Position Overview
The Technical Course Developer plays a key role on the Platform Training Team, responsible for designing, developing, and maintaining training programs for a diverse Department of Defense (DoD) audience including Range Engineers and other PCTE users that support the world's largest cyber range: the Persistent Cyber Training Environment (PCTE). In this role, you will leverage your technical expertise, creativity, and experience to gather, manage, and deliver instructional content. You will also recommend courseware solutions that align with customer needs and meet contractual content development requirements.
This position is located onsite at Fort Meade, MD.
Responsibilities
* Create, update, and maintain technical training materials, courses, and curriculum for PCTE users.
* Develop curriculum using multiple synchronous and asynchronous training modalities, including instructor-led, micro-learning, blended learning, and self-paced.
* Work closely with stakeholders, including government personnel and contractors, to gather requirements and ensure training materials align with mission and PCTE platform needs.
* Write clear and concise technical documentation that is easy to understand for both technical and non-technical audiences.
* Employ rapid and agile techniques and processes to create content for a frequently changing environment.
* Use a variety of tools and technologies to create and deliver technical documentation.
* Keep abreast of emerging technologies and industry best practices to incorporate relevant training methodologies and tools into the training curriculum.
* Assess and evaluate course effectiveness through survey data analysis.
* Lead the development and implementation of new learning models and content design templates.
* Effectively manage multiple projects and initiatives from analysis to evaluation.
Required Experience/Qualifications
* Bachelor's degree in a related field (Instructional Design, Education, Computer Science) or equivalent experience.
* Strong knowledge of instructional design principles and adult learning theories.
* Strong technical acumen with the ability to translate complex concepts into clear, concise language for advanced and novice learners.
* Experience working with Information Technology and Cyber Related technical topics (e.g. hardware, software, networking concepts, networking protocols, OSI model etc.)
* A minimum of five (5) years' experience in training development, instructional design, and delivery methods, preferably in a technical or IT-related field.
* Ability to incorporate user feedback and organizational assessment data into design improvements.
* Demonstrated experience with authoring learning objectives, assessments, and course surveys.
* Demonstrated experience with technical training concepts and delivery methods (online and in-residence), including facilitating and delivering courseware for live and self-paced trainings.
* Demonstrated experience of the ADDIE process.
* Knowledge of evaluation models, including Kirkpatrick.
* Familiarity with content development authoring and multimedia development tools/programs (e.g., Camtasia, Articulate 360, Adobe Creative Cloud, etc.).
* Familiarity with learning management systems (LMS), course deployment and administration.

* Direct experience working in and with DRSN.
* Define service from a day-to-day operations perspective; establish standards for service.
* Build operational Operations and Maintenance (O&M) checklists to maintain the service (daily, weekly, monthly, yearly O&M checklists); build Tactics, Techniques and Processes (TTPs) and Standard Operating Processes (SOPs) associated with service checklists.
* Oversee the daily DRSN execution and maintain an expert view of the current DRSN's state operations.
* Interface with customers to ensure future DRSN enhancements or changes continue to provide quality service to customers and do not impact in a negative way their ability to provision and support DRSN services.
* Oversee the vulnerability and remediation process associated with the DRSN service.
* Troubleshoots DRSN end items and networking issues
* Fill out trouble reports and trouble tickets, and follow up until completion/correction of faults.
Required Experience/Qualifications
* Degree and Years of Experience Required: Bachelor's with 10+ years of experience or 10 years with 5 years of recent DRSN experience in lieu of degree.
* Certification Requirements - one of the following: CompTIA Security+; SSCP (Systems Security Certified Practitioner), CCNA Security; CySA+; GICSP; GSEC.
* Experience operating and maintaining IDNX/Promina multiplexing, encryption, cabling and channel service units and Juniper switches
* DISN Network Management experience.
* Timing and synchronization experience involving clock distribution systems, filters and buffers.
* Experience using oscilloscope and Digital Multimeters.
* Experience with Firebird 6000 series communication analyzer.

Position Overview
An IP Network Engineer assesses, tests, and recommends solutions and technologies to improve all aspects of DISN IP backbone. An IP Network Engineer is responsible for all DISN aspects regarding the design review/recommendation, lab testing, evaluation/certification, and implementation/deployment as well as provide Tier3 support for DoD's NIPRNet backbone network.

Responsibilities
* Provide technical expertise in design review, lab testing & test report, implementation plan and deployment of new advanced large-scale complex DoD networks.
* Implement MPLS services offerings on the DISN network. MPLS services include L3VPN, L2VPN, VPLS (Virtual Private LAN service) and CsC (Carrier Supporting Carrier). Platforms tested include Juniper MX Series, Cisco ASR Series routers.
* Provide technical security expertise in design, test, evaluation and deployment of advanced large-scale complex DoD networks. Review security requirements set by DoD agencies for the NIPRNET/SIPRNET network protection; Assess and analyze current NIPRNET/SIPRNET network architecture; Propose and analyze potential solutions.
* Conducting audits, risk assessment, threat analysis, contingency planning and implementing security standards and methods.
