About the Tax Policy Center (TPC)
The Urban-Brookings Tax Policy Center (TPC) improves tax and fiscal policy decision-making through independent, timely, and accessible analysis. Using a microsimulation model comparable to those used by federal scorekeepers, we show how policies affect taxpayers, revenues, and the economy. Our results are used by stakeholders across the ideological spectrum and widely cited in the press. Beyond the model, TPC's nationally recognized experts conduct research on emerging issues and provide technical assistance to policymakers at all levels of government.
The Opportunity:
The Senior Communications Manager will amplify TPC's impact. They will lead an integrated communications strategy that translates rigorous research into actionable insights for policymakers, media, and the public. This position reports to the Senior Director of Strategic Communications with a dotted line to the Vice President for Tax Policy.
What You'll Do:
* Develop communications strategy
* Lead development and execution of an integrated communications strategy for the Tax Policy Center to advance program goals and objectives
* Lead visibility campaigns within the broader strategy to promote high-priority initiatives
* Coordinate with Communications colleagues across digital, brand, and audience engagement, writing and editorial, and events
* Anticipate reputational risks and prepare mitigation plans
* Oversee digital content strategy for taxpolicycenter.org:

Who You Are:
The successful candidate will have:

The Opportunity:

The Opportunity:
The Lead Cybersecurity Compliance Engineer is a senior role within Urban
Institute's Technology & Data Science (TECH) department. This position is responsible for ensuring that key Urban IT systems and cloud services meet federal cybersecurity compliance requirements. In practice, the engineer will manage the FedRAMP Moderate Authority to Operate (ATO) compliance process for designated cloud systems, coordinate security requirements into contracts and procurements, and oversee vendor management, security assessments and audits.
The role also involves performing regular compliance activities (such as risk assessments, vulnerability scans, and third-party audits), updating and maintaining security policies and procedures, and monitoring evolving regulatory standards. The Lead Cybersecurity Compliance Engineer will sit on the Infrastructure and Security team and report directly to the Senior Director, Infrastructure and Security.
Responsibilities
* Manage the FedRAMP Moderate ATO process for designated Urban cloud systems. This includes coordinating security documentation (e.g. System Security Plans (SSPs), Gap Analysis, Privacy Impact Assessments (PIAs)), security assessment reports (SARs), continuous monitoring and required audit activities to meet the NIST-based FedRAMP baseline.
* Ensure that system architectures and configurations are designed to align with the required security controls for moderate-impact information.
* Lead cybersecurity contract reviews for all relevant IT procurements. Analyze and update agreements to include necessary security clauses, controls, and compliance requirements. Report on Urban's ability to comply with contractual cybersecurity requirements and level of effort needed to comply where current systems do not meet contractual requirements.
* Procure and oversee third-party vendor activities. Organize and conduct vendor risk assessments and audits (including cloud providers and SaaS vendors), coordinate cross-functional vendor review meetings, and validate that vendors implement agreed-upon security controls. Maintain strong vendor relationships and verify third-party adherence to Urban's security policies.
* Schedule and manage regular security testing and auditing activities for Urban's FedRAMP environment. This includes arranging annual 3PAO audits, external penetration tests and vulnerability assessments, tracking remediation efforts, and reviewing internal audit findings.
* Develop, update, and maintain cybersecurity policies, standards, procedures, and playbooks with support from the Infrastructure and Security team and other Technology and Data Science team members, as necessary.
* Support incident response activities, root cause analysis, and reporting requirements.
* Ensure that all compliance documentation (e.g. plans of action and milestones (POA&Ms), security checklists) is up-to-date and accessible.
* Stay current with federal and industry cybersecurity regulations and frameworks (such as updates to FedRAMP, NIST guidelines, FISMA, etc.). Translate new requirements into actionable guidance for Urban.
* Coordinate briefings so that Urban teams understand their compliance obligations.
* Work closely with Technology and Data Science leadership, project managers, and stakeholders to integrate compliance requirements into projects and update or modify compliant systems as needed.
* Provide regular status updates on compliance efforts and report any security or compliance gaps to senior management. Serve as a subject-matter expert on compliance topics within the organization.
* Support the Infrastructure and Security team as needed for general cybersecurity needs and initiatives.

The Director, HR Information Systems (Workday), oversees all aspects of HR systems and is responsible for delivering best-in-class HR systems support to the Institution's research programs and business units. They lead the HR systems team and play a key role in the stewardship of Brookings' enterprise systems landscape, which is anchored by Workday. The Director oversees a team of two staff. Reporting to the Deputy Chief Human Resources Officer (DCHRO), this position works in close partnership with colleagues across the Institution to maintain and enhance HR systems that support Brookings' strategic objectives. This includes identifying opportunities for improvement, solving operational challenges, and leveraging technology to simplify and standardize HR processes. The Director is responsible for the day-to-day operations of HR systems (including Workday Human Capital Management or HCM, and related tools) and cross-functional support of related systems (including Workday Payroll, Absence, and Time-Tracking or PATT), encompassing system administration, feature adoption, incident resolution, release planning, and overall systems governance. They will set HR systems roadmap in alignment with institutional priorities and will build internal capacity to support and enhance Brookings' HR systems environment over time.
HR Systems Oversight, Administration, and Analytics (40%)
Lead the administration and governance of HR systems - including Workday (Core HR, Benefits, Absence, and Learning Management), ICIMS (Recruiting), and SharePoint (Workflows) and provide cross-functional support for related systems - including Workday (Payroll and Time tracking) and third party integrations- to ensure reliable performance, data integrity, and alignment with institutional needs. Oversee system operations such as configuration, troubleshooting, incident, request and change management, release planning, and vendor coordination.
Serve as a subject matter expert and partner to internal stakeholders to maintain and optimize HR systems and integrations.
Champion user adoption by developing and promoting effective training, documentation, and system communications.
Lead the development of HR analytics capabilities by delivering consistent, accurate, and actionable reports, dashboards, and executive summaries that inform decision-making.
Ensure compliance with relevant HR laws and data governance protocols through appropriate system design and reporting practices.
Systems Strategy, Improvement, and Project Leadership (40%)
Define and lead the HR systems and data strategy in alignment with institutional goals and evolving needs.
Guide full project lifecycles for new system initiatives - including scoping, requirements gathering, vendor selection, testing, and change management.
Manage the HR systems project pipeline and participate in cross-functional governance efforts to align priorities across HR, Finance, and Technology.
Propose, Evaluate and Redesign core HR processes to improve efficiency, user experience, and strategic alignment.
Stay abreast of emerging HR technologies and trends to ensure Brookings remains responsive and forward-looking.
Ensure a smooth transition of implemented solutions to operational support.
Team Leadership and Cross-Functional Collaboration (20%)
Supervise and support HR Systems staff, including performance management, coaching, and workload oversight.

The Opportunity:

The Co-director is responsible for the full scope of TPC operations on the Urban Institute side, including developing TPC strategy and research/policy agenda, ensuring the Center is on sound financial footing, and managing and supporting the performance of Center staff. The Co-director also works with TPC scholars and affiliates, including communications, development, and finance staff. The Co-Director also works with TPC scholars at the Brookings Institution, in a collaborative and advising role.
Research Management and Direction
* Develops the Center's strategy and research/policy agenda collaboratively with the Director and Vice President.
* Conceptualizes new work streams and conducts in-depth, high-quality public policy research in area of expertise, independently and in collaboration with other scholars.

The Senior Manager of Government and Public Affairs plays a pivotal role in facilitating the Institution's engagement with policymakers and decision-makers in the public, private, and civic sectors through data-informed decision-making and strategic support. Reporting to the Senior Director of Government and Public Affairs, the Senior Manager will foster productive relationships between Brookings and government bodies and stakeholders in all sectors. Strategy Support and Execution (55%)
* Collaborate with Central Communications and Program Communications team members to support strategies to reach key stakeholders, with Brookings broadly disseminated work, including policymakers, industry leaders, and decisionmakers, including events, briefings, testimony, interviews, digital communications, collateral, etc.

Vendors are spreading unsecurable paperless internet voting systems to more states.
The Protect Elections Campaign Coordinator will lead Public Citizen's work to protect election officials, secure voting systems, and defend free and fair elections themselves through state policy and national grassroots organizing pushes. As a co-facilitator of the Secure Our Vote coalition and an active member of several other central pro-democracy coalitions, the Coordinator will drive multiple campaigns with the support of policy experts to address new and longstanding threats to our elections. QUALIFICATIONS:
Five or more years of experience winning campaigns, coalition management, organizing, policy, or advocacy experience.
The ideal candidate is a strong and savvy coalition manager who is familiar with and has connections within democracy coalitions at the state and national level.

* Demonstrated ability to lead and facilitate effective trainings, and to coach organizers to improve their skills and impact, both in-person and virtually
* A track record of leading organization-wide change initiatives
* Demonstrated understanding of the legislative process within Washington, DC (ideally also in Maryland, and/or Virginia)
* Have managed at least one staff member, intern and/or Fellow
* Ideally you have worked in an organization that operates across multiple states or regions
* Ability to travel around Washington, DC, Maryland, and Virginia up to 40% of the time, as well as occasional travel to other parts of the country (especially during legislative cycles)
* Ability to work in-person in our DC office up to five times per month
* Willing to have a social media presence on behalf of Common Cause, including being tagged on posts and creating content on behalf of the organization (as needed, Common Cause may provide accounts for staff members to use)
* Per our nonpartisan policy, Common Cause staff members may not currently be in elected office (or running for office); on the Steering Committee or Finance Committee for any political candidate; or affiliated with the leadership of a political party

$97,850 - $113,300 a year
