Bloomfield Police Department is currently accepting applications from current Connecticut P.O.S.T.C. Certified PoliceOfficers for the position of Entry Level PoliceOfficer. Applicants must be either active Connecticut P.O.S.T.C certified policeofficers in good standing with their current department, or have retired in good standing, still having Connecticut P.O.S.T.C PoliceOfficer certification status.
Open ONLY to Candidates who are Currently a Certified PoliceOfficer!Residency/Military Veterans Requirement:
None. Residents of Bloomfield and Military veterans will receive additional points on final scores. Residents will be required to submit proof of residency and military veterans will be required to submit a DD-214 by the day of the written examination. Candidates must be U. S. citizens.
OTHER QUALIFICATIONS:
Criminal Convictions: Candidates must have no criminal record revealing any conviction, under federal or state law, of any felony, or any conviction of any Class A or Class B misdemeanor, or of any crime in any other jurisdiction that would if committed in this state, constitute a Class A or Class B misdemeanor, or any act which would constitute perjury or false statements. All other criminal records will be evaluated during the background investigation.
SELECTION PROCESS:
Written Examination:
Town of Bloomfield will administer its own Written Examination. Candidates meeting the minimum qualifications will be notified of the date, time and location of a written examination.
Oral Panel Examination:
Candidates who successfully pass the written examination with a 70% or above will progress to the oral panel examination. Candidates taking the oral panel exam will be notified of the date, location and time via e-mail.
Background Investigation
Upon successful completion of the oral panel exam, candidate's background and character will be investigated, including criminal record, driving record, employment record, military record and educational record and other related areas. A psychological examination, drug examination, medical examination and polygraph examination will be administered prior to final employment offer. The polygraph examination will include investigation and background areas mentioned above and including; medical history, financial history, gambling history, criminal activities including illegal use of drugs, illegal sexual activities and subversive, revolutionary or gang involvement activities. Personal data, prior conduct in police/security/corrections fields and basic honesty, integrity and thefts.

A fully trained BPA may be eligible for up to an additional 25% of base pay per the BPA Pay Reform Act of 2014. You will be eligible for a promotion to the next higher grade level (without re-applying) once you successfully complete 52 weeks in the lower grade level.

Duties and Responsibilities:
As a BPA, you will be part of our 60,000+ workforce that strives to protect the American people by safeguarding our borders, deterring illicit activity, and enhancing the nation's economic prosperity. Being a BPA makes you a valuable member of the Federal Law Enforcement Officer (LEO) profession.
Typical assignments include:
· Detecting and questioning people suspected of violating immigration and customs laws and inspecting documents and possessions to determine citizenship or violations.
· Preventing and apprehending aliens and smugglers of aliens at or near the borders by maintaining surveillance from covert positions to include using infrared scopes during night operations.

Qualifications:

· Performing physical searches of detained individuals, their vehicles, and their immediate surroundings for weapons, contraband, currency, and other evidence.
· Apprehending, physically restraining, or working with law enforcement officials to identify or apprehend violators of state, federal, or immigration laws.
· Proficient in the use of firearms, preparing investigative reports, serving court orders (e.g., warrants, subpoenas, etc.), and gathering evidence for criminal cases prosecuted through the court system.
If you have previous or current law enforcement or military law enforcement experience, you may qualify at the GS-11 grade level.
GS-11: You qualify for the GS-11 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, with the authority granted by the state or government to enforce laws, make arrests, and investigate crimes, performing primary duties in an official law enforcement capacity such as:
· Utilizing intelligence information to track illegal operations, criminal activity, threats to our nation, and/or contraband while serving as a state, federal, or military law enforcement official.
· Leading investigations of fraud, contraband, criminal activity, threats to our nation, and/or illegal operations to determine sources and patterns while serving as a state, federal, or military law enforcement official.

There are no education substitutions for the GL-9 or GS-11 grade-level Border Patrol Agent opportunities.
Other Requirements:
Citizenship: You must be a U.S. Citizen to apply for this position.
Residency: You must have had primary U.S. residency (including protectorates as declared under international law) for at least three of the last five years.
Age Restriction: In accordance with Public Law 100-238, this position is covered under law enforcement retirement provisions. Candidates must be referred for selection to the Border Patrol Agent position before reaching their 40th birthday in accordance with Department of Homeland Security Directive 251-03. Border Patrol work requires the ability to speak and read Spanish, as well as English. Border Patrol Agents will be provided training to become proficient in the Spanish language at the Academy.

Enhanced Benefits:
Vacation: Upon hire, the level of vacation received shall be the same, or as reasonably proximate to, based upon the current Bristol CBA , the amount the officer received from their previous employer.
Sick Leave: Upon hire, the officer shall receive 12 working days of sick leave credit. Thereafter, the officer shall receive sick leave benefits in accordance with Sec. 14.5 of the current CBA, namely 12 working days of sick leave credit each year on the anniversary date of employment. Upon reaching 5 years of service, the officer shall receive sick leave benefits in accordance with the CBA.
Student Loan Forgiveness Program:
* After completion of probation, lateral hired officers only, shall be reimbursed up to $5,000 per year for student loan reimbursements up to a maximum of 5 years from their date of hire.
* Reimbursements shall be made for student loan debt incurred prior to employment with Bristol.
* Payments shall be made at the beginning of the fiscal year (during the month of July) with evidence of student loan payments for the prior year (July 1st thru June 30th).
* Eligibility for payment reimbursement shall not occur unless employed as of July 15th of a given year. This payment shall, if required, be made net of applicable deductions.
* Eligibility for the program and payments for reimbursement shall be made at the sole discretion of the City.
Duration: The City has right, in its sole discretion, to terminate the Sign-On Bonus and enhanced benefits program with 30 days' notice to the Union. The MOU shall expire 07-01-27 unless the parties otherwise agree to extend it.

Responsibilities:

QUALIFICATIONS:
Educational Requirements:
High school diploma or its equivalent.

Ability to work between 7am through 10pm, including weekends and Holidays. Flexibility to work schedule, as assigned and scheduled.
Experience/Skills/Abilities:
Experience investigating with thorough working knowledge of state law, preservation of evidence, and accepted police practices.
Maintain PoliceOfficer Standards and Training certification.
Maintain various other required certifications, such as Hazmat, collect as needed.
Maintain sufficient physical agility to perform law enforcement duties.
Ability to work well with other people.
Good communications skills, written and oral.
Demonstrated ability to use office technology including computer equipment with Microsoft Word, Outlook, Nexgen, or similar types of software.
Knowledge of Fish and Game Laws.

Position Requirements:
The duties and responsibilities of a Security Officer include, but are not limited to:
Patrols, both on foot and in a security vehicle, to ensure safety and security in or around campus buildings, facilities, and areas adjacent to the school sites.
Reports incidents of misbehavior to proper school authority; serves as a positive role model for students.
Uses computers to send and receive email, write reports and other correspondence and to operate the door locking system.
Directs campus visitors to destinations and prevents unlawful loitering.
Provides security for parking areas.
Exercise control only to the extent reasonably necessary to maintain order, protect property and protect the health and safety of students.
Acts as liaison with Town Police and Fire officials.
Uses Fire Alarm control panel and mass communication system in response to alarms and other emergencies.
Maintains a presence, directs traffic, accepts food deliveries, provides assistance to students, parents, faculty, staff and contractors from the Campus Safety guardhouse at the main entrance of the school.
Qualifications:
Ability to: Interface with students in a friendly, unemotional manner and work cooperatively with faculty and staff; ability to interpret rules and regulations; ability to enforce rules and regulations firmly and fairly; ability to work effectively with students, faculty, administration, parents and staff.
Physical Abilities: Able to work in a wide range of weather conditions. Able to perform non-violent crisis intervention procedures. Able to push and/or pull a variety of tools and equipment weighing up to 60 pounds. Able to sustain strenuous manual labor for 8 hours. Able to operate a variety of vehicles in a safe and effective manner. Able to work at various elevated heights in a safe and effective manner. Able to work in restricted spaces in a safe and effective manner. Able to work with chemical agents in a safe and effective manner without allergic reaction. Able to demonstrate manual dexterity necessary to perform fire maintenance procedures and operate both manual and power hand tools in a safe and effective manner, if so required.
Minimum Desired Qualifications:
High School degree;
Certification from the State of Connecticut;
Minimum of 2 years security or law enforcement experience.
Knowledge of: School regulations in connection with student conduct; laws pertaining to juveniles; controlled substances and their effect upon behavior; customs and activities indicative of undesirable youth groups;
Hold and maintain a valid Connecticut Motor Vehicle Operator's License, proper insurance and a good driving record satisfactory to the School. Possess and maintain MRT (Medical Response Technician) certification during the course of employment.

In order to qualify for residency with the City of Hartford Human Resources Rules and Regulations, the City of Hartford requires that you provide irrefutable evidence to substantiate that at the date of your application for employment you are domiciled in the City of Hartford.
