Essential Job Duties
Protect life and property at Portland International Airport (PDX).
Patrol designated areas by vehicle, bicycle or on foot to deter crime and discover criminal activity and enforce traffic statues and ordinances.
Communicate in person, via radios and computers to broadcast and receive information.
Respond to reports of possible crimes and act according to the situation.

A fully trained BPA may be eligible for up to an additional 25% of base pay per the BPA Pay Reform Act of 2014. This is a career ladder position with a grade level progression from GL-9 to GS-11 to GS-12. You will be eligible for a promotion to the next higher grade level (without re-applying) once you successfully complete 52 weeks in the lower grade level.

Duties and Responsibilities:

Typical assignments include:

Qualifications:
GL-9: You qualify for the GL-9 grade level if you possess one (1) year of specialized experience, equivalent to at least the next lower grade level, performing duties such as:
· Performing physical searches of detained individuals, their vehicles, and their immediate surroundings for weapons, contraband, currency, and other evidence.
· Apprehending, physically restraining, or working with law enforcement officials to identify or apprehend violators of state, federal, or immigration laws.
· Proficient in the use of firearms, preparing investigative reports, serving court orders (e.g., warrants, subpoenas, etc.), and gathering evidence for criminal cases prosecuted through the court system.
If you have previous or current law enforcement or military law enforcement experience, you may qualify at the GS-11 grade level.
GS-11: You qualify for the GS-11 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, with the authority granted by the state or government to enforce laws, make arrests, and investigate crimes, performing primary duties in an official law enforcement capacity such as:
· Utilizing intelligence information to track illegal operations, criminal activity, threats to our nation, and/or contraband while serving as a state, federal, or military law enforcement official.
· Leading investigations of fraud, contraband, criminal activity, threats to our nation, and/or illegal operations to determine sources and patterns while serving as a state, federal, or military law enforcement official.
· Apprehending violators of state, federal, or immigration laws by utilizing various forms of complex technology that include surveillance, detection, situation awareness systems, and/or communications equipment.
The above experience will be applied in connection with the following: Make arrests and exercise sound judgment in the use of firearms; deal effectively with people in a courteous manner in connection with law enforcement matters; analyze information rapidly and make prompt decisions; or develop and maintain contact with a network of informants.
There are no education substitutions for the GL-9 or GS-11 grade-level Border Patrol Agent opportunities.

Salaries and Fringe Benefits
Recruit PoliceOfficers receive a beginning annual salary of $78,187.20 annually; with experience, education, and training officers can advance to the top step of $99,673.60* annually. After three years of employment, officers are eligible for premium pay for education and certification. Premium pay can be worth up to 15% of an officer's base salary. In addition, PoliceOfficers can qualify for a 5% increase for demonstrated fluency in an eligible language (such as Spanish or American Sign Language). Up to 5% shift differential.
Bilingual Pay Benefit
Per the EPEA Contract, the City shall pay an employee at 5% of base wages for a required intermediate or advanced level competency. To qualify for bilingual pay, the employee must have demonstrated fluency in the required language and successfully pass a fluency examination administered by the City's Employee Resource Center division.

The Department of Public Safety (DPS) OHSU PoliceOfficer is responsible for the safety and security of the OHSU community, including all OHSU members, patients, and visitors, as well as all OHSU resources, facilities, and property within the Officer's assigned area(s) of responsibility. Incident Response & Investigation
* Ensure a safe environment for the entire OHSU community by responding to and/or investigating the following:

Phase 1:

Education and Experience Requirements
To qualify, candidates must be a U.S. citizen, have no felony conviction, be at least 21 years of age, have as a minimum a high school diploma or G.E.D. equivalent, vision correctable to 20/20, a valid driver's license, and the ability to successfully complete a thorough background investigation and post-offer psychological and medical examination, including pre-employment drug screen. This position is subject to mandatory participation in electronic funds transfer (EFT) for payment of net wages (i.e., Direct Deposit or PayCard).

SUMMARY OF BENEFITS AND COMPENSATION
Note: The benefits and compensation outlined below are subject to change as the LOPOA is currently negotiating a new labor agreement with the City of Lake Oswego.
LOPOA Compensation Plan
BENFITS AVAILABLE:
* Medical Insurance choice between traditional indemnity plan or health maintenance organization (HMO)
* Aetna full family medical and dental coverage $120/mo (current cost)
* Kaiser Permanente full family medical and dental coverage $92/mo (current cost)
* Sick Leave Upon Hire: New and lateral hires scheduled to work a forty (40) hour workweek will receive the equivalent of six (6) months (48 hours) of sick leave upon hire rather than accruing sick leave on a monthly basis. Upon completion of the six (6) months, they will accrue sick leave monthly as described in Article 26.1 of the LOPOA labor agreement.
* Education Reimbursement Program
INCENTIVE PAY AVAILABLE:
* Education and certifications at the completion of field training and DPSST basic or career officer development Academy
* 5% for two years of college-level course work or DPSST Intermediate Certificate
* 6% for two years of college-level course work and DPSST Intermediate Certificate
* 10% for a four-year degree or DPSST Advanced Certificate
* 11% for a four-year degree and DPSST Advanced Certificate
* 15% for an advanced college degree (Master's or Doctorate Degree)
* Employees who are determined by the City to be fluent in additional languages shall receive an additional 5% of their base pay.
* Shift Differential - Employees regularly assigned to work graveyard shift shall receive an additional 5% of their base pay for all hours worked in their graveyard shift.
* Premium pay assignments - Motor Officers, Training Officers, K-9 Officers, School Resource Officers, Adult Resource Officers, Transit officers, and Detectives shall receive an additional 5% of their base pay while so assigned. Those assigned to ancillary duty assignments such as Mobile Field Force, Crisis Negotiation, or SWAT shall receive an additional 5% of their base salary when working in that capacity.
* Longevity pay for more than six (6), nine (9) and twelve (12) consecutive years of service with the Lake Oswego Police Department.
LATERAL POLICEOFFICERS
In recognition of their previous work experience, qualified lateral policeofficers are eligible for the following additional benefits and incentives:
Education and certification pay:
* Qualified lateral policeofficers will receive additional pay for college course work and/or DPSST Certification at the time of hire as described below.
* 5% for two years of college-level course work or DPSST Intermediate Certificate
* 6% for two years of college-level course work and DPSST Intermediate Certificate
* 10% for a four-year degree or DPSST Advanced Certificate
* 11% for a four-year degree and DPSST Advanced Certificate
* 15% for an advanced college degree (Master's or Doctorate Degree)
Language premium:
* Employees who are determined by the City to be fluent in additional languages shall receive an additional 5% of their base pay.
Vacation:
* Qualified lateral policeofficers will be eligible to receive up to sixty (60) hours of banked vacation time.
* Qualified lateral policeofficers may be considered for accelerated vacation accrual rates based on their time as a sworn policeofficer.
Longevity Pay:
* Qualified lateral employees will be eligible for longevity pay as described in Article 8.5 of the LOPOA CBA, commensurate with their years of relevant experience in the related field.
* Qualified lateral employees will receive 3% longevity pay if they have more than six (6) years relevant experience, 4% for more than nine (9) years relevant experience, and 5% for more than twelve (12) years relevant experience.
* Qualified lateral employees will receive the longevity incentive pay upon hire as described in LOPOA CBA Article 9.3
To Qualify as a lateral employee, the candidate must:
* Currently be employed in the equivalent position applied for or hold current certification for the position applied for;
* Currently possess any certifications as required by the Oregon Department of Public Safety Standards and Training (DPSST);
* Have completed a field training and evaluation program where required;
* Have three (3) or more years of experience in the position applied for; and
* Be in good standing with a State of Oregon Law Enforcement Agency
RETIREMENT:
* Oregon Public Employees Retirement System (PERS) Member contributions are paid on your behalf by the City.
* Tier 1 & 2 PERS eligible employee contribution rate is 29.54% + 6% pick up
* OPSRP Police and Fire PERS eligible employee contribution rate is 27.34% + 6% pick up
* City maintains a 457 deferred compensation plan and contributes 2.5% of base salary into the employee deferred compensation account

Vacation accruals in Article 24
Deferred compensation percentages in Article 8
The City will contribute a total of 2.5% of base salary into individual employee deferred compensation accounts per pay period. Base salary does not include incentive or assignment pay. The City accepts no liability for the success or failure of individual investment programs. This selection is subject to applicable tax rules.
Shift differential for night shift in Article 8
Employees regularly assigned to work graveyard shift shall receive five percent (5%) of their base pay for all hours worked in their graveyard shift. This graveyard shift differential does not apply if the employee works overtime on day or swing shifts, or if an employee regularly scheduled to work day or swing shift works graveyard overtime.
Incentive schedules in Article 9
Incentive pay will be given to those employees who meet the requirements contained herein and have made a written request submitting proof of college-level course work and/or certification of the degree obtained to the Police Department. An eligible employee shall begin to receive such additional pay the first of the month following receipt of such proof of qualification, and shall lose incentive pay the first of the month following ineligibility.
Incentive pay requirements are as follows:
Option 1. Two (2) years of college-level course work or Department of Public Safety Standards and Training Intermediate Certificate/ Dispatcher Certification, and has maintained satisfactory performance;
Or
Option 2. Two (2) years of college-level course work and Department of Public Safety Standards and Training Intermediate Certificate/Dispatcher Certification, and has maintained satisfactory performance;
Or
Option 3. Four (4) year college degree or Department of Public Safety Standards and Training Advanced Certificate/Dispatcher Certification, and has maintained satisfactory performance;
Or
Option 4. Four (4) year college degree and Department of Public Safety Standards and Training Advance Certificate/Dispatcher Certification, and has maintained satisfactory performance.
Or
Option 5. Advanced college degree (Master's or Doctorate Degree)
No new employee shall receive incentive pay until their successful completion of FTEP and their DPSST basic or career officer development Academy training. A lateral employee who meets the education Incentive pay requirements, as set forth above, will be eligible for the applicable incentive pay upon hire.
Employees who are eligible for incentive pay shall receive five percent (5%) of the top step for their classification upon satisfying the requirements on Option 1 above; six percent (6%) of the top step for their classification upon satisfying the requirements on Option 2 above; ten percent (10%) of the top step for their classification upon satisfying the requirements of Option 3 above; eleven percent (11%) of the top step for their classification upon satisfying the requirements on Option 4 above; or fifteen percent (15%) of the top step for their classification upon satisfying the requirements on Option 5 above.
Longevity pay structure in Article 8
a. Those who have more than six (6) consecutive years of service in the bargaining unit will be paid an additional three percent (3%) of base wages.
b. Those who have more than nine (9) consecutive years of service in the bargaining unit will be paid an additional four percent (4%) of base wages.
c. Those who have more than twelve (12) consecutive years of service in the bargaining unit will be paid an additional five percent (5%) of base wages.

Medical Insurance
You may choose between a traditional indemnity plan or a health maintenance organization (HMO) plan. Coverage includes you and your dependents. Each plan includes a vision and prescription drug benefit.
Under the indemnity plan, Aetna Medical, once the participating provider out-of-pocket limti has been met, this plan will pay 100% of covered charges for participating and network not available providers. If you select Aetna Medical, your vision benefit will be provided by VSP Well Vision.
The HMO plan, Kaiser Permanente, guarantees delivery of necessary health services, which is provided exclusively by their own providers
Dental Insurance
The City provides a choice of comprehensive coverage through Moda Health (Delta Dental) and Kaiser Permanente. With your choice, you will have access to a plan that includes preventive, routine and major dental care, as well as orthodontic benefits (for child dependents only).
Life Insurance
The City provides a term life insurance benefit in the amount of the employee's annual base salary to a cap of $50,000. The plan also includes an accidental death and dismemberment benefit. You can choose to purchase additional life insurance for you and/or your spouse in increments of $10,000. You may also purchase life insurance in the amount of $2,000 for each eligible dependent at minimal cost. (Standard Life Insurance Company).
Long Term Disability Insurance
The City provides you with long-term disability (LTD) insurance up to $3,600 per month, following a 90-day waiting period. An employee may purchase additional coverage at his/her own expense. (Standard Life Insurance Company).
Workers' Compensation Insurance
You are provided workers' compensation insurance in accordance with Oregon Revised Statutes.
Public Employees Retirement Systems (PERS)
The City of Lake Oswego is a member of the Oregon Public Employees Retirement System (PERS). Benefits paid by PERS are funded from two sources:
* member contributions* paid on your behalf by the City; and
* employer contributions*.
(*Contributions are made six months after employment unless you are currently a member of PERS).
You become vested with PERS when contributions have been made in each of five calendar years.
Employee Assistance Program
You and your family can receive up to five (5) free confidential counseling sessions per incident per year, as well as other benefits, such as free legal consultation and first time home owner assistance. EAP coverage is provided by Canopy.
Voluntary Employee Benefits Account (VEBA)
The City has established a Voluntary Employee Benefits Account (VEBA) to be used for medical expenses pre and post retirement. The City will contribute a dollar amount into your account as specified with the terms of the LOPOA collective bargaining agreement, as authorized by IRS Code 501(c)(9). Accumulated sick leave paid will be paid as a cash equivalent into the VEBA account. Additional information available in Human Resources.
457 Deferred Compensation plan
The City maintains a deferred compensation plan and contributes 2.5% of our base salary into an individual employee deferred compensation account per pay period.
Optional Benefits
Flexible Spending Account - The City offers a Flexible Spending Account Program after your have been employed with the City for six months. FSA's allow eligible employees to pay for non-covered health related expenses and child care expenses with tax-free income. In addition, you may use the FSA Premium Only Account to help cover the cost of your portion of the City's medical and dental insurance premiums. You do not need to wait six months to participate in the premium only portion.

Paid vacation time accrues on a yearly basis as follows:
0-3 years: (8 hrs per month)
4-9 years: (11 hrs per month)

17+ years: (16.67 hrs per month)
Vacation may be accrued to a maximum of two years with the approval of your supervisor.
Sick Leave
Sick leave accrues on a monthly basis at a rate of eight hours per each month worked. Sick leave may be used when you are unable to work due to illness or injury, or to attend a member of the immediate family, as defined in the LOPOA contract, when they are sick or injured. Sick leave may be accumulated to not more than 1100 hours sick leave use.

Conducts interviews of victims, witnesses and suspects. Collects and documents evidence and requests lab analysis as appropriate. Submits progress reports on cases under investigation. Attempts to link crime with others of a similar nature.
9.Performs stake-outs or undercover operations to obtain sufficient evidence to prosecute or identify participants perpetrating a crime.
10. Prepares all forms and reports necessary to file felony and/or misdemeanor charges. Prepares criminal cases for prosecution with either the City or County Prosecutor. Interacts with prosecutors, attorneys, and court officials; testifies in court as required.
11. Performs community liaison activities; educates the public about crime prevention. Provides general information on laws and ordinances; explains process of filing a formal complaint, the extent of police patrols, and alternatives available to citizens. Directs citizens to appropriate authorities as necessary.
12. Serves and enforces civil processes issued by the courts to include restraining orders, orders for protection, no contact orders, anti-harassment orders, and subpoenas. Serves arrest and search warrants.
13.Prepares and writes a variety of reports and records, such as reports on crimes, arrests, property impounded, accidents, offenses, damages to property, results of investigations, affidavits, search warrants and operations orders.

AUTOMATIC DISQUALIFIERS
The following standards have been adopted by the Hillsboro Police Department as AUTOMATIC DISQUALIFIERS from a police department hiring process.
Additional information related to the items listed below or otherwise discovered through subsequent investigation may also disqualify a candidate.
1. Operation of a Motor Vehicle
Ability to possess a valid Oregon Driver's License. Ability to drive safely. Ability
to control a motor vehicle at high speeds. Ability to operate a motor vehicle in all
types of weather conditions.
A. Receipt of two or more moving violations within three years prior to application
may be disqualifying depending on the nature of the violations. A moving
violation for which there is a factual finding of innocence shall not be included.
B. Involvement as a driver in two or more chargeable collisions within three
years prior to date of application shall be disqualifying.
C. Conviction of driving under the influence of alcohol and/or drugs within three
years prior to application shall be disqualifying.
D. Suspension of a driver's license once within the past three years shall be
disqualifying.
2. Integrity
Refusing to yield to temptation of bribes, gratuities, payoff, etc. Refusing to tolerate
unethical or illegal conduct on the part of other law enforcement personnel. Showing
strong moral character and integrity in dealing with the public. Being honest in
dealing with the public.
A. Any material misstatement of fact or significant admission or omission during
the application or background process shall be disqualifying.
3. Credibility as a Witness in a Court of Law
Ability to give testimony in a court of law without being subject to impeachment due
to his/her character for honesty or veracity or due to prior felony conviction.
A. Conviction of two or more misdemeanor offenses under Oregon Law as an
adult shall be disqualifying.
B. Conviction of any offense classified as a misdemeanor under Oregon Law while
employed as a PoliceOfficer shall be disqualifying.
C. Commission of any act while employed as a PoliceOfficer involving
untruthfulness, falsification of any official report or document, or theft shall be
disqualifying.
D. All male U.S. citizens and male aliens born after 1960 and residing in the United
States who are 18 through 25 years of age are REQUIRED to register with the
Selective Service. Failure to have registered is an automatic disqualifier.
4. Dependability
A. Missing any scheduled appointment during the hiring process without prior
permission shall be disqualifying.
B. Having been disciplined by any employer as an adult for abuse of leave, gross
insubordination, dereliction of duty or persistent failure to follow established
policies and regulations shall be disqualifying.
C. Having been involuntarily dismissed (for reasons other than lay-off) from two or

The successful candidate will have the opportunity to be a part of a small team of Campus Safety professionals who promote the safety and well-being of all individuals on the OSU-Cascades campus. The Campus Security/Public Safety Officer (Campus Safety Specialist) conducts roving security patrols, provides routine assistance to the campus community and serve in crisis situations as initial first responders and liaison with emergency services.
OSU-Cascades Campus Security/Public Safety Officer (Campus Safety Specialist) may be designated special campus security officers, as defined in ORS352.118, through a separate written designation from the University. Such written designation as special campus security officer would describe the additional authority being granted and any limits that apply.
OSU-Cascades, located in Bend, Ore., is a branch campus of Oregon State University. The campus currently enrolls more than 1,200 students in undergraduate and graduate programs. Unlike the main campus in Corvallis, where OSU operates its own police department, the Cascades campus uses a Campus Safety model focused on crisis response, relying on the Bend Police Department for law enforcement services.

Key Responsibilities
50% - Patrol
* Provide vehicular, bicycle, and foot patrol of University grounds in an effort to protect life and property and promote safe campus operations. Ensure all buildings are secured as required and assist the Transportation Manager with parking enforcement.
* Perform regularly scheduled fire drills and documents results. Performs regularly scheduled inspections of patrol vehicle and safety equipment (AED & Fire Extinguishers) and documents results.
* Promote safety and security at special events, including but not limited to providing traffic control, crowd control and security screening.
* Provide information and general assistance to the campus community and the general public.
* Provide walking safety escort for members of the campus community.
* In a courteous and professional manner, determine authorization of persons in buildings; document and report suspicious persons or vehicles, criminal activity, hazards, fire, and property damage and/or loss. Issue Exclusion (Trespass) Notices as required to protect people and property on campus.
* Respond to calls for emergency medical aid and coordinate with emergency services to expedite their response.
* Observe and report potentially hazardous physical conditions; may remedy condition when appropriate (e.g., fallen limbs, debris, damage to streets or sidewalks, etc.); respond to situations representing a threat to persons or property (e.g., break-ins, fights, illicit drug activity, etc.); may intervene to prevent injury, and call for police assistance as necessary; secure scene and may obtain information from involved parties to assist local law enforcement officials.
* Perform courtesy unlocks of buildings and assist motorists with jump start or contacting roadside assistance as appropriate.
20% - Office Duties
* Maintain the shift log for on-duty activities.
* Compose and submit reports for on-duty activities, noting date, time, location and circumstances of all incidents. Report unusual conditions or occurrences to supervisor.
* Provide information or testimony to law enforcement agencies or courts as required.
* Observe and maintain confidentiality regarding all persons and incidents, as required to protect the rights of individuals and the integrity of investigations in accordance with law, rule, policy and procedure.
* Manage the University lost and found property program while on duty.
* Complete assigned departmental projects which could include the development of campus or officer educational training programs, policy or Standard Operating Procedure (SOP) development, uniform or equipment acquisition research, scheduling of training, or other supervisor assigned projects
15% - Enforce University Rules and Regulations
* Enforce guidelines and limitations established by management including but not limited to: Skateboard Policy, Speech Policy, Alcoholic Beverage Policy, parking enforcement and Bicycle Regulations. Refer violators to the student conduct process, University management or local law enforcement as necessary and appropriate to the person's status.
* Assist Resident Assistants and other University Residential Education and Housing professional staff in the performance of their duties; to include the enforcement of University Residence Hall regulations and policies on Alcohol and Marijuana possession and confiscation.
5% - Assist Facilities Services
* Assist, as needed, with snow removal, de-icing, office moves and other services as required. Issue identification cards to staff, faculty, students, and contractors; issue physical keys for building access to students, employees, and contractors; input electronic access permissions and attributes for system users; set building electronic door locks.
5% - Outreach & Education
* Assist in the development and delivery of campus crime prevention, medical (1st Aid/CPR/AED), Resident Assistant and emergency management training for the University.
5% - Other Duties as Assigned
* Perform other duties as assigned by supervisor, as related to position.
What You Will Need
* Be at least twenty-one years of age;
* Possess and maintain a current, valid Oregon driver's license within 30 days of appointment to the position;
* Possess and maintain first aid, AED and CPR certification, or obtain within 30 days of appointment to the position;
* Possess and maintain certification for Law Enforcement Data Systems (LEDS), or obtain within 90 days of appointment to the position;
* Possess a high school diploma or equivalent;
* Must successfully pass a comprehensive background assessment that includes: criminal history check; driving record review; medical examination; psychological evaluation; drug screening; and an inclusive appraisal of work history.
* Understand and demonstrate knowledge of OSU-DPS administrative policies, procedures, rules and guidelines within 6-month trial service period;
* Computer/software literacy; training in or experience with e-mail, Internet, word processing and spreadsheets, preferable with MS Office Suite products.
* One year of full-time (or full-time equivalent) experience in a security, military or similar position in which contemporary knowledge and techniques in security and property protection were applied.
* Demonstrated ability to promote and enhance diversity through equitable and respectful engagement with individuals from diverse backgrounds in a campus safety or public service setting, including during patrols, crisis response, and community outreach.
This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver's license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.
This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.
What We Would Like You to Have
* Possess and maintain OC Spray, and Handcuffing certification, or obtain within 30 days of appointment to the position.
* 1 year of prior experience in campus public safety, security, law enforcement, or military police with general patrol functions such as: emergency response, incident report writing, incident investigation, contact with violators, enforcement of rules, policies or laws.
Working Conditions / Work Schedule
Position hiring for is expected to work midnight/third shift. Working conditions include working outside in various weather conditions to perform vehicle patrol, foot patrol and bicycle patrol.
Must be available to work all shifts: day, swing, and night.
Working Schedule: 4/10 hour days, or 5/8 hour days plus any emergency and on call responses. (Shift and/or work assignment maybe changed based on operational needs. Public Safety is a seven day a week operation, as a result, weekends and holiday work maybe required).
Employee carries a cell phone during all working hours.

Campus Safety invites applications for Temporary, On-Call - Campus Safety Officers.
