Brief Description
The purpose of this position is to safely operate and maintain Brazos River Authority (BRA) water and/or wastewater treatment facilities; maintain compliance with permits; regulate process controls; and ensure the proper and consistent operations of the water and/or wastewater facilities and projects. This is accomplished by overseeing and managing plant operations; planning, scheduling and prioritizing all work performed; and performing or directing employees perform the following duties: performing the collection of samples; completing analysis; adjusting plant flows; monitoring plant conditions; adjusting chemical dosages; monitoring water quality and tank levels; performing routine lab analysis; calibrating and maintaining equipment; maintaining chlorine gas systems; performing meter reader collection for reports; performing data entry to record analysis results; and performing preventative and corrective maintenance. Other responsibilities include supervising employees, completing administrative duties, conducting inventories by ensuring all time sheets and preventative maintenance is done properly and completely; and any other duties as assigned.
Job Requirements
Minimum seven years' experience or equivalent combination of education
Valid Texas Class C Drivers License and Good Driving Record
Class B Water and/or B Wastewater Certification
Class A Water and/or A Wastewater Certification will be required within one year of placement in the position
Approved Hazmat training is required within six months of employment

Under supervision of the Wastewater Utility Supervisor, the Treatment Plant Operator is responsible for operations of the Wastewater Treatment plant, Composting, Recycle Center, and maintenance duties to ensure quality control accordance with federal, state and municipal regulatory, policies and standards. This position involves other members of the treatment crew performing required daily tasks and interfaces with other Utility Department personnel, City administrators, other City departments and the public.

Training, Licenses, and Certifications:

Under close supervision, performs routine tasks to provide operational and general maintenance support at a water treatment plant. Performs in both operations and maintenance to develop competency in both disciplines. This position will be located at the Brushy Creek Regional Utility Authority (BCRUA) Water Treatment Facility located at 1906 Hur Industrial Blvd in Cedar Park.
Posted range is the starting salary. Pay rate offered is based on experience.
The Hiring Pay Range for this position is $44,720 to $54,080 annually.
Examples of Duties
* Assists with routine rounds of the facilities to monitor the treatment process and identify process anomalies or mechanical problems with plant equipment. Assists in handling treatment chemicals as needed. Performs lab analysis and documents results in accordance with policies.
* Learns to perform and record the results of various laboratory tests to assess water quality and to determine optimal chemical treatment, such as pH, alkalinity, turbidity, chlorine residual, hardness, temperature, conductivity, and other related tests.

ESSENTIAL DUTIES & RESPONSIBILITIES

Performs set-up, installs, repairs, tests, calibrate, and operate production line machines in the department as needed. Machine set-ups include but not limited to press brakes, punch presses, power shears, milling machines, lathes, auto-punch, CNC turret punch press, belt sanders, drill presses, spot welders, steel rule dies, sandblasters, pad insertion, riveters, spray painting, epoxy coating, welding, etc.
Responsible for various types of weld preparation, welding and finishing operations to manufacture product to customer drawings, specifications, or other forms of instruction.
Selects proper welding electrodes and holders, regulates current and time for specific welds to ensure proper penetration and fusion of base and filler welds. Joins, fabricates, and repairs metal and other weldable material by applying appropriate welding techniques per Standard AWS D17.1:2001”Specification for Fusion Welding for Aerospace Applications”.
Sets up machines per verbal and/or written instructions, blueprints, and operation specifications. Tooling is selected to produce parts to specification. Inspection of first piece and adjust equipment and/or tool as required to verify conformance of parts are within proper specification. Submits pieces for inspection by quality assurance.
Examines standards, checks and maintains all dies and tooling on regular schedule and recommends repair and/or design modifications of tooling for function when necessary. Understands preventative maintenance work, including machine inspection, adjustments, and repair of existing machine parts where needed, or replacements as recommended by machine manufacturer.
Prepares parts for spray painting or epoxy powder coating, measuring and mixing paints or epoxy powders to proper shades and glass and various assembly works. Performs visual inspection of all material and parts prior to painting. Operates baking ovens and monitors temperatures and bake cycle.
Maintains flow of production in the department as required by schedule and material supply. Assists in implementing programs to standardize and minimize production changeovers/downtime. Keeps facilities and work area clean and orderly, exercising care in their maintenance.

EXPERIENCE AND ABILITIES:

Skill set required include previous education and experience with the ability to competently set up and operate all machines within department, dies and tooling.
Able to train and assist other machine operators within the department.
Use higher math application of engineering principles and specifications.
Proficient in blueprint reading and inspection procedures.

Examples of Duties
* Operate the groundwater and surface water treatment plant producing a product that meets or exceeds state and federal regulations. Performs lab analysis and documents results in accordance with policies.

* Assist with on the job training of Treatment Plant Operator In-Training.
* Troubleshoots and resolves mechanical and process failures; conducts routine rounds of the plant to monitor treatment process, identify and troubleshoot process, resolve anomalies or mechanical problems with plant equipment; and escalates more complex issues as necessary.
* Ensures plant processes are always operating within regulated parameters as mandated by State, Federal, requirements; reports out-of-compliance occurrences to supervisor and superintendent.
Experience and Training
