Responsibilities
POSITION SUMMARY:
The Project Engineer assists the Project Manager/ Executive by tracking and maintaining records that are associated with submittals, costs, deliveries and payroll at the job site. The Project Engineer is also responsible for tracking and maintaining all safety communications, manuals and records.
Safety:
Prepare and give weekly Toolbox Talks, Daily Safety Huddles and maintain records.
Maintain a file for One Call Center requests to ensure no utilities are damaged during construction activities.
Maintain a retrievable filing system for the Hazardous Communication Program - MSDS.
Maintain the Project Safety Manual, make periodic jobsite safety inspections and record/file all findings.
Maintain records of site safety inspections and track all injuries that occurred on the project.
Payments:
Perform daily quantity review with Superintendent and Job Foreman.
Enter daily quantities into system and file daily sheets.
Track completion of work on project plans.
Perform monthly review of estimates with job Superintendent/ Project Manager.
Maintain a file, tracking all extra work.
Notify Project Manager or Division Manager of anticipated overruns/underruns.
Submit monthly estimated with subcontractor payment sheets to Accounting upon approval from the owner.
Request a copy of Final Estimate with each monthly estimate and send to Area Manager - State DOT projects only.
Review and approve material and supplier invoices for the project on a regular basis.
Daily Logs:
Maintain general correspondence file with correspondence log.
Maintain Shop Drawing Log.
Maintain Subcontractor Daily Log.
Maintain Delivery Log.
Accurately track asphalt and other major materials that are delivered verses the quantity paid.
Develop and update Submittal Log.
Certified Payroll, EEO, Trainee Reports:
Enter daily payroll information by specific task and assist in productivity tracking.
Track all subcontractors that worked on the project for the month utilizing the Subcontractor Daily Log.
Submit copies of the Sub. Log to Payroll monthly and notify Area Managers of delays.
Miscellaneous:
Maintain job records.
Track job codes using Phase Code System.
Maintain the Request for Information (RFI) to the owner.
Assist in purchase of job materials to ensure the proper quantities are delivered.
Review project plans and assist in ensuring work is completed properly.
Develop project look-ahead schedules.
Review project specifications and prepare/track submittal packages accordingly.
Review subcontractor submittal packages for accuracy.
Qualifications
QUALIFICATIONS:
B.S. Degree in Engineering with 2 to 3 years of related experience.
Experience in Heavy Construction (site-work, roads or environmental).
Must be capable of meeting deadlines, self-motivated, detail oriented, excellent interpersonal skills and have excellent follow-through capability.
Verbal and written communication skills are essential to this position.
Ability to perform effectively in a fast-paced environment; able to accurately process written documents, perform duties in a timely manner, be highly organized and able to interface; communicate effectively with company, clients and field personnel at all levels.

EXPECTED WORK HOURS
This is a full-time position, generally 40 hours per week, however, hours may fluctuate depending on department needs including the use of overtime.
CobbFendley's standard operating hours are Monday through Friday, 7:30 AM to 4:30 PM CST. Generally, employees receive a 1-hour unpaid lunch break free of duty. Please note, operating hours and lunch hours may differ based on project workload, primarily for field staff.

SUMMARY OF THE ROLE
NextDecade is seeking a full-time Control Systems Engineer to support long-term operations for the Rio Grande LNG facility located near Brownsville, Texas.
* The incumbent will report to the Manager Instrumentation, Controls, and Electrical Engineering in the Operations Department, under the leadership of the Director Facilities Engineering, Sr. Director of Engineering, and Vice President of Operations.
* The Control Systems Engineer is a member of the Instrumentation and Control engineering team and may be required to backfill the Manager of Instrumentation, Controls, and Electrical Engineering during periods of absence.
* The role has no direct reports, although it may be required to manage and supervise contractor controls personnel working within the facility.

KEY RESPONSIBILITIES:
* Lead support for the following equipment, systems, and processes:

Position Summary:
The Project Engineer will support the Program Manager in both the pursuit and execution of large-scale federal infrastructure projects, with a primary focus on border infrastructure from Texas to California. Work closely with rotating equipment engineers and contractor turbine controls engineers for reliable performance of gas turbine driven compressor strings.
Participate in risk assessments, PHAs, HAZOP, SIL, and SIF reviews as required.
Ensure the Management of Change (MOC) procedures (including Software Change Requests) are followed and documentation for instruments and control systems is up to date.
Develop and ensure adherence to all discipline specifications, standards, procedures, and guidelines.
Monitor and report on the condition and performance of all control barriers to major accident events. Manage barrier impairment risks to As Low As Reasonably Practicable to support safe continued operations.
Provide integral interaction and support for other intercompany teams, such as Operations, Maintenance, Quality, Process Safety Management (PSM), and Health, Safety, Security, and Environmental (HSSE).
Prepare, execute, and maintain control systems related software licensing contracts and service agreements.
Provide input into the instrumentation, control & safety systems budget for the Facilities Engineering Team.
MINIMUM REQUIREMENTS:
B.S. or higher in Chemical or Electrical Engineering or equivalent degree.
10+ years of control systems engineering experience.
5+ years of instrumentation and control systems engineering experience in an LNG operating facility or equivalent.
Willingness to travel, domestically & internationally, as needed (approximately 10-15%)
Ability to work collaboratively and foster a collaborative work environment.
Ability to lead by example, perform under pressure, and deliver against targets.
An eye for detail to ensure complete documentation and associated metadata.
Excellent organization, planning, and time management skills to ensure timely execution of work tasks.
Highly motivated self-start mentality with focus on timely, consistent, and accurate results.
Ability to accept responsibility with determination to consistently meet and exceed expectations.
Ability to liaise effectively with other departments such as operations, safety, and engineering.

PREFERRED QUALIFICATIONS:
·Advanced skills in the following areas:
o Troubleshooting and problem-solving control system issues, including following equipment or facility trips and supporting the operations team to return equipment into service.
Intermediate skills in the following areas:
o Application of LNG facility applicable industry standards, regulatory codes, and recommended practices
o Compressor performance & anti-surge controls
o Control theory & analysis.
o ABB Distributed Control Systems (DCS), Safety Instrumented Systems (SIS), and Fire and Gas Systems (FGS)
o Programmable logic controllers from multiple manufacturers and their associated interfaces with Distributed Control Systems (DCS)
o MkVIe Turbine Controls
Basic / beginner skills in the following areas:
o Process Safety Management (PSM) and operational risk management.
o Management of Change (MOC)
o Operational Technology (OT) / Process Control Domain (PCD) security
o Root cause investigations
o Managing interfaces and working closely with Project and Operations teams during detailed design, construction, commissioning, startup, and post-startup operations.
