    This position is responsible for administration of policy, compliance, ethics, and Programmatic Agreements. The University of California Agriculture and Natural Resources (UC ANR) Office of Policy, Compliance, and Programmatic Agreements (PCPA), within the Office of the Controller and Business Services (OCBS), provides leadership for UC ANR policies, compliance obligations, and programmatic agreements, including memoranda of understanding (MOUs). The Director ensures UC ANR's statewide, regional, and county operations comply with University policy and state and federal law, while applying expert knowledge of University of California (UC) policies and regulatory requirements to guide contract terms, agreements, and governance decisions. The Director is the division's central resource for all policy matters. The Director oversees policy development, compliance reviews, and programmatic updates. The role includes evaluating emerging laws and regulations, managing delegations of authority, overseeing conflict of interest reporting, and ensuring compliance with state information and transparency laws. The Director also leads UC ANR's records management and privacy programs to promote consistent and lawful information practices. The Director acts as liaison with the Office of the General Counsel and UCOP administrative offices, advising senior leadership on legal, compliance, and procedural matters. The Director supports the UC ANR Controller, who serves as Campus Ethics and Compliance Officer (CECO) and Locally Designated Official (LDO). The Director contributes to systemwide committees, task forces, and delivers compliance training for UC ANR staff as needed. In addition, the Director is responsible for the recruitment, supervision, training, and evaluation of unit staff. In this role, the Director fosters a culture of service excellence, accountability, and technological proficiency in support of UC ANR's mission. This position is a career appointment that is 100% fixed. The home department for this position is Imm Office Controller Business Services. While this position normally is based in Davis, CA, this position is eligible for hybrid flexible work arrangements for applicants living in the State of California at this time. The role is based in Northern California and is responsible for a defined regional geography. Frequent travel to Penske operational locations is required; a company service vehicle is provided. Major Responsibilities: * Conduct routine site visits to assigned locations to assess environmental compliance, perform audits, provide on-site guidance and awareness training, and initiate corrective actions in coordination with service and operations leadership. * Support completion of annual Environmental Self-Reviews and manage corrective actions resulting from internal reviews or regulatory inspections. * Attend and support environmental inspections conducted by regulatory agencies, including CUPA and other applicable state and local programs. * Coordinate with maintenance and operations teams to ensure corrective actions are completed accurately and within required regulatory timeframes. * Assist with administration and execution of environmental training programs, including monitoring completion rates and assessing training effectiveness during field visits. * Support implementation of new or evolving operational processes, including site startups or closures, mobile maintenance operations, and customer on-site shops. * Coordinate with contractors, vendors, and consultants to support compliance activities and environmental remediation efforts. * Provide field support for environmental projects requiring on-site involvement, including storage tank removals, stormwater, wastewater, air compliance, spills, and environmental assessments. * Perform additional environmental projects and duties as assigned. Qualifications: * Bachelor's degree in Environmental Science, Earth Sciences, Environmental Engineering, Occupational/Industrial Hygiene, Safety, or a related field. * Minimum of three (3) years of experience in an environmental compliance role with demonstrated knowledge of California environmental regulations. * Strong working knowledge of environmental regulatory programs, including hazardous waste, hazardous materials, storage tanks, stormwater and wastewater, air compliance, inspections, corrective actions, and closure processes. * Advanced understanding of federal EPA and California-specific regulations, with the ability to apply regulatory knowledge in operational environments. * Strong organizational and communication skills, with the ability to manage multiple priorities and work effectively with operations teams, vendors, and regulators. * Proficiency in Microsoft Office applications; experience with environmental or EHS data management systems preferred. * Ability to travel up to 70% of work time. Valid driver's license and acceptable motor vehicle record required. * Preferred qualifications include professional certifications such as CHMM, PE, PG, REM, or REP; multi-site operational experience; and bilingual fluency in English and Spanish. Physical Requirements: The associate must be able to perform the essential functions of the position with or without reasonable accommodation, including standing, walking, sitting, and occasional lifting of up to 25 pounds. Vision requirements include close vision, distance vision, depth perception, and the ability to adjust focus.
