Raba Kistner is seeking an experienced SWPPP Inspector, to join our Environmental team in Houston, TX. The duties of the SWPPP Inspector will be to inspect construction activities to ensure compliance with environmental features of project plans and environmental commitments made to our customer with respect to the project construction and potentially impacted environmental features reporting observations orally and in writing to customer site contact. Other duties will include:
Inform Environmental Compliance Inspectors and/or other members of the Environmental Compliance Team of observations, violations, activities, etc.
Contact supervisor for priorities and deadlines in the field.
Resolve differences in the interpretation of plans and specifications.
Ensure the safe utilization, storage and maintenance of all documents and tools.
Update Direct Report on progress and delays on every task or assignment.
Ensure safe usage and maintenance of individually assigned company vehicle and field equipment.
Meet established project deadlines.
Carry out assigned duties in accordance with established procedures.
Prepare and submit accurate, legible, comprehensive and complete inspection reports on a daily basis in accordance with established quality procedures.
Review plans, specifications, and shop/working drawings for project activities.
Meet with contractor's supervisors or other project leaders on assigned project sites to discuss and coordinate environmental compliance activities, corrections to existing controls, and implementation of additional controls.
Prepare reports on findings to ensure compliance with applicable state and federal environmental laws, rules, regulations, and policies.
Evaluate environmental impact of construction activities including water quality/wetland/hazardous material geological, cultural or historic resources.
Keep abreast of current environmental developments to include laws, regulations, policies and procedures.
Responsible for maintenance and update of water quality records such as Storm Water Pollution Prevention Plans.
Monitor and evaluate the effectiveness of environmental controls.
Perform other duties as assigned.
Qualifications:
High School Diploma or G.E.D. preferred but not required.
Possess a valid driver's license within the applicable jurisdiction and meet company's auto insurability requirements.
Some knowledge of:
Environmental laws, regulations, and mitigation requirements.
Commercial construction, plans, construction inspection procedures, and specifications
Reading and interpreting specifications.
Materials used in Commercial construction.
General knowledge of erosion control procedures. Ability to work under exposure to inclement weather conditions, travel to project sites and maneuver over rough and uneven terrain. Ability to work independently. Ability to read and understand instructions, labels, reports, etc. Ability to effectively communicate information both written and oral and respond to questions in person-to-person and small group situations with customers, clients, the general public and other employees of the organization.

The Laboratory Technician will be responsible for sampling, processing, and testing materials in accordance with established procedures and specifications, including proper documentation of testing results. These methods include American Society for Testing & Materials (ASTM), American Association of State Highway & Transportation Officials (AASHTO), Department of Transportation (DOT), US Corp of Engineers, etc. Other responsibilities include:
Perform physical/index/chemical construction material laboratory testing, as assigned:
Concrete/Concrete Masonry Unit (CMU) Testing (concrete cylinder/cmu/core prep and compressing, specialty concrete testing, etc.)
Hot Mix Asphalt (HMA) testing (gradations, AC content, density, etc.)
Soils (roadway base, select fills, subgrade, etc.), testing (moisture/density, Atterberg Limits, gradations, specialty, strength, etc.)
Aggregate testing (gradation, specific gravity, unit weight, etc.)
Properly document hours worked and assist in client billing efforts.
Perform and keep documentation of routine maintenance and calibration of equipment.
Maintain a neat/clean/safe laboratory and work space.
Maintain relevant certifications to also include regular review of pertinent testing methods.
Meet deadlines and priorities according to established procedures.
Demonstrate the safe usage, storage, and maintenance of all tools and equipment, including company vehicle.
Maintain effective working relationships with internal and external personnel.
Understand, adhere, and participate in the Raba Kistner Health & Safety and BBS Programs, setting a good example of our safety standards.
Perform other duties as assigned.
Qualifications

Laboratory Technician I:
At least 6 months of applicable experience in the materials testing and inspection industry and possess at least 1 or more industry certification

Senior Software Engineer - AWS Focus with AI experience is must
The Senior Software Engineer will design, develop, and deploy scalable applications with a strong emphasis on AWS cloud solutions. This role involves building serverless architectures, containerized workloads, and automation frameworks while collaborating with product, business, InfoSec, and Data Architecture teams to deliver secure and efficient solutions.
Responsibilities
Develop and deploy AWS-based solutions, including Lambda, Step Functions, and containerized workloads on EKS.
Implement and automate Infrastructure as Code using Terraform.
Collaborate with cross-functional teams to translate business requirements into technical solutions.
Contribute to Generative AI initiatives using AWS Bedrock and assist in deploying AI agents.
Ensure adherence to architecture standards, coding best practices, and security guidelines.
Participate in all phases of the SDLC: requirements, design, implementation, testing, and deployment.
Maintain technical documentation and support knowledge sharing within the team.
Engage in Agile ceremonies and contribute to estimation, planning, and delivery.

Requirements
Strong AWS expertise: Lambda, Step Functions, EKS.
Terraform experience (must-have).

Familiarity with CI/CD pipelines and Git-based workflows.
Experience with Microservices, RESTful APIs, and RDBMS (PostgreSQL).
Strong problem-solving and communication skills.

Experience with AWS Bedrock and AI agent deployment.
Familiarity with vibe coding tools (Cursor, Copilot).
Workflow automation tools (e.g., Camunda) and Kafka for event streaming.
Knowledge of CloudFormation/SAM.
Agile methodology experience and ability to mentor junior developers.
