Principal Duties and Responsibilities
Assist the Superintendent and field supervisory team with day-to-day on-site operations and coordination.

The Hampton Roads Connector Partners JV (HRCP) consisting of VINCI Construction, Dragados, and Flatiron has been selected to construct the $3.3BN Design Build project -the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT).
The project scope across a 9-mile section of the I-64 will include: a new 3.5-mile bridge-tunnel crossing that will accommodate a total of 8 lanes of capacity across the water, replacement of the existing marine approach bridges and the addition of a third lane on I-64 in each direction. The twin 45 diameter 1.5-mile tunnels will be bored by TBM, creating the second largest TBM tunnel opening for a TBM in North America.
PRIMARY RESPONSIBILITIES:
Monitor the activities of contractors on the construction site.
Provide daily inspection of construction activities.
Work together with Superintendents monitoring the performance of the work.
Initiate actions as required to keep construction progress in line with overall project schedule and in conformance with the contract documents.
Review contractors' payment applications, change orders, and equipment-vendor-payment requests, making recommendations to their supervisor.
Supervision of subcontractors and service agreements, purchase orders and change orders, contract modifications, and estimation of billing-payments and cost impact to the project.
Participate in the production of the monthly reports and preparation of an executive summary to be submitted to the project management.
Preparation of the forecast for the next 4 month billing cycle, including quantity, revenue and cost projections .
Prepare and analyze of the following reports to ensure they accurately reflect the current project status: monthly & weekly labor, quantity & cost reports
Prepare of payment report to be submitted to the owner at the end of each month.

REQUIREMENTS:

The Field Engineer reports to the Rescue 21 Project Manager and will perform assignments that will perform assignments that directly and indirectly support all tasks to maintain the Coast Guards Rescue 21 system to meet all performance specifications. Performs routine, non-routine and complex assignments involving responsibility for planning and conducting day to day operations in the sustainment of 57 sites geographically dispersed throughout the center of the country. Performs complex assignments involving responsibility for planning and conducting a complete project of relatively limited scope or a portion of a larger and more diverse project. Selects and adapts plans, techniques, designs, or layouts. Contacts personnel in related activities to resolve problems and coordinate the work; reviews, analyzes, and integrates the technical work of others. Supervisor or professional engineer outlines objectives, requirements, and design approaches; completed work is reviewed for technical adequacy and satisfaction of requirements. Alone, or in a team environment, perform or support installation, testing, verification, repair, diagnostic analysis, and calibration of various systems. Provide organizational, intermediate, and depot level troubleshooting and support of fielded systems. May train and be assisted by lower level technicians. MAJOR DUTIES AND RESPONSIBILITIES:
• Possibly lead a team of 3 to 5 indiviuals in the system development, testing, installation and or integration for Rescue 21 Western River sites or on board US Coast Guard Boats and Cutters.
• Designs, develops, and constructs major units, devices, or equipment; conducts tests or experiments; analyzes results and redesigns or modifies equipment to improve performance; and reports results.
• Performs and supervise others in the installation/removal/upgrades for electrical/electronic/C4I tasks. (i.e. wiring of terminal boxes, testing and verifying connections, meggering cables, testing and troubleshooting, etc.)
• Analyzes technical data to determine applicability to design problems; selects from several possible design layouts; calculates design data; and prepares layouts, detailed specifications, parts lists, estimates, procedures, etc. May check and analyze drawings or equipment to determine adequacy of drawings and design.
• Performs system testing to evaluate performance and functionality.
• Operates tools to aide in fabricating, installing, removing, upgrading tasks.
• Uses drawings, technical manuals, instructions, standards, and specifications to perform system installation/removal/upgrade activities

• Extracts and compiles a variety of engineering data from field notes, manuals, lab reports, etc.; processes data, identifying errors or inconsistencies; selects methods of data presentation.
• Assists and at times supervises a team in design modification by compiling data related to design, specifications, and materials which are pertinent to specific items of equipment or component parts. Develops information concerning previous operational failures and modifications. Uses judgment and initiative to recognize inconsistencies or gaps in data and seek sources to clarify information. Perform annual RFF Physical Site Inspections using an inspection checklist and digital cameras, one with a zoom lens.
• Identify and correct site facility deficiencies to include performing housekeeping and maintaining HVAC, locks and doors, electrical and lighting, grounding components and cable and building weatherproofing.
• Complete Site Inspection document using Word application to include inserting required photos.
• Perform Tower and Antenna System Inspection (TASI) reviews to include 1) analyzing inspection results and photos to develop an accurate evaluation of the antenna system, 2) completing an inspection report to include inserting required photos, 3) creating a TASI Discrepancy spreadsheet and 4) completing a repair report to include inserting required photos.
• Identify changes in equipment and site configurations and edit existing as-built drawings using TurboCAD, Visio and Excel applications.
REQUIRED SKILLS:
Experience, Education and Licensure:
• Must be a US citizen and possess or be able to obtain/maintain a SECRET clearance.
• Bachelor's Degree or 2 years relevant Rescue 21 or ELMR Engineering experience.
• High School diploma, 10 years experience in US Coast Guard or US Navy C4I system installation integration and engineering support, US Coast Guard prefered.

Field Engineers will be responsible for the installation, integration, testing, operation, maintenance, repair, and modification of complex radar and fire control systems, specifically all variants of the AEGIS SPY-1 Radar Transmitter and the MK 99 Fire Control System (FCS). Work is performed in support of U.S. Navy warships, the broader AEGIS Fleet, and Foreign Military Sales (FMS) customers around the world.
This position is primarily located in Norfolk, VA or San Diego, CA. Candidates must reside within a 50-mile radius of the Norfolk or San Diego shipyards to ensure reasonable commuting distance. While this position is classified as remote, it requires extensive travel to customer sites, including Navy installations and Raytheon facilities. Employees will primarily perform field service work onsite and will only be home-based when assignments are near their residence. A dedicated home office is not provided, as the role involves continuous travel and onsite support.
What You Will Do
* Travel to various Naval shipyards, both CONUS and OCONUS, as required to support ORDALT installations and technical assistance efforts.
* Accept temporary assignments that involve at-sea support aboard U.S. Navy ships in support of AEGIS systems.
* Operate, maintain, align, troubleshoot, and repair all variants of the SPY-1 Radar Transmitter Equipment and MK99 Fire Control Systems (FCS) aboard U.S. Navy Aegis-class destroyers, cruisers, land-based sites, or other designated locations, using state-of-the-art test equipment and operational readiness test systems.
* Participate in the planning and execution phases of shipboard equipment installations.

Raytheon's Field Engineering team is seeking highly skilled Field Engineers with hands-on AEGIS system experience to support the AEGIS Program. This position serves as a critical interface between Raytheon, the U.S. Navy, other defense contractors, and U.S. Government stakeholders.

This position is primarily located in Norfolk, VA or San Diego, CA. Candidates must reside within a 50-mile radius of the Norfolk or San Diego shipyards to ensure reasonable commuting distance. While this position is classified as remote, it requires extensive travel to customer sites, including Navy installations and Raytheon facilities. Employees will primarily perform field service work onsite and will only be home-based when assignments are near their residence. A dedicated home office is not provided, as the role involves continuous travel and onsite support.
What You Will Do
Travel to various Naval shipyards, both CONUS and OCONUS, as required to support ORDALT installations and technical assistance efforts.
Accept temporary assignments that involve at-sea support aboard U.S. Navy ships in support of AEGIS systems.
Operate, maintain, align, troubleshoot, and repair all variants of the SPY-1 Radar Transmitter Equipment and MK99 Fire Control Systems (FCS) aboard U.S. Navy Aegis-class destroyers, cruisers, land-based sites, or other designated locations, using state-of-the-art test equipment and operational readiness test systems.
Participate in the planning and execution phases of shipboard equipment installations.
Analyze equipment failures to determine root causes and implement appropriate corrective actions.
Perform radar system modifications, including ordnance alterations (ORDALTs) and change incorporation notices (CINs).
Conduct intricate backplane and chassis wiring modifications, as well as mechanical modifications to SPY radar and FCS hardware.
Prepare and submit detailed reports outlining equipment discrepancies along with recommended solutions.
Provide guidance and hands-on training to Navy technicians across all aspects of the SPY radar and MK99 FCS.
Develop and implement preventive maintenance programs, while maintaining accurate performance and maintenance records for supported systems.
Extensive travel, including CONUS, OCONUS, and at-sea assignments.
Lifting up to 50 lbs, climb ladders, work in confined spaces, and perform physically demanding tasks onboard Navy vessels.
Qualifications You Must Have

Provide first level of field engineering support to operational and technical support
teams for Field Engineering and Company's Information Systems and System Users.
Monitor, maintain and support all networked computers, printers and associated

Providing both front and back of house support and operation of these systems during performances. Install and troubleshoot digital signage systems including both indoor and outdoor displays, video walls, projectors, monument and pylon signs. Familiarity with VGA, DVI, HDMI, and Multicast preferred.
Perform moves/adds/changes on traditional, digital, and IP based phone and voicemail systems.
Basic understanding of PRI, ISDN, POTS and IP based communication technology preferred. Provide scheduled on-call support for after-hours support issues and resolution
Perform inventory of Company assets and document stock levels for department visibility

Assists the development of design drawings and provides technical input, as needed.
Coordinates subcontractor work methods, schedule and crews as needed.
What we are looking for
Bachelor's Degree in a related field required.
1+ year experience preferred.
Construction engineering experience or knowledge required.
Beginner knowledge of construction equipment & techniques, drawing & specifications, building materials and required standards applicable to the project.
Ability to assume responsibility, interface and communicate effectively with others.
