other community resources (e.g., agencies and practitioners outside of Aegis), acting as a liaison to these agencies, as necessary.
Providing individual and group counseling as clinically necessary, to address the problem issues identified in the Initial Assessment and Treatment Plans. The counseling service will include protocols for the treatment of Relapse Prevention, Peer Pressure, Anger Management, Domestic Violence, Parenting, Family Preservation, Vocational Rehabilitation, etc.
Utilizing advanced counseling techniques such as Cognitive Behavioral Therapy, Motivational Interviewing, etc.
Scheduling regular counseling sessions with patients; issue patient appointment cards and record scheduled or rescheduled sessions in EHR scheduler.
Documenting counseling entries, including signature and date, as required by applicable federal and state regulations, CARF guidelines and Pinnacle policies.
Engaging in Community Relations and Outreach efforts.
Attending all recommended training including Physician Training of Counselors, RCL training, and case conferences with the program physicians and physician assistants.
Collecting research data when requested.
Observing the collection of patients' urine samples when required

Key Responsibilities:
Provides orientation to new patients to the programs' rules, policies, procedures, and patients' rights.
Conduct Intakes, Discharge Planning, Initial Assessments, and Initial Treatment Plans professionally and within time guidelines as required by applicable federal and state regulation, CARF guidelines and Pinnacle Policies.
Involve patients in the assessment, treatment planning, and intervention aspects of treatment, which provides the patient with a sense of entitlement to their own recovery.
Administer the biopsychosocial assessment, which evaluates all areas of patients' lives, including their addictions, medical and mental health history, socioeconomics, legal, etc. at intake and on an ongoing basis.
Recognize and utilize patients' Strengths, Needs, Ability, and Preferences (SNAP), to develop and implement individualized Treatment Plans that effectively help patients to meet their short & long-term goals. • Determine the clinical necessity of counseling services based on the clinical assessment and evaluation of the patients.
Monitor closely, and document any change of circumstances with the patients, especially as it relates to matters that may affect their recovery, identifying and addressing relapse indicators to promote relapse prevention interventions in an early stage.
Comply with and implement the Medical Q.A (Quality Assurance) and Clinical Risk Management Policies, including:
Evaluate the patients for any high-risk conditions (e.g., liver failure, pregnancy, overdose, bipolar, schizophrenia, etc.), which may endanger the patient (suicidal) or other parties (homicidal).
Administer the BAM-R, C-SSRS, GAD-7, and PHQ-9 screening tools to determine the severity of the patient's mental/emotional status.
Evaluate the risk factors concerning each such case, considering the appropriateness of, and professionalism in treating such individuals in an OTP in comparison to treatment in a residential facility or other treatment modalities.
Review and ask about other practitioners' involvement in the treatment of these high-risk conditions. Recommend immediate referral to such a specialist in case of need. Request the patient sign a waiver for release of information which will allow communication with the other practitioner in case of need (e.g., deterioration of the patient's condition).
Flag high-risk patients to the Medical Directors, Physician Extenders, and Regional Clinical Leadership (RCL) and highlight the conditions concerned.
Refer such patients to the Medical Directors, Physician Extenders or RCLs (Regional Clinical Leadership) based on the urgency, utilizing the informal Referral Policy or the scheduled Treatment Team/Case Conference session.
Review physician notes, following the Medical Directors or Physician Extenders' session with the patient, verifying that they noted and addressed the high-risk factor, or otherwise bring it immediately to the attention of the supervising counselor, as well as the clinic manager, until the matter's proper and professional handling by the physician or physician extender.
Advise, in writing, other staff members (including the clinic manager, supervising counselor, dispensing nurse and front office) of high-risk patients and their condition. Maintain and circulate minutes from treatment team/case conference sessions to the other staff members.
Provide professional counseling and referral services by:
Addressing patients' clinical and special needs by maintaining referrals to specialized (“second tier”) services rendered by physicians, physician extenders and counselors within Aegis, as well as referrals to Keys to Recovery (or other twelve-step) support groups, and other community resources (e.g., agencies and practitioners outside of Aegis), acting as a liaison to these agencies, as necessary.
Providing individual and group counseling as clinically necessary, to address the problem issues identified in the Initial Assessment and Treatment Plans. The counseling service will include protocols for the treatment of Relapse Prevention, Peer Pressure, Anger Management, Domestic Violence, Parenting, Family Preservation, Vocational Rehabilitation, etc.
Utilizing advanced counseling techniques such as Cognitive Behavioral Therapy, Motivational Interviewing, etc.
Scheduling regular counseling sessions with patients; issue patient appointment cards and record scheduled or rescheduled sessions in EHR scheduler.
Documenting counseling entries, including signature and date, as required by applicable federal and state regulations, CARF guidelines and Pinnacle policies.
Engaging in Community Relations and Outreach efforts.
Attending all recommended training including Physician Training of Counselors, RCL training, and case conferences with the program physicians and physician assistants.
Collecting research data when requested.
Observing the collection of patients' urine samples when required
Attend team meetings and complete all training courses timely as required.

Overview:
Under general supervision, this hybrid role provides comprehensive support to resource families and youth in foster care, including mobile crisis response, case management services, and rehabilitative support. This role includes delivering self-care and behavior training, leading rehabilitative groups, and supporting clients with challenging behaviors. The Coordinator consistently completes documentation within twenty-four (24) hours, mentors and coaches peers, and may serve in a supervisory capacity when needed. FFA Case Management Functions:

This class is alternately staffed with Mental Health Worker II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher level class.
Mental Health Worker II is an experienced class responsible for providing services to mental health patients in an out- or inpatient setting under the direction of a mental health professional. Responsibilities include extensive contact with mentally ill patients and effective follow-up. This class is distinguished from Mental Health Clinician and Psychiatric Technician classes in that the latter are licensed classes providing professional clinical patient care and treatment.
* Assists patients with personal hygiene activities.
* Observes and charts vital signs, collects samples for routine lab tests, and ensures that treatment rooms are set up for examinations and treatment.
* Assists in managing assaultive behavior of patients and assists with placing difficult patients in seclusion and/or restraints, as required by treatment staff.
* Provides supportive services in a psychiatric health facility or a day treatment center including facilitating various groups and activities such as exercise and art; monitors patient adjustment and progress.
* Performs crisis intervention, in person and over the phone, to provide support and assistance in problem resolution and coordinates or arranges for the provision of needed services.
* Documents behavior in patient charts.
* Confers with treatment staff regarding patient needs and ways of improving staff's ability to impact on patient.
* Performs driving, facility or house cleaning, cooking and other household living tasks for mental health patients.
* Coordinates food ordering and recordkeeping for patients.

Working under general supervision, Child Support Specialist II is the journey level in the Child Support Specialist series. Employees at this level are expected to perform a broad range of child support casework from intake to order creation, enforcement and file closure. Within legal requirements and departmental policies and procedures, incumbents operate with considerable independence and must exercise discretion and judgment in evaluating cases and determining the level of support and the methods of enforcement. Positions in this class are flexibly staffed and are normally filled by advancement from the lower level of Child Support Specialist I, or if filled from the outside, require prior related experience.
Child Support Specialist II differs from the higher class of Child Support Specialist III in that the latter is the advanced journey level, and incumbents act as lead worker or exercise detailed subject knowledge of a specific program area or specialized department system.

* Manages a general caseload consisting of child support legal actions and the establishment, enforcement and collection of child support payment obligations based on established guidelines.

* Develops and analyzes information for the establishment of paternity.
