H2C is seeking an experienced and qualified Instrumentation and Controls Engineer in the Process Automation Engineering and Data Management organization to support operations, maintenance, projects, and retrieval organizations. The right candidate will develop and maintain advanced control systems for waste retrieval, treatment, and transfers. Integrate sensors, automation, and diagnostics for process computer systems, distributed control systems, programmable logic controllers, related digital equipment, instrumentation, and site industrial control systems to ensure safety, precision, and operational efficiency. They will collaborate with multidisciplinary teams to analyze and diagnose system related problems, optimize system performance and reliability, and provide recommend solutions where appropriate.
This person will maintain the design baseline in accordance with H2C Engineering design processes and procedures, including:
Maintain a working knowledge of the Documented Safety Analysis (DSA), Technical Safety Requirements (TSR), and Environmental Permit requirements as they apply to the Tank Farm Systems;
-Make technically defendable, independent decisions on engineering issues, and represent the H2C Engineering organization in meetings with other company organizations and other stakeholders;
-Coordinate with H2C Projects, Construction, Operations, Waste Treatment Plant Interface and Integration organizations to ensure that client and company commitments are met;
-Monitor ongoing operations and activities including safety, quality, cost and schedule performance and coordinate efforts for early identification of issues, to correct problems, and to define areas of potential improvement;
-Provide input to/develop and approve assigned system related work packages, operating procedures and Engineering Change Notices;
-Develop, establish, review and/or approve new or changes to operating or maintenance procedures;
-Set challenging work-related goals for personal and departmental growth and accomplishment;
-Actively participate in the mentoring and development of less senior engineering personnel;
-Sustain productive and positive customer relationships;

Required Qualifications

Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.
Desired Qualifications
* Experience with instruments and controls, and a knowledge of current development and trends with demonstrated ability to interpret IEEE Standards and NFPA Requirements.
* Experience with process and control system platforms including modification to the control system hardware and software, communications systems (including wireless), and development and testing systems.

In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial grade and salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made at the appropriate grade level and within the targeted hiring range posted according to these factors. Note a candidate's prior salary history will not be taken into consideration.

Job Description
he U.S. Department of Energy (DOE), Office of River Protection, Waste Treatment and Immobilization Plant (WTP) requires support from qualified full-time general support services contractors (GSSC). The Waste Treatment Plant Performance Assurance (WPA) manager will oversee and provide direction for this work. The successful contractor will have responsibility for execution of the itemized work scope below:
Perform detailed construction-related inspections at the DOE Hanford WTP construction site, focusing on work in progress, special activities, identified problems areas, and adequacy of WTP construction contractor corrective actions, as performed by direct observation and involvement in activities such as quality assurance reviews, testing, acceptance inspections, and safety surveys.
Conduct periodic inspection team meetings to discuss WTP construction activities, areas to be inspected, status of open items to be reviewed, assigned WTP assessments status
Provide input to the periodic inspection reports of all WPA site inspection activities
Perform/document inspections of in-process and completed contractor installation activities as assigned to ensure site construction is conducted in accordance with contract, Authorization Basis (AB), applicable codes and standards, and Dangerous Waste Permit requirements. Ensure corrective actions are implemented when the provisions are not met. Services include continuous on-location inspections; results are documented in surveillance report using heating ventilation and air conditioning (HVAC), piping, instrumentation and controls, civil, and electrical subject matter experts
Support monitoring of contractor construction activities focusing on ongoing construction by direct observation and involvement in acceptance inspections, and safety surveys
Review nuclear safety, industrial health and safety, fire protection, QA, material control and accountability, welding, electrical, concrete, and structural work activities
Recommends corrective actions to applicable DOE staff, including stop work if necessary, to address contractor non-compliance with requirements.
Maintain national inspection accreditations in related inspection expertise such as welding, civil, or electrical.
Inspection activities shall also include:
Assessments of the safety performance of the WTP construction contractor.
Inspecting the WTP construction contractor's conformance with the provisions of the AB requirements and ensuring corrective actions are taken when the provisions are not met.
Work may include nightshift coverage on an as needed basis or as part of a rotation with other inspectors.
Verify procedures and specifications meet AB requirements, including related codes and standards, material meet requirements, construction and inspection staff is suitably qualified, work is performed within prescribed controls, and completed documentation of work is in accordance with requirements.
SCOPE DELIVERABLES
Provides support to senior level federal project managers in the performance of construction site inspections and oversight with a focus on work-in-progress, special activities, identified problem areas, and adequacy of construction contractor corrective actions, as performed by direct observation and involvement in activities such as quality assurance reviews, testing, acceptance inspections, and safety surveys.
Recommends corrective actions to applicable DOE staff, including stop work if necessary, to address contractor non-compliance with requirements.
Complete on-site (and supplier shop, as requested) inspections of construction work for WTP facilities, structures, systems and components.
Develop and submit inspection reports on a frequency determined by WPA of all ORP WTP site and supplier inspection activities.
Inspection tasks and activities are not limited to those listed above and may be expanded by WPA based on projected construction progress.
Reports are to meet the requirements of TRS-OA-IP-01 Integrated Oversight Process.
Monthly reports of construction site inspection services provided.
CONTRACTOR DELIVERABLES
Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Contractor shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined below:
Weekly Report. This report will address work accomplished, and deliverable progress to be provided to the technical monitor.
Monthly Report. This report will be a combination of the weekly status reports and shall be submitted with the monthly invoice. The report shall also include:
Deliverable progress, and date(s) submitted if applicable, submitted within this invoice period.
Work schedule for Contractor employees, to include any leave taken.
Qualifications
The contractor shall ensure that GSSC personnel supporting this task possess the following qualifications:
Experience - Minimum of twenty (20) years of substantive experience and knowledge inspecting various construction activities, plus an additional 5 years of specialized experience performing construction site inspections on large and/or highly complex industrial federal nuclear and/or chemical processing facility construction projects.
Possess related national inspection accreditation credentials in areas such as welding, civil, or electrical construction inspection areas, and have a demonstrated ability to clearly document inspections performed and accurately describe issues identified in terms of contract, authorization basis, and dangerous waste permit requirements.
Knowledge of Hanford Site mission, activities, and priorities.
Excellent verbal and written communications skills.
Working level knowledge of knowledge of Hanford Site mission, activities, and priorities.
Working level of knowledge of DOE program and project management practices, policies, and procedures (e.g., ASME NQA-1, 10 CFR 830 Subpart A, and DOE O 414.1C, National Electric Code, and NFPA 70E, etc., as appropriate)
REQUIRED TRAINING
Maintaining proficiencies in the following through periodic training:
Hanford General Employee Training (better known as HGET).
WTP site access.
TRAVEL
Travel as coordinated with the technical point of contact and approved in writing by the contracting officer in advance, is allowed, in accordance with federal travel regulations.
LOCATION

The Project Engineer will support our project teams in performing the technical aspects of managing the construction project by processing shop drawings, document control, request for information (RFI's), submittals, change management, and other related activities.

Prepare and manage procurement tracking logs to correlate with the project schedule and the demands of the project.
Monitors and enforces, along with project team, Bouten's safety and OSHA safety standards to maintain a safe working environment for all employees, and site visitors.
Assures compliance by becoming intimately familiar with the assigned project plans and specifications. Reviews shop drawings and submittals.
Reviews plans from the standpoint of value analysis and constructability, ensuring appropriate materials and utilized. Communicates inconsistencies to the architect.
Researches construction problems.
Performs work sampling. Observes and analyzes work methods, techniques, and procedures to advise superintendent on improvement of production efficiency.
