The Counselor in Charge (CIC) position serves in the New Bern Unit Office and provides leadership and support to the unit's operations. Key Responsibilities:

The Counselor in Charge will work closely with community partners to strengthen collaborative efforts and expand opportunities for individuals with disabilities. These positions are in support of Seymour Johnson Air Force Base either working on base with military members and their families or in local schools with high populations of military children attending. Candidates must be local or be willing to become local and licensed at the independent level as a Social Worker (LCSW), Therapist (LMFT), or Mental Health Counselor (LCMHC/LPC).
Provides the full breadth of MFLC consultation and counseling services to the command structure and military service members and their families at military installations. Responsible for providing MFLC services including non-medical, short-term, walk-around counseling, training/health and wellness presentations, and consultation to installation command regarding behavioral health issues with an understanding of the military unit, cultural and mission. Works closely with the Regional Supervisor/Regional Director, installation, and military branch Points of Contact (POC) to assure that the program is provided within scope and meets the needs of the installation.
Provides non-medical, short-term, solution focused, walk-around counseling directly to eligible service and family members at assigned primary and secondary locations. Services include assessment, brief counseling and consultation, action planning, referral to resources (assuring linkage as appropriate), and follow-up as indicated.
Delivers training and health and wellness presentations, participates in health fairs and other base/installation activities as requested/directed.
Enters counselor activity data daily through smart phone, or web application, to assure that reporting is accurate from assigned installation, while maintaining client/service member confidentiality.
Consistently visible within the brigade/regiment which allows MFLC services to be accessible. Establishes and maintains working relationships with community resources and provides appropriate linkages for service members and their families. Partners with POC to provide MFLC services in a manner that addresses the needs of the installation. Develops an effective and professional working relationship with the installation POC.
Provides MFLC response to critical incidents, surge and on demand events, and special requests as directed by the POC and approved by the Office of Secretary of Defense (OSD) program manager. Counselor will flex schedule to respond to urgent requests as needed or at the request of the Regional Supervisor/Regional Director.
Manages duty to warn and restricted reporting situations according to Department of Defense (DoD) protocol and staffs the cases with Regional Supervisor/Regional Director.
Communicates with Regional Supervisors and participates in regular individual and group supervision, sharing information regarding trends and issues on the installations to which the counselor is assigned.
Participates in regular in-services/training, Quality Improvement committees or other contract activities as assigned/appropriate.
Participates in initiatives, studies, and pilot programs as directed by the customer and/or Magellan. This includes participation in pilot program certification and training processes, completion of activity documentation, integration of pilot activities in non-medical counseling work, and the utilization of applicable technology to complete required activities.

The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. Description of Work
Employees are assigned to state facilities such as an area alcohol and drug abuse treatment center (ADATC), a state psychiatric hospital, a state developmental center, or a correctional facility. Employees assist clients with substance use disorders with development of cognitive, behavioral, social, and vocational skills through the use of counseling, behavioral and case management interventions. Work involves screening clients who are referred for addictive and/or psychological disorders. Employees use standardized tools to screen clients, conduct intakes and orientations, and complete assessments (social, educational, cultural, psychological, physical, career, and familial histories). Employees provide behavioral intervention therapy related to criminal related behaviors and attitudes for those clients involved with the criminal justice system. Employees may serve as an interface between mental health providers while continuing to provide substance use disorder counseling. Employees may collaborate with other healthcare professionals on more complex cases to facilitate continuity of care.

Working knowledge and application of the substance use disorder processes, including psychological and physical withdrawal. Working knowledge of psycho pharmacy and drug interactions. Working knowledge of medical terminology, disease processes, and treatment related to decisions regarding clinical interventions and appropriate therapies based on medical and psychological diagnoses. Thorough knowledge and application of therapeutic approaches including group dynamics, crisis interventions, and family therapy, and behavioral intervention therapy for substance use disorders. Thorough knowledge of community support groups and resources for individuals with substance use disorders. Skill in evaluating and screening clients for appropriate treatment and referrals. Skill in formulating clear, goal oriented treatment plans, and concise record documentation. Skill in developing and maintaining interpersonal relationships to include effective oral and written communication with team members, clients, and other healthcare providers. Ability to recognize co-occurring disorders and make appropriate mental health referrals while actively continues providing substance use disorder counseling. Ability to serve as a resource/peer consultant.

Provide Therapeutic Behavioral Services to clients by consulting with a licensed clinician to assist with the individual's needs getting met.
Provide service planning for individualized supports or care coordination of healthcare, behavioral health, and development of a treatment plan.
Provide linkage, interventions, treatment options, restoration of daily life skills and crisis prevention services.
Provide services to individual clients or groups of clients.
Training of support systems including direct staff on specific client triggers, de-escalation techniques and interventions in client specific mental health treatment plan as developed by licensed clinician.
Promote a positive and cooperative relationship with all outside contacts.
Meet with Resident Care Coordinator or other staff as designated by the facility upon arrival to and departure from facility to review current resident and facility care needs and communicate findings or concerns.
Establish and maintain open and positive communications with facility staff and administration. Working with licensed Provide verbal and/or written instruction or feedback regarding treatment plans and other pertinent caregiver information.
Be knowledgeable of and adhere to Eventus WholeHealth standards, policies, and procedures. Be aware of and adhere to all legal and regulatory agencies' rules and guidelines and professional ethical standards. Comply with all regulatory agencies governing health care delivery.
Conduct self in a professional manner at all times.
Maintain patient confidentiality at all times including appropriate use of cell phone, email, text messaging, patient records, and EMR. Agree to abide by and be knowledgeable of HIPAA rules and regulations.
Consult with the clinical supervisor when facing an unfamiliar resident, family, or facility request or recommendation regarding the care of a resident.
Qualifications/Education: Licensed Professional Counselors and Licensed Marriage and Family Therapists-Master's degree in either counseling or marriage and family therapy. Eligibility for a license to practice in the state in which you will practice, required. Knowledge:
Knowledge of population-specific interventions, and delivering care following treatment plan.
Knowledge of rules and regulations of bodies governing behavioral health practice.
Knowledge of organization's policies and procedures.

Description of Work
Employees are assigned to state facilities such as an area alcohol and drug abuse treatment center (ADATC), a state psychiatric hospital, a state developmental center, or a correctional facility. Employees assist clients with substance use disorders with development of cognitive, behavioral, social, and vocational skills through the use of counseling, behavioral and case management interventions. Work involves screening clients who are referred for addictive and/or psychological disorders. Employees use standardized tools to screen clients, conduct intakes and orientations, and complete assessments (social, educational, cultural, psychological, physical, career, and familial histories). Employees provide behavioral intervention therapy related to criminal related behaviors and attitudes for those clients involved with the criminal justice system. Employees may serve as an interface between mental health providers while continuing to provide substance use disorder counseling. Employees may collaborate with other healthcare professionals on more complex cases to facilitate continuity of care.
