Key Responsibilities
Analyze plans, specifications, and geotechnical reports to complete competitive project estimates.

Strong understanding of site drainage design, earthwork balancing and grading, rooftop landscaping details and structural and architectural coordination for rooftop construction
Proficiency in estimating software (Bluebeam, AutoCAD).
Compensation is estimated between $115,000-$130,000K based on experience.

Develop and maintain effective working relationships. Solicit subcontractor bids for assigned projects totaling $100 - $150 million per year.
Obtain 3-5 bids for each trade and supplier group.
Review and analyze bids for conformance to project specifications, price, material quality, insurance, wages, and related items.
Discuss and resolve any questions with subcontractor.
Follow approved estimating practices.
Ensure most complete estimates and that financial objectives are met.
Maintain current information on trends in and changes to existing construction codes.
Utilize appropriate software programs to calculate, record and track estimates.
Attend client meetings, answer questions and resolve issues regarding pricing and estimates. Ensure client satisfaction.
Perform change order pricing, site visits, bid delivery and collaborate with teams on specific bids.
Determine material and labor requirements and prepare itemized lists. Compute cost factors and prepare estimates used for planning, organizing, and scheduling work; preparing bids; selecting vendors or subcontractors; and determining cost effectiveness.
Conduct special studies to develop and establish standard hour and related cost data or effect cost reductions. Consult with clients, vendors, or other individuals to discuss and formulate estimates and resolve issues. Obtain support and commitment to the cost estimates.
Organize and manage a centralized cost estimating database and a formal process to support cost estimating.
Analyze completed projects to compare estimated costs to actual costs and determine the reason for any discrepancies. Provide improvement recommendations to cost estimating procedures to reduce future discrepancies between estimated and actual costs. Identify cost trends to assist management in cost reduction and process improvement efforts.
Qualifications:
BS or BA required. Preferred areas of study include construction, management, engineering or architecture.
15+ years of experience in Estimating, Construction Engineer/Project Engineer, or related duties in general contractor estimating and purchasing.
Requires excellent computer skills (MS Office/Excel) and well-developed budgeting, purchasing and organizational skills
Earns and maintains trust by demonstrating honesty, accountability and reliability
Salary Range
$120,000- $180,000
In addition to base pay, eligible for discretionary bonus based on company and individual performance.

Key Responsibilities:
Technical Excellence: Review cost estimates at all stages of design and construction for consistency, accuracy, and alignment with the project scope. Prepare detailed unit price and lump sum estimates based on labor, materials, and equipment rates. Apply advanced knowledge in Risk Assessment, Life Cycle Cost Analysis, and Value Engineering during reviews of cost analyses and VE estimates.
Stakeholder Collaboration: Participate in design and construction meetings, offering insights on cost drivers, cost reduction strategies, and scope alignment. Coordinate with project teams, design professionals, and owner representatives to validate and reconcile estimates.
Communication & Reporting: Develop written reports summarizing estimate reviews, clarifications, and value options. Provide input into project cost reports and funding requests. Represent TCT in client meetings and contribute to presentations, as needed.
Leadership & Quality Assurance: Mentor junior staff and participate in internal quality control reviews. Help maintain the integrity of cost estimating processes and support continuous improvement initiatives across project controls.
Requirements:
Educational Background: Bachelors degree in construction management, Engineering, or equivalent work experience. Minimum 15+ years of experience in cost estimation and preconstruction, with specific experience on railroad and/or mass transit infrastructure projects.
Industry Knowledge: Strong understanding of civil/site construction, structural systems, mechanical/electrical systems, and architectural finishes. Familiarity with public-sector project delivery methods and cost-related documentation.
Technical Proficiency: Experience using cost estimating software (e.g., MC2, RSMeans), Microsoft Excel, Word, and project controls systems. Knowledge of bid management tools and digital document collaboration platforms. Proven ability to analyze scope documentation, drawings, specifications, and historical data to validate estimates. Skilled in developing construction cost breakdowns by discipline and CSI division.
