Quality Strategy & Governance:
Develop and own the end-to-end Quality Assurance Strategy across all VESEE task areas including Product Lifecycle, Sustainment & Enhancement, and Modernization.
Define QA standards, processes, and best practices aligned to VA's Product Line Management (PLM) framework, VA PAL, and industry-leading Agile/DevSecOps principles.
Ensure all releases meet quality gates related to functionality, security, privacy, accessibility, and performance.
Establish and maintain traceability from requirements to test cases to deployments across all Scrum teams.
Test Planning & Execution:
Lead the creation and execution of comprehensive test plans, including:
Functional testing
Regression testing
Integration testing
Performance and load testing
Accessibility testing (Section 508/WCAG)
Security-related test support
Data integrity and HL7 transaction testing
Validate complex system interactions across modernized components and legacy systems.
Ensure alignment to non-functional requirements defined in VESEE RFP/PWS (e.g., message throughput, concurrency, uptime, and system resilience).
Automation & DevSecOps Integration:
Partner with the Chief DevSecOps Engineer to embed automated testing into CI/CD pipelines using GitHub Actions, Jenkins, Selenium, JUnit/TestNG, Cucumber, Cypress, and related tools.
Implement automated accessibility testing (e.g., aXe), API testing, and data validation scripting.
Ensure test automation coverage increases over time, reducing manual rework and strengthening release confidence.
Collaborate with DevSecOps to integrate SAST/DAST/SCA findings into QA processes.
Quality Metrics & Reporting:
Develop and track key quality metrics aligned with VA's Better, Safer, Faster (BSF) and Product Scorecards, such as:
Defect leakage rates
Automated test coverage
Mean Time to Detect (MTTD)
Mean Time to Resolve (MTTR)
Uptime, performance, and API reliability
Contribute to monthly Delivery & Monitoring reports (PWS §7.6) and support Sprint Reviews and PI demos.
Provide transparency into release readiness, quality trends, and risk posture for the Program Manager and VA leadership.
Compliance & Federal Standards:
Ensure full adherence to federal and VA-specific compliance requirements, including:

The Program Manager (PgM) will provide overall leadership, direction, and accountability for delivery of the Veteran Experience Services Eligibility and Enrollment (VESEE) 2.0 modernization program. Job Description:
We are seeking an experienced on-site Program Manager to lead a large, complex federal IT program supporting the Federal Agency's Infrastructure & Operations (I&O) Services. This position requires both technical expertise and strong managerial capabilities to oversee enterprise IT operations, engineering projects, and multi-disciplinary contractor teams. The Program Manager will serve as the Government's primary point of contact, ensuring delivery excellence, adherence to Agency and federal standards, and continuous improvement in IT service delivery.

Qualifications and Experience:

ITIL certification (v3 or v4).

Responsibilities:
Provide day-to-day leadership, management, and oversight for all contractor personnel performing under the Services Task Order.
Serve as the primary liaison with the Federal Contracting Officer's Representative (COR) and Government leadership, ensuring responsive, transparent, and effective communication.
Manage program cost, schedule, performance, and quality in accordance with contract requirements, Federal policies, and industry best practices.
Oversee the execution of services across multiple Agency operational divisions, including:
Enterprise Operations Center - 24x7x365 monitoring, alerting, and incident response.
Business Management Services - performance reporting, configuration and change management, and resource allocation.
Service Delivery - deployment, release, and pre-production environment management.
Operations Support - authentication services, directory services, account management, and network operations.
Cloud & Hosting Services - hosting solutions, data centers, and cloud service provisioning.
Product & Services Management - continuous development and optimization of managed services.
Monitor staff performance, address issues promptly, and ensure compliance with service level agreements (SLAs).
Lead risk management, issue resolution, and escalation processes for all program activities.
Ensure smooth transitions during phase-in and phase-out periods, including staffing, onboarding, and knowledge transfer.
Drive process improvement initiatives, applying ITIL best practices and Agile methodologies.

Responsibilities
Prepare AV design packages, perform equipment inventory, install and verify systems
Create floor plan diagrams, room and rack elevations, and audio, video, and control line diagrams
Prepare bill of materials that includes hardware, materials, wall plates, and cabling, and provide estimates for services for internal review
Provide specifications and detailed schematics for AV system hardware and network designs
Conduct research, stay up to date, and collaborate with manufacturers, vendors, and colleagues in the design, planning, and implementation of AV systems
Provide program reports to analyze system capabilities to define gaps and meet users requirements
Specialize in audio digital signal processors, video over IP, networks, video conferencing, web conferencing, matrix switchers, and complex systems
Maintain technical expertise in all areas of AV systems, including network, hardware, software, codecs, audio video switchers, AV control systems, AV devices, including monitors, microphones, cameras, mixers, amplifiers, VTC gateways, VTC bridges, video streamers, etc.
Review and validate the Bill of Materials for compliance with standards and ensure completeness of required components
