Job Duties:
* Customer Service, Collections and Receipting: Collects tax payments, fines, fees, forfeitures paid to the county over the counter, over the telephone, via internet and IVR, and through mail, and receipts the same; contacts taxpayers by telephone and/or in writing concerning payment errors.
* Processes miscellaneous receipts including accepting revenue from other county offices and departments.
* Responds to public questions and provides information related to tax amounts, charges and fines, segregation of property, addresses of property owners, legal descriptions and questions concerning the tax laws defined by New Mexico Code.
* Performs general money management duties related to balancing cash drawers; reviews and reconciles all payments for accuracy and completeness and prepares deposits daily.
* Performs end of day closeout including balancing of all payment received by the Treasurer's Office and scanning documents to ensure permanent record of transactions.
* Performs check redemption functions; receives payment information from banks and issues Treasurer's check for total checks claimed; posts checks to computer system.
* Conducts records search as requested by banks and mortgage companies; provides and completes necessary documentation as requested; processes requests from mortgage companies for tax bills, researches legal descriptions and updates records; provides mortgage companies with necessary documentation of tax amount or escrow collections.
* Assists in the implementation of all phases of the tax deed process; assures statutory time and completion deadlines are adhered to; coordinates with other office staff as needed to assist.
* Calculates taxes, collects and receipts pre-payments on personal property and mobile homes; issues receipts for verification of taxes paid.
* Issues refund checks for excess or incorrect payment with letters of explanation; follows established procedures in handling late payments or insufficient funds; searches for prior year delinquency; apprises taxpayer of additional fees or fines and balances owed; conducts follow-up on refund letters as required.
* Accesses computer records of all tax collection transactions and assists in generating weekly reports; generates and prepares fund ledgers showing fund balances as required by auditors.
* Mobile Homes: Follows established procedures for dealing with mobile home taxation and collection issues; monitors mobile home status, ownership, and location; issues mobile home releases for change of title, and relocation.
* Delinquent Accounts: Assists in conducting extensive research of accounts having delinquent taxes; notifies all recorded and non-recorded parties associated with the property; utilizes various processes and methods including search of microfilm of public recordings, microfiche, previous payment and ownership records, city, and county phone directories, returned mail etc.
* Tax Roll Certification: Enters Tax roll corrections based on Assessor's certifications after the taxes have been turned over to the Treasurers' Office from the County Assessor Office for deletions of said property. (Section 7/38/76-7/38/77 New Mexico Taxation & Revenue Regulations).

Job Description
The Recovery Support Specialist will report to the I-SUD Director or designee and support the Behavioral Health/I-SUD Department. This position involves working closely with peer support specialists, BH and medical providers and clients with substance use disorders (SUDs) such as opioid use disorders (OUDs). This position will involve case management, connecting clients with resources, engaging in community outreach, and scheduling clients with their BH provider or medical provider. This position will also include but is not limited to group facilitation or co-facilitation, and support services at the colleges and/or at the School Based Health Centers (SHBCs).
The Recovery Support Specialist will assist with communication between the BH/I-SUD department and other departments within ECFH which may include, but is not limited to, answering phone calls and scheduling appointments. This position also assists with coordinating behavioral health referrals, warm hand-offs and maintain an active list of community resources. The Recovery Support Specialist will assist behavioral health providers with primary screens (i.e., risk assessments, PHQ-9, GAD-7, ACE, PCL-5, social determinants of health) to identify client needs and to assist with data entry such as the Treat First process. The Recovery Support Specialist will be an essential employee and resource to help ensure integrated care is taking place within the BH/I-SUD department and with other departments and assists where necessary.
